01:04Hello from Fox News in Washington. We begin with a look at some of your headlines.
01:16Police in Vancouver, Canada have arrested a 30-year-old suspect they say plowed a car he was driving into a crowd of people.
01:22They were celebrating at a Filipino culture festival last night, killing at least nine people, injuring many more.
01:29Now, police say at this time they are confident it was not an act of terrorism.
01:34Canadians are set to go to the polls tomorrow to pick their new ruling party after 10 years under Liberal Party Prime Minister Justin Trudeau.
01:41Conservatives had enjoyed a comfortable lead in the polls, but there's been a shift that some political analysts say was triggered by President Trump's provocative rhetoric and tariffs against that country.
01:52Fires from a massive explosion at a southern Iranian port Saturday burned through the night despite efforts to try to get that under control.
01:58Authorities say there are at least 25 people dead, 800 are wounded.
02:04That explosion is thought to be linked to a shipment of a chemical ingredient used to make missile propellant.
02:09In a moment, we will talk about all the day's top stories with GOP Senator John Kennedy from Louisiana and Democratic Congressman Adam Smith from Washington State.
02:18But first, we turn to Madeline Rivera on the Trump administration's foreign policy moves this weekend, starting with that high profile one-on-one in Rome between President Trump, President Zelensky.
02:28They had that meeting.
02:29They did, Shannon.
02:30Good morning to you.
02:30And those photos were remarkable, given that their last meeting ended with a spat in the Oval Office.
02:37And as they work to reach a peace deal, the president is now questioning Russia's commitment to stop the war.
02:44Before Pope Francis was buried in Rome, President Trump and Ukrainian President Vladimir Zelensky huddled at St. Peter's Basilica, hoping to put the war in Ukraine to an end.
02:55Russia and Ukraine, I think they're coming along, we hope.
02:59Very fragile.
03:00On Friday, the president sounded hopeful, saying most major points of a deal have been agreed to, after U.S. Special Envoy Steve Witkoff met with Russian President Vladimir Putin in Moscow.
03:11But in a true social post, the president is voicing fresh concerns that Putin might not want to stop the fighting, pointing to Russia's attacks on civilian areas.
03:20All of this comes as the president appears ready to hand a major concession to the Kremlin, saying in a Time magazine interview that Crimea will stay with Russia.
03:30The president is blaming former President Obama for Russia's annexation of the territory in 2014.
03:35Zelensky maintains that land is Ukraine's.
03:39Temporarily occupied territories are just temporarily occupied, but they all belong to Ukraine and the Ukrainian people.
03:46As ceasefire talks in Ukraine continue, U.S. and Iranian officials are back at the negotiating table trying to hammer out a new nuclear agreement.
03:54A senior administration official says the third round of talks in Oman over the weekend were positive,
04:00the administration looking to reach a deal not only with Iran and Ukraine, but also on trade.
04:05You said you spoke with President Xi. Have you spoken to him since the tariffs?
04:09I don't want to comment on that, but I've spoken to him many times.
04:14China, though, is pushing back.
04:16China and the U.S. are not having any consultation or negotiation on tariffs.
04:21The U.S. should not confuse the public.
04:24Overnight, Russia launched a massive drone assault across Ukraine.
04:28The president is floating the possibility of tougher sanctions on Russia if it does not want to stop the war.

04:36All right, joining us now, Louisiana Republican Senator John Kennedy.
04:39Senator, welcome back to Fox News Sunday.
04:41All right, let me start there.
04:45You hear that these attacks continue overnight, although President Trump has said to President Putin,
04:50you got to stop it, knock it off.
04:52There are brand new polling numbers that we've got out today that the American people do not think President Trump is handling this well.
04:59His job approval on handling Russia and Ukraine is at 36 and 39 percent respectively.
05:03Is it foolish to think that Putin does want peace and will he be emboldened if part of this deal includes giving him territory?
05:12I think Shannon America is paying the price right now for President Biden's appeasement.
05:22The Biden people believed in diplomacy, first, last, and always.
05:27We're in a knife fight with Russia and China and Iran and the Biden people wanted to quote Socrates to them.
05:38I see what you see.
05:40Here's what I see.
05:42Putin has reneged on every promise that he has made to President Trump.
