00:0026.11 Mumbai terror key plotter handed over to India
00:06Captain Tahawar Hussain Rana handed over by the US to NIA
00:19Ex-Pakistan army terrorist being brought to India on board a special flight
00:30The Pakistani military jihad complex planned to target Siddhi Vinayak Temple and National Defense College
00:44Pakistani terrorists and enablers had mapped sensitive locations across multiple cities in India
01:00Will Captain Tahawar Hussain Rana spill the beans exposing Pakistan's military jihad nexus
01:14Big win for India in the war on Pakistan state-sponsored radical Islamist terror and that's our top focus on India first
01:33Close to 17 years after one of the worst terror attacks in India the 26.11 Mumbai terror attacks in 2008
01:45Finally, there's a glimmer of hope
01:49There is hope that justice for the victims of 26.11 Mumbai terror attacks may just be within reach
01:55The mastermind one of the key plotters of 26.11 Mumbai terror attacks
02:00Tahawar Hussain Rana is being extradited to India
02:04He will arrive in India soon. He was one of the key plotters
02:08He had repeatedly visited India
02:10He's an ex-pakistan army captain
02:13He was living in Canada had a Canadian passport along with that Pakistani American terrorist David Coleman Headley
02:20Using their American and Canadian passports
02:23They repeatedly visited India
02:25Set up a company in India for immigration
02:28Carried out reconnaissance missions in Mumbai in Pune in Ahmedabad in Delhi and several other locations
02:35Finally, Rana is being brought to India
02:39He'll be interrogated
02:40Perhaps you will know who were the sleeper cells who assisted them
02:44Where all did they carry out their reconnaissance missions?
02:47Where all did they intend to bleed India?
02:49Because 26.11 was just one of the many terror attacks that Hafiz Mohammed Said and Pakistani state had planned to bleed India
02:58They know about potential targets and future targets much more during the course of the next half hour
03:03But first this report
03:14Tahawar Rana one of the key conspirators behind the 26.11 terror attack in Mumbai is extradited from the United States
03:21Rana is set to arrive in India Thursday morning escorted by a team of intelligence and investigative officials
03:31The terrorist is being brought in a special plane which will stop at an undisclosed location en route to New Delhi
03:37High security arrangements are in place at Jay's in both Delhi and Mumbai
03:42Rana a Pakistani origin Canadian businessman was an active operative of the Lashkere Taiba
03:48He helped David Headley allies Dowd Gilani with travel documents for his reconnaissance of Mumbai targets
03:55He in fact facilitated the travels of David Coleman Headley when he came to Rikki
04:02The targets for the 2008 attack
04:05He arranged his travel plans, visas, everything
04:11So he's a key person, he's a key person who was involved in the conspiracy for the attack
04:18India today accessed the NIHR sheet
04:22That Ruby's Headley and Rana spoke over 200 times during Headley's eight visits to India before the 26.11 attacks
04:30Today I'm pleased to announce that my administration has approved the extradition of one of the plotters and one of the very evil people of the world
04:40And having to do with the horrific 2008 Mumbai terrorist attack to face justice in India
04:51So he's going to be going back to India to face justice
04:57Now almost two decades later the mastermind is back on Indian soil
05:01And every Indian has one thing on their mind
05:04Justice
05:05Better report India today
05:12So let me tell you a little more about this white-collar terrorist from Pakistan
05:16He's an ex-Pakistan Army officer
05:19He was a doctor in the Pakistan Army
05:21He was at the Siachen Glacier
05:24Then he jumped ship
05:26He went off to Canada
05:27He took Canadian citizenship
05:29And was a Lashkar-e-Taiba sleeper cell in Canada
05:32And this is where countries like Canada and the US need to be very wise
05:36David Coleman Headley was a Lashkar-e-Taiba sleeper cell in the United States
05:41Tahavur Hussain Rana was a sleeper cell in Canada
05:44He knew about the 26.11 Mumbai terror attacks
05:47Or the plot to target Mumbai
05:49Multiple locations in Mumbai
05:51Right from 2005
05:53That's when the plot was hatched
05:55He provided logistics, financial support and cover
05:59To people like David Coleman Headley
06:01And I wonder how many others from Pakistan
06:04Who used this America and Canada route to come to India
06:07Set up a business in India
06:09And recce prominent places
06:11And they made very powerful friends in India
06:13We know about some
06:14Unfortunately, we don't know about many others
06:16I hope that information finally comes out
06:18So he collaborated with terrorists like David Coleman Headley
