00:08intertwine with public ritual. And in San Juan City, the second day of filing to run for next year's midterm polls was festive and

00:15filled with sights and sounds.

00:18Still, today's turnout of wannabe leaders and lawmakers

00:22registering for next year's polls pales in numbers to yesterday's as our Melelys Moras reports.

00:30Unlike yesterday, the second day of filing of certificates of candidacy for

00:34congressional post in Metro Manila here at the Comilac NCR office in San Juan City was calmer and more relaxed.

00:40But just like the old times, there were instances, booming sounds and loud cheers prevailed in the area from the supporters of some aspirants.

00:49Malapitan! Malapitan! Malapitan!

00:57Like for Caloocan City First District Representative Oscar Malapitan,

01:00who filed his COC today with the aim of running for the same position again next year.

01:05Malapitan said if he is fortunate enough to be re-elected, there are specific bills he wants to focus on.

01:11I am focused on our local bills.

01:17I have a lot of local bills that I want to pass.

01:21And it depends on the committee that I will run for the 20th Congress.

01:29Apart from this, expected rivals for the lone district of Malabon in the upcoming elections also filed their COCs today.

01:36They were former Malabon Mayor Lenlen Oreta and former Congressman Ricky Sandoval.

01:41Sandoval emphasized, may the best man win, as both candidates presented their respective platforms.

01:47I can apply all the things I learned as a mayor in the Congress so that we can make legislation that will help not just Malabon but the whole Philippines.

01:55I'm sure there will be more stunting in Malabon. We want to do that because we don't want stunting in the Philippines.

02:03Our flood control system is well-organized and can be brought by the national government.

02:09We have to improve on our schools and really, we have a lot to give to the residents of Malabon.

02:17Overall, 21 aspirants have already filed their COCs for Congressional positions in Metro Manila.

02:23According to Kamalak NCR, they expect the number of COC filers to increase in the coming days, especially on October 8, the last day of filing.

02:31Considering that we have 33 congressional districts in the entire NCR, so there's still a lot that we are expecting to receive in the next days of the filing of the COCs.
