06:04celebrations underway in moscow and also around the world 80 years after the soviet win over the
06:12nazi regime in 1945 and for that we are joined now by international law expert yvonne deyes
06:18hello yvonne thank you so much for joining us in from the south i would like to start our interview
06:24by asking you what do you think is the most important thing to keep in mind regarding this
06:3080th anniversary of that important win uh hello velen thank you for having me okay uh i believe
06:40that the most important thing about this 80 year definitely is the change in the whole world always
06:46than the whole world order and the whole international system and i am talking about
06:52the the prohibition to of the use of the force the the the beginning of the human rights international
07:03system legal system the the endorsement of all the the legal and the international legal regime
07:11that persists today that we have and what has uh drawn the international system that we have today
07:20that of course it is uh under under uh um a new red definition that's what we have been facing
07:27uh i think uh on the last 10 years probably but we are talking about the the new world order and how
07:35it has uh on how it rearranged how it reorganized itself after the second world war and how it like
07:44stated the pillars of the the world system that we have today i'm talking about multipolarity i'm
07:50talking about multilateralism uh international organizations and the entrance of other international
07:55actors and definitely how international law is drawn today belongs definitely to the reorganization of
08:04the post uh second world war brought so yvonne we were talking about that important international
08:12presence right the presence of many leaders of the global south for example how do you think do we need
08:19to understand the presence of such important leaders we've seen not only latin american leaders such
08:25as nicolas maduro miguel diaz canal but also rizina celula da selva chinese president xi jinping a very
08:32important presence for this day in moscow what does this that mean in this global context
08:39i think that we have to see it from the perspective of this global engagement i will say and that is
08:47uh regarding the non-western states basically because i think this reinforces the the russian's
08:54central uh narrative and that is that the world is not unipolar
08:58and maybe uh what we can see is that some of the western efforts to isolate russia have not entirely
09:05succeeded and i think this is um that means this this this international uh architecture regarding
09:13security and regarding the the the complexity of international relations uh show that russia is not
09:21willing to to accept a sovereign in a role in in a western-led global order and i think that what
09:28russia is here uh is calling and the presence of this uh of these global leaders global south leaders
09:33basically uh it's calling for a multipolar world uh i think a more balanced system where power is
09:41distributed between several centers and regional actors and that can assert themselves without uh just the
09:49belonging of the to the traditional organizations such as nato or such as the group of the u.s allies
09:58so yvonne i would like to ask you you were talking before about the importance of that 1945 win in terms
10:06of building a world with no war no conflict or stopping the use of force at that time so and we live in a
10:15context right now in which we have many cases of ongoing conflicts and ongoing genocide in palestine
10:22for example promoted by imperialism do you think that this multipolar world order or this show of strength
10:31is going to build a way for a more peaceful world okay uh there is something that that has to be uh taken into
10:40account what we uh did in the 1945 win and what the the charter of the united nations stated at that time
10:50was that the use of force was definitely not accepted and that um states were under the obligation
10:56to solve their their controversies in a pacific way and that was due of course to the to the two world
11:03wars that the world had faced at the at at that moment and the the decision not to follow the same
11:10path however uh what we did and the international legal order came along with this political decision
11:18uh reinstating the fact that uh the use of force is prohibited and but if there is a restore to the
11:26use of force i mean because conflict cannot be um even if war is forbidden conflict cannot be uh just um
11:37i forgot the word but we cannot avoid conflict that's what i'm trying to say so in this sense what
11:43the the the international legal order has uh has tried to do is to state the rules not to go to war and
11:51in case we have to face war then we have um the rules of war and saying okay if we go and we are amongst
12:01uh a conflict then we have to follow some rules because this has to be followed up by uh a pacific
12:10or at least a judicial but trying to be in a very civilized way to solve uh international conflicts
12:17so uh but however this system that we uh built 80 years ago uh has come to redefinitions uh actors have
12:28changed the the the usual actors that we had before and just this kind of uh bipolarity that we had
12:36between the soviet union and the united states after this uh new trend change have changed we have new
12:44global leaders we have new uh actors as i was saying before so i think that we are not definitely
12:51heading um i cannot say that we are heading to uh a more pacific or a more uh stable world regarding
12:59peace however what we are facing is a red definition of the whole entire system and maybe uh we're looking
13:08at that the rules that we placed 80 years ago maybe are not the ones that we have to follow and i'm not
13:16saying that we have to restore to war but what i'm saying is that maybe we have to change the way that uh
13:22the world was just uh uh brought along with just a unipolar system with a unique leader with a unique
13:30uh a demonic system and just a for a bunch of followers what we're seeing is that we have to see
13:37power distributed along the the the different um positions the different forces that the world has
13:46and maybe that's what we are seeing right now regarding this union of this uh global leaders and also we
13:54are we're seeing also maybe that there's uh this comes along like with a greater agency and autonomy
14:02regarding the the shaping of the regional and global affairs as well because we're seeing how
14:09there's new groups and these new trends try to redefine themselves and show themselves a little bit
14:16stronger that than the unique uh forms that we used to see 20 years ago or 50 years ago excellent