05:47His latest proposal is, well, nothing.
05:53He wants to keep all the territory that he's taken.
05:57He wants to prohibit Ukraine from joining NATO, and he wants America and Europe to stop helping Ukraine.
06:04I think that Putin thinks that America has taken the bullet train to Chumptown.
06:14I think he thinks we're afraid of him.
06:18He has jacked around President Trump at every turn.
06:22He has disrespected our president.
06:25I don't think it's going to get any better until we make it clear to Mr. Putin that we are willing to turn him and his country into fish food.
06:37And I'm not talking about nuclear weapons or nuclear war.
06:42I would start with oil, which I will be glad to talk about if you want.
06:47Well, and there has been some discussion.
06:49Obviously, there are sanctions on Russia.
06:50And it begs the question of whether that's getting their attention, whether more sanctions will make more of a difference.
06:56I know that there are all kinds of things happening with where its oil ends up.
06:59And some of that's in violation of the sanctions.
07:01So do we need better enforcement against other countries that are violating that?
07:07Where do we go from here on getting Russia's attention?
07:10Well, America, under President Biden and Europe, agreed that Russia can continue to sell its oil.
07:18As long as they don't get more than $60 a barrel.
07:22Russia gets one third of its revenues from oil.
07:26We need to stop all of the sales of oil.
07:30We need to get Russia down and choke them.
07:34They're not going to come to the table otherwise.
07:36I want a settlement in Ukraine.
07:39We also have to ask Europe to do better.
07:43Europe's got to start paying its own bills.
07:45If it wasn't for the American taxpayer, Putin would be in Paris right now.
07:52Europe's got to do more.
07:54But mainly, we've got to make Putin understand that there is a price to be paid for his jacking our president around.
08:02Yeah, he doesn't seem to get that at this point.
08:04I want to ask you about Iran as well, because we just wrapped another round of talks with them.
08:08President Trump was asked by Time Magazine, this lengthy interview he had with them, about whether he worries about the U.S.
08:14quote, being dragged into a military situation with Iran because Israel takes action.
08:19But here's what he said.
08:20I may go in very willingly.
08:22If we can't get a deal, if we don't make a deal, I'll be leading the pack.
08:27What do you think happens if we get militarily involved with a strike on Iran?
08:31Well, we're involved militarily with Iran.
08:37Iran hates America as much as it hates Israel.
08:43I would love to see a settlement with Iran, but Iran can't have access, directly or indirectly, to nuclear weapons.
08:51If Iran gets a weapon or is days away from getting a weapon, there will be a war.
08:58Or, Iran won't start it, and America won't start it.
09:04Israel will.
09:06And Israel knows that if Iran gets a bomb, Israel is a smoked turkey.
09:15The first thing Iran will do will be to bomb Israel.
09:19And Israel is not going to tolerate that, and I don't blame them.
09:22All right, I want to make sure I get to a couple of other things with you.
09:26Lili, you're an attorney, as am I.
09:27You have said that you will call out President Trump loudly if you think he is not following federal courts and the orders that they have.
09:35The Supreme Court has made some statements about what the administration should be doing with respect to getting Kilmer Obrego Garcia back from El Salvador.
09:43They've admitted that was a mistake.
09:45You've talked about them making a mistake with that, too.
09:47But federal judge Paula Zinnis does not think this administration is complying with that order.
09:53Here's a little bit of her order from April 22nd coming down on the Trump administration saying,
09:57there's been a continued mischaracterization of the Supreme Court's order.
10:01She's used the word speeches.
10:02She said there's been willful and intentional noncompliance.
10:06Now, the president's legal team sees that order to facilitate and effectuate his return differently clearly than Paula Zinnis.
10:13The judge sees that.
10:15What do you think the Supreme Court meant?
10:17And do you think the administration's in compliance?
10:21I don't think President Trump has defied any federal orders.
10:26I don't know what these judges expect the federal government to do.
10:33Bukalé has said he's not returning Mr. Garcia.
10:36Mr. Garcia is not coming back to the United States, ever.
10:42I don't think the federal courts can direct the executive branch to go in and try to take Mr. Garcia by force.
10:52I also think that Mr. Bukalé and El Salvador is taking advice from China.