06:22With Rehman and Ilyas Kashmiri
06:25For future attacks
06:27Post 26.11
06:28They wanted to carry out more terror attacks
06:30That was Hafiz Said's instruction to them
06:32Now David Coleman Headley
06:34Had persuaded Rana to meet Rehman in Dubai
06:38And he helped Headley get a visa
06:41A multiple entry visa to India
06:43Used his Chicago office
06:45And that was he set up this first world immigration company in Chicago
06:49With an office in Mumbai
06:51And that gave him the cover to carry out reconnaissance in India
06:55He provided exact details like coordinates
06:59GPS coordinates
07:01To the Pakistani Lashkar-e-Taiba terrorists and ISI
07:05The extradition of former Pakistan Army Captain
07:07The extradition of the former Pakistan Army
07:09Tahawwar Hussein Rana
07:11From the United States to India
07:13Is a huge shot in the arm for India's war
07:17On Pakistan's state-sponsored radical Islamist terror
07:21He's a former Pakistan Army captain
07:23He's a former Pakistan Army captain
07:25He was a key figure in the planning
07:27And execution of the 2611 Mumbai terror attacks
07:29He was a part of the coordination
07:31He was in India just six days before 2611 Mumbai terror attacks
07:35He wrecked each and every site before that terror attack
07:39It was Tahawwar Hussein Rana
07:41It was Tahawwar Hussein Rana
07:43Who helped David Coleman Headley
07:45Carry out reconnaissance at multiple locations
07:47Including the National Defence College in Delhi
07:49And the Siddhi Vinayak Temple in Mumbai
07:51And the Siddhi Vinayak Temple in Mumbai
07:53He's a former Pakistan Army captain
07:55He was a key figure in the planning and execution
07:57Of the 2611 Mumbai terror attacks
07:59He was a part of the coordination
08:01He was in India just six days before 2611 Mumbai terror attacks
08:03He wrecked each and every site before that terror attack
08:05It was Tahawwar Hussein Rana
08:07Who helped David Coleman Headley
08:09Carry out reconnaissance at multiple locations
08:11Including the National Defence College in Delhi
08:13And the Siddhi Vinayak Temple in Mumbai
08:15India Today's Divvesh Singh and Nalini Sharma
08:20Decode the importance of the extradition of Tahawwar Hussein Rana
08:24On India Today
08:33The 2611 terror attacks were planned and executed
08:39Captain Tahawwar Rana is one of the key co-conspirators
08:42Of the 2611 attack
08:44The man who provided logistic, financial and other support
08:49To David Coleman Headley
08:51Headley conducted extensive surveillance of targets in Mumbai
08:57Acting as a link between L.E.T. and Pakistan's spy agency ISI
09:03David Headley took Rana's help to travel to India
09:08It was Tahawwar Rana who obtained the visa for David Headley
09:13By giving wrong information at the Indian consulate in Chicago
09:19David Headley in conspiracy with Tahawwar Rana
09:21Started an immigration firm in Mumbai
09:24The company First World International was used as a cover
09:28For carrying out L.E.T. and Huji operations
09:31This is the same locality where in 2006
09:39Tahawwar Rana set up a branch office of his immigration and visa agency
09:44Between 2006 and 2008 using this agency office of Tahawwar Rana
09:50David Coleman Headley made four to five trips to Mumbai
09:55And scouted for various locations
09:58These locations were pinpointed by him using a GPS unit
10:03And then shared with the terrorists who carried out the attacks
10:07On 26th November 2008
10:10In June 2006 Headley travelled to Chicago
10:14Where he met with Rana
10:16And discussed the entire terror plot
10:19Since Rana was a former Pakistan army captain
10:23Headley assured him of all help through Pakistan ISI handler Major Iqbal
10:28I am at the office of Tahawwar Hussain Rana
10:34The First World Immigration Office at Devon Avenue
10:37This is where Tahawwar Hussain Rana used to sit
10:40David Coleman Headley used this First World Immigration
10:43The name of this office to spread terror
10:47Not just in India but also in Denmark
10:50Devon Avenue is called Chicago's Chandni Chowk
10:54But here at Chicago's Chandni Chowk
10:57Now there is genuine fear that undercover agents would be seen in larger numbers
11:03Upon landing in India
11:06A contact of Tahawwar Hussain Rana arranged conveyance
11:10Lodging and other logistics for David Headley
11:13In June 2007
11:15With the assistance of Tahawwar Hussain Rana
11:18David Headley applied for an extension of his visa to India
11:22Rana communicated extensively with Headley during his India visits
11:27Tahawwar Rana himself visited India between 13th and 21st November 2008
11:34Less than a week before 2611 terror attacks
11:37Apart from Mumbai he travelled to Delhi, Agra, Ahmedabad, Kuchin and Haapur
11:45With his extradition Pakistan's role has been nailed
11:50Will it lead to action against mastermind Hafiz Saeed next?
