00:00Before we continue our conversation, let's talk to Senior Undersecretary Emerald Riddell of the Digital Media Services of the Presidential Communications Office.
00:15Senior Eusek, Emerald, good afternoon and welcome to Bagong Pilipinas.
00:23Hi, good afternoon. Thank you so much for having me.
00:27Eusek, before we continue our conversation, what is the importance of communication between the government and the public?
00:35And what is the critical role of a government communicator?
00:42Definitely, communications is very important because, as the President likes to say,
00:48it is not enough to have programs, it really needs to be able to communicate with the public.
01:00So, for example, with the communications campaigns that we recognized and we awarded yesterday,
01:08the main thrust of what they do is to really laymanize what the government is doing.
01:15The services of the government, the work of the government, and to explain in easier terms the more complex things such as policy.
01:26Without this kind of communication, our citizens might not truly be able to appreciate the work that we've been trying to do here.
01:36Policies, as the President says, policies are only effective if they are felt and understood by the people.
01:45Okay, yes, we're seeing some videos right now, Eusek Emerald, and I saw one of the winners.
01:52I just want to congratulate because I just saw that Aseka Irene Dumlao was one of the nominees last night, among many others.
02:01That's right. We actually, she was among the nominees for Best Government Communicator,
02:08along with the spokespersons of other departments, and she was the one that was awarded Best Government Communicator.
02:16So, we're hoping that that encourages other spokespersons to continue in their work and to also use her work as an example.
02:25Yes, congratulations to all the winners last night in Gawad Parangal.
02:32Now, what is the importance of a creative communication in building public trust, especially now that fake news and AI are becoming popular?
02:46So, in communications, of course, we have different kinds.
02:50So, we have, for example, the media. So, we have our partners in media.
02:55But now, the platforms that we use to communicate our messages have evolved or expanded, and social media has become a part of it.
03:06And so, with creative communications, we are able to really do messaging in a way that is engaging to the public, in a way that is responsive to the formats that they like.
03:18So, for example, in the past, we would only see news on TV, we would only hear it on the radio, or we would read it in the newspaper.
03:29Now, we can also deliver it through TikTok, which is where a vast majority of Filipinos really get their information.
03:38So, we have learned that instead of keeping to the traditional forms that we have, we can also expand by really accessing Filipinos where they actually view their content.
03:53Ma'am, how does the Parangal Award Program encourage other government agencies and local government units to further improve the communication development of these?
04:05So, this year's Gawad Awards were only the first of many. We're going to be doing this every year.
04:13And what we're hoping is that other agencies, especially at the barangay level, at the city level, at the regional level,
04:23we're hoping that they see that these are the kinds of communications campaigns that are nominated and represented in the presence of our President.
04:33And so, we're hoping that that encourages them to continue the work that they're doing and to also improve the work that they're doing using the nominees as an example, using the winners as an example as well.
04:46Okay. So, what are the expectations of our countrymen when it comes to coordination and involvement of the public in the events and development of the country in the next year?
05:03Well, right now, we think we're on a good roll. We've made some headway in improving communications in terms of what we're doing.
05:13In the next year, and I'm going to quote the President now, what he would like to do is to be more accessible.
05:20Meaning that for now, if there's an issue or if there are questions from the public to the President,
05:29we usually go through the answer to more structured things such as press release or we go through the agency that's responsible for the answer.
05:40What the President said yesterday when he talked to our friends in the media is he himself would like to become more accessible.
05:48So, he will be the one to answer if there are questions from the public and we ask him, he will be the one to explain, he will be the one to answer if this issue that he feels will be best expressed or best explained by his side.
06:06So, that's one of the things that we can expect is more access to the President in terms of what he thinks, the thinking behind his policy, the rationale,
06:16and hopefully that will help the citizens to get a better insight into why the government runs in this way.