11:00He's much closer to China than he is to the United States.
11:05People don't realize that.
11:07And I think China is loving all this turmoil.
11:12I don't think that the president has defied any orders of a judge, nor should he.
11:19I believe in the rule of law.
11:22If you don't like a judge's opinion, you can criticize it.
11:27You can appeal it.
11:29That's why God made courts of appeal.
11:32If you're an elected official, you can quit if somebody orders you to defy it.
11:37But you can't defy it.
11:39That won't undermine the legitimacy of our entire system.
11:43But I don't think that President Trump has done that.
11:46I just don't know what these federal judges expect the executive branch to do.
11:53Well, so much of this legal action has to do with immigration, deportation, the border.
11:58I want to read something from our next guest, Congressman Adam Smith, speaking to that issue.
12:02He says this.
12:02There are a lot of people in this country, undocumented, who should be allowed to stay.
12:07They have been a vital part of our economy.
12:10They are vital parts of our community.
12:11He says deporting them is often separating families.
12:14It's sending people back to countries they aren't even familiar with.
12:19What's your response to him?
12:22Well, I have great respect for the congressman.
12:25What he has said would be interesting if it were true.
12:31Illegal immigration is illegal.
12:34Duh.
12:35If you don't like the law, change it.
12:38But you have to follow the law.
12:41The American people support legal immigration.
12:45But they don't support illegal immigration.
12:48They see the border like they see their front door.
12:52Most Americans lock their front door at night.
12:54They don't lock their front door because they hate everybody on the outside.
12:58They lock their front door because they love the people on the inside.
13:01And they want to know who's coming in and out of their home.
13:05The congressman and his party allowed 8 to 12 million people to come into our country illegally.
13:13And we don't have the slightest idea who they are.
13:16That's like adding four Nebraskas.
13:21They believe in open borders.
13:25I mean, that's clear to me.
13:26Nobody is so incompetent as to allow that many people to come into our country.
13:32It has to be intentional.
13:34And the Democrats would be a lot more intellectually honest if they would just admit that they believe in open borders.
13:40Well, I will ask him about that.
13:43Senator Kennedy, thank you for your time.

13:48Joining me now, Congressman Adam Smith of Washington State.
13:50He's the top Democrat on the House Armed Services Committee.
13:53Congressman, welcome back.
13:54Let's start there.
13:55He says your party believes in open borders.
13:57Your response?
14:00We don't.
14:01I do agree completely that President Biden did not do enough to secure the border.
14:05There's no question about that.
14:07The policies allowed too many asylum seekers in.
14:11We were overwhelmed by an immigration problem.
14:13There's no question about it by a migration problem.
14:16President Biden did belatedly change that near the end of his term to better enforce asylum laws.
14:22And President Trump has continued that.
14:25But on the point about the undocumented population, I want to change the law.
14:29I want to have a pathway to citizenship for the undocumented population.
14:32Because we have been dependent upon many undocumented immigrants who have come here, worked, raised families, paid taxes, been part of our community.
14:41But no question about it, the Democratic Party did not do enough to secure the border.
14:46I won't disagree with that, but I don't think the senator should disagree that there are a lot of undocumented immigrants in this country who are vital parts of our community.
14:56And we need to deal with that problem as well.
14:58Well, you talk about changing the law, and there's a lot of discussion about asylum policy, refugee status, all kinds of things that could be done at the border, whether it's about securing the border, whether it's changing immigration policy, better funding the courts and the judges that have an enormous backlog.
15:12But the fact is that it slowed to almost a trickle of what it was.
15:16I mean, it's astounding and shocking how the numbers have come down at the border.
15:19Was President Trump right when he said his joint address, you don't need more laws, you just needed a different president?
15:24Well, on border enforcement, I think he is probably right, I think having more aggressive stance.
15:32Now, I don't think we should be disappearing people, picking them off the streets with no due process and locking them up.
15:39I think the American people are rightly concerned about that.
15:42I disagree with the senator.
15:43I think the president is in open defiance of a number of different court rulings, including on this issue.
15:48But no question, as I said right up front, we as a Democratic Party did not do enough to secure the border.
15:55So, yes, that is an issue we need to deal with.
15:57But I think we also need to deal responsibly, compassionately and intelligently with those undocumented immigrants.