11:55With Divyeesh Singh and Nalini Sharma in Delhi
11:59Bureau Report, India Today
12:01Joining me on this special broadcast
12:08Ambassador Rajiv Dogra, former top diplomat, joins us on the show
12:11He served in Pakistan
12:12Sushant Sarin is senior fellow at the Observer Research Foundation
12:15And Munir Ahmed is an analyst and a journalist who joins us from Pakistan
12:19The fact that this terrorist was the crucial link between the ten terrorists who targeted Mumbai
12:26The locations that had been targeted in India
12:29And the orders that came from the likes of Major Iqbal
12:32A certain Major Iqbal of Pakistan's ISI
12:34And Hafiz Mohammed Said directly
12:36What more can you tell us about why this is more than just an academic exercise
12:43The sleeper cells in India and the recce that he had carried out
12:47What more can you tell us Sushant Sarin?
12:49So Gaurab, we'll have to see what is the kind of information he shucks up
12:53And how much of it is going to be relevant
12:55Because some of those guys might not be alive anymore
12:58Some of them might be outside the long arm of the law in India
13:03But even then, I think the fact that Tahour Rana was an integral part of that conspiracy
13:10To carry out the 2611 attacks makes him an extremely valuable person for India to have extradited
13:19And visit justice upon him
13:22Also, I think we'll get to learn a lot more of how the networks in India operate
13:28Also the fact that in many cases the Pakistanis have already picked up targets
13:33Have already made their plans
13:35As is evident from the 2611 attacks that they took about three years
13:39Before they finally put the attack, the plan in motion
13:43So there must be other targets
13:45And we have to see if there are some other such targets which they have identified
13:50Secondly, I think what it does is it debunks that nonsensical propaganda
13:55Including by third-rate air marshals from the Pakistan Air Force
13:59Who have been writing articles questioning what exactly happened on 2611
14:04And of course, senior so-called Pakistani journalists
14:07Who have been asking about, you know, 2611, the real truth
14:11I think this guy is a walking, talking example of the real truth that is going to come pouring out
14:17I think this is important, not just the fact that he has been extradited
14:22But can we make this a precedent for more extradition from the civilized world
14:28But equally important
14:29I think it is important for India to make certain changes in law
14:33To start holding trials in absentia of Pakistan or Bangladesh or some other country
14:40Which harbors these terrorists
14:42To start holding trials in absentia for some of these people
14:45And even pronounce punishments
14:47And perhaps explore ways and means of carrying out those punishments
14:52By whatever means are necessary in the countries in which they are speaking
14:56So that there are no safe havens for terrorists who come and commit mass murder in India
15:01That's a very important point
15:03And perhaps with this extradition, Ambassador Dogra, does that message go out?
15:08It may take years, it may take decades
15:11But if you are a terrorist who has been involved in killing innocent Indians
15:15India will trace you, India will track you
15:18And India will bring you to justice like India intends to do with Tahavur Hussain Rana
15:24Well, absolutely
15:26And you know, as I was mentioning earlier
15:31Ajmal Kasab was a foot soldier
15:35He knew nothing except for shooting at people
15:38Rana is the first real villain and mastermind of 2611 that has come to India's home
15:47What he reveals would certainly be a major plus for Indian security agencies
15:54More than that, what surprises me is how come a person of Pakistani origin
16:01Could establish an office in India with such ease?
16:06Not only that, how come a person of Pakistani origin like Headley get a 10-year visa?
16:13I know from my experience that for a Pakistani origin person
16:18Getting even a 10-day visa is next to impossible
16:22Unless
16:23Even if he is an American or a Canadian passport holder
16:26Exactly
16:27We go into minute details as to where he was born
16:31Why is he wanting to go to India and so on
16:34It is reciprocal
16:36Pakistan is much more rigorous in this respect
16:39So for him to get that 10-year visa is like climbing the Mount Everest
16:46Yet he apparently did it with relative ease
16:49The fact that he got visas and set up a company in Mumbai
16:52Perhaps that question will finally be answered
16:55Who were the facilitators in India Ambassador Dogra?
