In September, it’ll be four years since the Hathras gangrape claimed the life of a 19-year-old Dalit girl. The girl’s family awaits justice with three out of the four accused having been released and acquitted of charges in March last year.
In another part of Hathras, the 2019 incident seems to have emerged as a poll plank with the residents of Nayee Nagla Valmiki basti expressing their concern for the safety of girls and women.

00:00 I don't understand, Yogi ji,
00:02 those who are raping, stealing, doing wrong things,
00:05 where do they get the courage from?
00:07 Your administration is so tight, you make people go to jail,
00:10 why are their homes still left?
00:12 They too did wrong.
00:14 Hi, this is Zaina Azhar Syeda from Outlook India.
00:22 I travel to Bhulgari village in Hathras
00:25 where a 19-year-old Dalit girl was allegedly gang raped in 2020
00:30 by four upper-caste Hindu men.
00:32 The incident which claimed the girl's life
00:34 sent shockwaves across the nation
00:37 with widespread protests breaking out.
00:39 However, four years later,
00:41 the family's wait for justice continues.
00:44 On the morning of 14 September 2020,
00:47 the girl had gone out to the farm to get fodder for the cattle.
00:51 It was then that the mother heard her screams and rushed to the farm.
00:54 She saw her lying on the ground covered in blood.
00:57 She had a severe spinal cord injury and her tongue had been cut off.
01:01 She was rushed to the local hospital,
01:03 but due to the seriousness of her injuries,
01:06 she was referred to Aligarh where she was admitted and stayed for 14 days.
01:10 After which she was referred to Sabdarjung Hospital in Delhi.
01:14 While she was admitted in Aligarh,
01:17 her statement was recorded twice,
01:20 in which she named the main accused Sandeep
01:23 along with them three others, Ravi, Ramu and Lavkush.
01:27 Cases were filed against them on charges of gang rape and attempt to murder.
01:32 On 29 September 2020, she succumbed to her injuries
01:37 and her body was taken to Bhoolgarhi in Hathras.
01:40 Her family alleges that early in the morning on 30 September,
01:45 her body was forcefully cremated without the consent or presence of the family members.
01:50 The CBI had filed a report against the accused.
01:54 All four of them were accused.
01:57 They had also been declared guilty.
01:59 But I don't know why the court,
02:02 under pressure or pressure,
02:05 has given them bail on all charges.
02:09 She has been sentenced to a few years in jail for all other charges.
02:16 No one has been charged with gang rape.
02:20 The CBI has openly said that all four of them have been gang raped.
02:24 However, in March last year,
02:27 three out of the four accused were released and acquitted of all charges.
02:31 The main accused, Sandeep, was handed a life imprisonment sentence
02:35 on accounts of culpable homicide not amounting to murder.
02:39 So, has anything been done about that yet?
02:44 We have released three people.
02:46 One has been acquitted.
02:48 She will be released one day.
02:50 What justice has she received?
02:52 Nothing. She has been acquitted.
02:55 If she can't protect us, what can we do?
02:59 We have raised our daughters.
03:02 We are afraid that someone might catch her in the market or on the streets.
03:06 In this environment, in the city,
03:09 we are in such a large number of people.
03:12 Despite all this, this is happening to us.
03:15 The people of our society, who live in one or two houses,
03:20 I don't understand how they are treated.
03:26 In the last five years, our society has been terrorized in the whole of India.
03:30 Terrorism has spread everywhere.
03:33 The government is unable to do anything about such a large society.
03:38 The government has been terrorizing the society.
03:42 Our political leaders, Rahul Gandhi, Priyanka Bhatt, and others,
03:49 and our Swaraj Ji, Vanjie Ali, have also come here.
03:53 They have come here.
03:55 The people who came here to support us,
03:58 they have been targeted.
04:02 But the people who spoke against us,
04:05 like our Pankaj Dhoraiya,
04:11 he was against us.
04:14 He said that we didn't rape her, that we didn't do anything.
04:17 And that all this is fake, that this girl is lying.
04:20 Why is there no pressure on them?
04:23 Doesn't that mean that they are doing something wrong?
04:26 And here, they are saying that they will kill her,
04:29 that they will take out her kidneys to eat.
04:32 I don't understand, Yogi Ji,
04:35 how can people who are raping, stealing, and doing wrong things,
04:38 have the courage to do this?
04:40 Your administration is so tight, you are making people do bad things.
04:43 Why are their homes still intact?
04:45 They too did wrong.
04:59 We are not saying this, the CBI is investigating.
05:02 The best agency of our country, CBI,
05:05 is saying that there were four accused,
05:08 and there was no investigation against them.
05:10 They had to go to their homes.
05:12 Nothing happened. Why is this?
05:14 We want to ask, why is this?
05:16 The three accused now roaming freely in Bhulgarhi village,
05:19 the family says that they have been denied justice.
05:22 They have approached the High Court,
05:24 and their matter will be heard by the Lucknow bench of the Allahabad High Court on 11 July.
05:29 What is the government doing?
05:32 They are making such a big issue.
05:34 The children are unemployed.
05:37 They are taking away the children's employment.
05:39 What will the children get?
05:41 The children are earning 9-10,000 rupees a month.
05:47 What will they do with this money?
05:51 We are scared this time,
05:54 because the process of the city is going on.
05:57 The way the politicians are working,
06:00 we feel that this time it can happen to us.
06:05 Their behaviour, their behaviour.
06:09 When they are not leaving a small constable,
06:13 then you can understand what they will leave a common man.
06:17 He leaves at 6 in the morning and works for the entire country.
06:24 He cleans the dirt of the people.
06:26 His child has no right to study.
06:28 His child has no right to write.
06:30 But we can't educate our children,
06:33 they have created such a system that they are standing in front of us.
06:36 We have no money, no house to live in,
06:39 no food to eat, no clothes to wear.
06:41 How can we care for 6-7 people for 10,000 rupees?
06:45 [MUSIC PLAYING]