16:04We've been dependent upon that labor for decades.
16:08I think it is brutally unfair to rip those people out of their communities if they're here paying taxes, obeying the law.
16:14So that's the law that I want to see changed.
16:16Well, do you agree that the asylum program, the refugee status, that those things, do you worry that they're being abused by people who come here and know that that's an automatic entree to a lot of protections and other things?
16:28Do you worry that that hurts the people who actually need them?
16:31Right.
16:31Yeah, I've said that twice already.
16:34So, yes, without question, the way the asylum laws were handled under the Biden administration were too expansive, and it created a problem in this country.
16:43There's no doubt about that.
16:44So let's talk about this issue.
16:45It was one of the things that seemed to hurt Democrats last fall because people had really strong opinions about immigration.
16:51They felt that Republicans and President Trump, they polled better on that issue.
16:55There are other issues that the Democrats are dealing with now in polling.
16:58Here's what Gallup had to say just days ago.
17:01Democrats' leadership, their latest 25 percent confidence rating is at an all-time low for the group, well below the previous 34 percent low recorded in 2023 and the average of 45 percent since 2001.
17:14You have said the Democratic Party is broken.
17:17Are you surprised at all by these new numbers?
17:18No, not at all.
17:21Look, we need to offer a reasonable alternative to President Trump.
17:25I am deeply troubled by what President Trump is doing.
17:27And by the way, I really want to talk about Ukraine because I completely disagree with Senator Kennedy on that.
17:32What Donald Trump did on Ukraine is he came into office and he appeased Putin from day one.
17:37We had a strong position against Russia.
17:39We were supporting Ukraine.
17:40But by attacking Zelensky and appeasing Putin, he gave Putin a huge wide-open door to walk through.
17:46And now President Trump is surprised that Vladimir Putin is continuing the war.
17:51Taking the pressure off of Putin was an enormous mistake by Donald Trump.
17:56And we need to talk about that and figure out how to fix it.
17:58But, yes, I've been very open about the fact I completely disagree with President Trump's agenda.
18:03I think he's acting like an authoritarian.
18:04I think his tariff policy is scattershot and is creating massive economic problems that are only going to get worse in the months ahead.
18:12He hasn't been honest with the American people.
18:14I could go on.
18:15But at the end of the day, if all we Democrats do is stand up and say what we don't like about Donald Trump, that is insufficient.
18:22The American people knew pretty much everything I just said, and they still picked him.
18:27So we as Democrats need to come up with a reasonable alternative and a better agenda to address the issues that the American people have with us and the policies that we've chosen.
18:37I've said that, and I think we Democrats need to be open about that and offer those better ideas.
18:42So, in the meantime, there is this push and pull between the establishment within the Democrat Party, the old school, the new guard, the more progressive, and people trying to figure out where the messaging is going to settle.
18:54Part of this is showing up in the back and forth between the DNC chair, Ken Martin, and vice chair David Hogg, who has apparently raised millions of dollars that, at least in part, are going to be used to primary incumbent Democrats.
19:05Here's the chairman on that issue.
19:07I am a huge fan of David Hogg's, and I'm glad he's a part of our officer corps.
19:13But it's important for us to maintain the trust that we have built with Democratic voters and to keep our thumb off the scale as party officers.
19:22So David Hogg says they're trying to change the rules because he's not currently breaking them.
19:27How does this settle out?
19:29Look, we've got two separate issues at play here.
19:33One, that I agree with, the Democratic Party needs to be more efficient, more effective about the way we run campaigns and the way we pick candidates.
19:42I've been very open and very public.
19:44Joe Biden should not have run for a second term.
19:46And I was one of the first ones to come out and say he should get out after that debate.
19:50And it is astonishing to me that so many in the Democratic Party, after that debate, still argued that Joe Biden was our best shot.
19:57I mean, after watching that debate, to me, that's just insane.
20:01And that's as a practical politician, as someone who's been working on campaigns since I was 15 years old, who was very focused on here's how you win.
20:09That's not how you win.
20:10So the basic point that the Democrats need to get smarter and tougher and do a better job of going out there and winning, I agree with.
20:17But I don't think that's what Mr. Hogg is really talking about.