16:58Exactly
16:59Who were the facilitators wherever they were for such a major visa lapse
17:07The second thing is that Rana's role has been understated
17:12It has been unacknowledged and is relatively unknown compared to what Headley has been accused of
17:19And what Headley did
17:20Yes
17:21Whereas Rana is equally culpable because he had wrecked India
17:25He had wrecked the places where ultimately that carnage took place
17:30So I think more needs to be brought out as you are doing
17:34And as your channel is doing
17:36About what Rana's intentions were
17:39What his planning was
17:40And how villainous his role was in the entire operation
17:45Because with this Pakistani army background
17:47Absolutely
17:48I am sure he was more dirty collar than white collar in this entire operation
17:54Sir, I had covered Tawar Hussain Rana's trial in Chicago
17:57And David Coleman Headley
17:59And information that came out was shocking
18:01The FBI had carried out a detailed investigation
18:03They tracked their car
18:05Both Headley and Rana
18:06They wouldn't talk in their house
18:08So they knew that even FBI could be snooping on them
18:11They would get into their car
18:12And they would drive
18:14And then they would talk in a moving vehicle
18:16But the FBI was a step ahead
18:18They had put listening devices in that car
18:21And they would track that car
18:23And listen to that conversation
18:24Which was played out in court
18:26And all this information came out in that Chicago Federal Court
18:29Munir
18:30Since you've joined us from Pakistan
18:32I want to understand from you sir
18:33A Pakistan army captain
18:35Living in Canada
18:37Plots a terror attack in India
18:39Is in touch with a certain major Iqbal
18:41And with Hafiz Said
18:43And with Ilyas Kashmiri
18:44And several others
18:46Do we expect Pakistan to take action
18:48Against any information that's revealed by him
18:52Either earlier in Chicago
18:53Or now in India
18:55Thank you first of all
18:57For taking me to your show
19:00And this would be my own personal opinion
19:04As a geopolitical analyst
19:06First of all I believe like
19:08When he is a Canadian national
19:11He is no more a Pakistani national
19:13And like if some
19:15Has been a Pakistani national
19:17And now adopted another nationality
19:19And whatever he is doing
19:21He may be like
19:22It's his own capacity
19:26And does not
19:28You know
19:30Represent Pakistan
19:32This is my first
19:34This is the first point
19:36And second is
19:38Like I really sympathize
19:40Whatever happened
19:42In that incident
19:43Because 166 lives were gone
19:46You know
19:47And those were the
19:50Human beings
19:52Of course
19:53Even we cry for the animals as well
19:56And this is the heinous crime
19:59And it should be investigated
20:01And when it is
20:03Sort of like when you blame
20:05Some other country
20:07I think there should be
20:10Some independent
20:12Judicial trial
20:14Instead of
20:15Federal Bureau of Investigation
20:16Is not Indian
20:17In India
20:18You either need to read up
20:19When you come on the show
20:20I'm sorry
20:21You need to read up
20:22I don't have time to waste
20:23You need to read up
20:24Federal Bureau of Investigation
20:26Is an American agency
20:27It carried out an investigation
20:29It found out
20:30That this man was involved
20:31In a terror attack
20:32It found out
20:33Of a certain major
20:34Ilyas in Pakistan
20:35It found out
20:36About a certain Hafiz Wormuth Said
20:38And it implicated
20:39Pakistan's ISI
20:40Is that independent
20:41Enough for you?
20:42And this happened not now
20:43But at least a decade earlier
20:45Is that independent
20:46Enough for you sir?
20:47You are true
20:48India does not want
20:49Pakistani platitudes
20:50We want action on terror
20:51Do we expect it?