20:20He's trying to push our party further to the left.
20:23He wants to target candidates who thinks are insufficiently loyal to a more left-leaning agenda.
20:29And I think that's exactly wrong.
20:32There are issues that we need to deal with.
20:33We've talked about immigration.
20:35We did not do a good enough job of securing the border.
20:38Even on economics, I think President Trump's economic policy is a disaster on tariffs, on cutting taxes for the wealthy, cutting programs, gutting our federal government program after program after program.
20:50But if our response is just to attack rich people and promise as much free stuff as possible for as many people without an emphasis on hard work and personal responsibility, then our economic message isn't going to be any better.
21:06We also need to get off of our obsession with identity politics.
21:10We need to battle bigotry and racism and discrimination.
21:13But we don't have to do it in the extreme left-wing way that we've seen.
21:17So we need to address those issues.
21:19And I think what Mr. Hogg is part of, he's part of an effort to jam our party further to the left when what we need is more effective progressive policies.
21:28I consider myself to be very progressive, but we also have to be using common sense, practical thinking.
21:35And we have to have some measure of personal responsibility and hard work.
21:38That's why we've begun to lose the immigrant community.
21:41Immigrants come to this country because they want to work hard and be rewarded.
21:45They don't come to this country because they want the government to give them all free stuff on every single issue.
21:50It's a balance.
21:52We need to help people, but we also need to emphasize personal responsibility.
21:57Work hard, play by the rules, get ahead.
22:00That should be the democratic message.
22:01Donald Trump is gutting our economy with his tariff policy, gutting our economy by shutting down all of these programs that are crucial.
22:08But we've got to balance that.
22:09Sorry, that was a very long answer, but it was a very complicated question.
22:11But before you go, I do want a quick comment from you on Ukraine and Russia because I know you think, you expressed earlier how you feel.
22:17How much of this public stuff do you think, though, with President Trump has been about pushing and trying to get negotiations moving?
22:24But he clearly is frustrated now that he's given Putin many opportunities, and now he's calling them out saying,
22:29listen, you know, I tried to publicly give you a lane and you haven't taken it.
22:34It sounds like, you know, this administration is very close to walking away and saying, we're not going to push these talks anymore.
22:39We've given you both an opportunity.
22:40Yeah, we'll see.
22:41We'll see if he does.
22:42But look, beyond any question, President Trump screwed up.
22:45He let Putin play him for a fool.
22:47He came into office acting like Putin was going to end this war.
22:51He put all the pressure on Ukraine.
22:52He stopped military assistance to Ukraine.
22:56Vladimir Putin right now thinks if he just holds out long enough, but he briefly cut it off.
23:02He cut off intelligence.
23:03He cut off assistance.
23:04And then after pressure mounted a week later, he turned it back on.
23:07But he sent a very clear message to Vladimir Putin.
23:10You hold out long enough.
23:11I'm going to walk away from Ukraine and it's all yours.
23:14Now, is President Trump going to change that message at this point?
23:17Is he actually going to step up and put pressure on Putin and make it clear that Putin is to blame for this war and to put the economic sanctions in place and say, look, we're going to keep helping Ukraine until you stop this war.
23:29Yeah.
23:29And how much of that was public?
23:31If he changes.
23:32Yeah.
23:33How much of that was public posturing?
23:34I don't know.
23:35But we are still at this impasse.
23:37And, you know, if it was public posturing, Putin got the message.
23:42And the message was it's we're going to we're going to let you be and let you go on bombing.
23:47The message, the message now is knock it off and let's get to the table.
23:50So we got to leave it there.
23:51But if the message, if I'm sorry, if the message is a tweet, stop, does Donald Trump really think that Putin's going to respond to a social media?
23:59I think it's gone far beyond that.
23:59And the issue of whether there will be sanctions ranked up as well.
24:02He needs to.
24:03We'll see.
24:04And part of this we know is in congressional hands as well.
24:06Congressman, always appreciate your time.

28:08and make it less about himself and more about the American people, especially those who voted for him.
28:14There is a way to do this, and I think he needs to do it or he's going to continue to decline in the polls.
28:20Well, Kimberly also goes on in the piece to say that the first 100 days, Annie, can be a time for assessment about what's working, what's not.