20:53Excuse me
20:55Until proven guilty
20:57In real terms
20:58Then you cannot
21:00You know
21:01Blame Pakistan
21:03For Pakistan
21:04Oh absolutely
21:05And that's exactly
21:06If you blame Pakistan
21:07That's exactly why
21:08For example
21:09Hafiz Mohammed Said
21:10Who's a UN designated
21:11Global terrorist
21:12Leading a UN designated
21:14Banned terrorist organization
21:15Can continue to lead
21:17The Eid Namaz
21:18At the Gaddafi stadium
21:19In Lahore
21:20And Pakistanis say
21:21Oh he's not convicted
21:22It's okay
21:23Munir
21:24Seriously
21:25No wonder Pakistan
21:26Is treated as an
21:27International terror center
21:28Sushant
21:29So Gaurav
21:30So Gaurav
21:31I was just making
21:33Some talking points
21:34First Sushant
21:35And then Munir
21:36So Gaurav
21:37I was just making
21:38Some talking points
21:39And one of the first things
21:40Which I had written down
21:41As a jotting point
21:42And this reflects
21:43The insincerity
21:44And the dissemble
21:46Which is being indulged
21:47By your Pakistani guests
21:48He's pretending
21:49That he's very sincere
21:50That his heart is weeping
21:52Because so many people
21:53Were killed
21:54But actually he celebrates
21:55The death of people in India
21:58But my point
21:59The point which I had written
22:00Was the Pakistanis
22:01Will deny
22:02And claim that he's
22:03A Canadian or an American
22:04Right
22:05This is a standard
22:06Operating procedure
22:07By all these ISI
22:08Linked hacks
22:09Inside Pakistan
22:10This is their standard
22:11Form of denial
22:12And plausible deniability
22:14That they maintain
22:15That's point number one
22:16Secondly
22:17You talk about Hafiz Saeed
22:18Incidentally
22:19Let me just join issue
22:20With Ambassador Dogra
22:21Who's saying that
22:22You know
22:23How come this guy
22:24Was given a 10 year visa
22:25To India
22:26Sir we have given
22:2710 year visas
22:28To Pakistanis
22:29Third rate Pakistani analysts
22:31Who come and pretend
22:32That they are very friendly
22:33And look for friendly
22:34Relations with India
22:35We've given them
22:36Multiple entry visas
22:38For many many years
22:39What are you talking about
22:40These fellows
22:41Who are unknown quantities
22:42Living in the West
22:43We've done that
22:44To Pakistanis
22:45You want names
22:46I'll give you names
22:47Out here
22:48But on Hafiz Saeed Gaurav
22:49Look
22:50This man has been
22:51Already convicted
22:52Now this gentleman
22:53This gentleman
22:54From Pakistanis
22:55Until they have been
22:56Proven guilty
22:57Sajid Meer
22:58Who these guys said
22:59Had died
23:00Had been buried
23:01Was dug up from his grave
23:03Shaisalai
23:04Shaisalai
23:05May I say something
23:07If these are the things
23:09I would like you to
23:10But only
23:11And the Pakistani authorities
23:12Have also grabbed
23:13Also grabbed
23:14And nobody knows
23:15What conditions
23:16Under which Hafiz Saeed
23:18Is living
23:19Because apparently
23:20He's in jail
23:21But he's free
23:22To be moving around
23:23So this is the kind
23:24Of prison system
23:25Which they've set
23:26Which is basically
23:27An eye wash
23:28To the international community
23:29Which had been
23:30Leaning on them
23:31To act against
23:32These internationally
23:33Designated terrorists
23:34The Pakistanis
23:35Do not want to do it
23:36Because these are
23:37Assets of the Pakistani state
23:38So if you expect
23:39It is not a matter
23:40Of which government
23:44It's basically like
23:45When we see
23:47In Pakistan
23:48There are so many
23:49You know
23:50Terrorist activities
23:51For long years
23:53And we have been
23:54Suffering from those
23:55Terrorist activities
23:56And whenever
23:57The clues are found
23:59By the agencies
24:00Of Pakistan
24:01It comes like
24:02The raw agents
24:04And we have
24:05Pakistani authorities
24:06Have also
24:07Is that your response?
24:08And this is
24:09The cross border
24:10Excuse me
24:11This is the cross border
24:12No, no, hold on
24:13Hold on
24:14Do you understand
24:15Why Pakistan is treated
24:16Like an international
24:17Terror epicenter?
24:19Any terror attack
24:20Across the world
24:21Is linked back to Pakistan
24:22You know why
24:23Your passport is amongst
24:24The worst in the world?
24:25Why Pakistanis are strip searched
24:27Virtually across the world?
24:28Because Pakistan defends terror
24:30Because Pakistan
24:31Refuses to condemn terror
24:33Because Pakistan
24:34Celebrates terror
24:35Like this chap
24:36Hussain Rana
24:37Who was celebrating with whiskey
24:38Which is haram
24:39In your religion
24:40He was celebrating
24:41With scotch whiskey
24:42Saying give national awards
24:43To all these 10 terrorists
24:44Who are carrying out
24:45The terror attack in India
24:46Those who are against Pakistan
24:49Since the day of its inception
24:51And I believe that
24:53We need to take more carefully
24:55Such kind of cross border issues
24:58And it cannot be resolved
25:00By blaming
25:01And by such kind of
25:02You know
25:03Incidents
25:04Incidents
25:05It should be dealt
25:07Bilaterally
25:08By sitting together
25:09By negotiating together
25:10Sitting with a terror sponsor
25:12If there are such kind of things
25:13A terror victim
25:14Does not sit with a terror sponsor
25:15Not even when you come
25:17With a begging bowl
25:18Next time
25:19I am sorry
25:20Punish terrorists first
25:21Well that is all I have for you
