00:00On the return of the National Irrigation Administration to the office of the President,
00:06we will talk with Engineer Eduardo Guillen,
00:10Administrator from the National Irrigation Administration in Bagna, Aldao.
00:18Hi, ma'am. I'm in Bagna, Aldao.
00:20To everyone who is watching us.
00:22First of all, what are the reasons you see
00:26the return of the National Irrigation Administration to the office of the President
00:31from being an attached agency to the Department of Agriculture?
00:38Well, we all know, ma'am, that food security is the priority of our President
00:45in his 8.6 Economic Agenda.
00:48This is where we can see the sincerity of our President,
00:52that this problem can really be solved
00:56because what food security really needs is irrigation.
01:00For this to be solved quickly,
01:04that's why we are here under the office of the President.
01:08This is a big thing, ma'am,
01:10because of course, in our coordination with other government agencies,
01:16such as DPWX,
01:19our President likes the water management project,
01:23flood control, water management project.
01:26This is a big thing, it will be solved quickly.
01:30Now, especially here in the Department of Agriculture,
01:34our meeting with Secretary Laurel is ongoing and weekly
01:40for the expansion of our successful contract farming.
01:46Admin Guillen, will the Executive Order No. 69 have an effect
01:51on the supervision and management of NIA?
01:54And if so, what will be the changes in terms of the composition
01:59of its Board of Directors under the EO?
02:04Well, here, of course, because we are under the office of the President,
02:08naturally, our Chairman of the Board will come from the office of the President
02:15to the Executive Secretary.
02:19So that's it.
02:21But of course, in our daily administration here,
02:27and I will repeat, especially now in budgeting,
02:32we will be able to do it quickly here
02:34because we know that under the office of the President,
02:38the processes are streamlined.
02:42So what is the difference between the reorganization under the EO 69
02:48from its previous structure?
02:50And who is the representative of the private sector in this reorganization?
02:56It's the same.
02:58The only addition here is the office of the President.
03:03And the one who left is the one with NAPOCOR.
03:08So that's how it is as board members.
03:12And we can see that the feedback in the field,
03:17especially our farmers,
03:19they said that the sincerity of our President,
03:23you can see it here in his actions.
03:25Because he is able to address the needs of our agency more quickly.
03:33Especially now, there are a lot of projects under the EO.
03:39Our President's favorite is water management.
03:45He said that we can benefit from this water if we can manage it.
03:53Because when it comes to flood,
03:56we all drown when there's no water.
03:59We can't get water.
04:02But now, the implementation of our projects will be faster.
04:10Admin, you mentioned NAPOCOR.
04:12Is it true that under the EO, NAPOCOR will be removed from the board?
04:17And if this is true, what will be the effect of this on the administration of NIA?
04:26Again, nothing.
04:27Because the representative of the office of the President will be replaced.
04:32And we will continue to support NAPOCOR, not only NAPOCOR, but also the Department of Energy,
04:40and the DENR.
04:43We are on the green line with those agencies.
04:48In my experience,
04:51if our agency has a problem, we refer it to our President,
04:57to the office of the Executive Secretary.
04:59So now, it will be faster.
05:03Again, it's different when it comes to OPKI.
05:07From the documentation up to budgeting,
05:10I saw that the process is more streamlined.
05:15Okay.
05:16You mentioned earlier, Engineer,
05:18that your projects will be more streamlined.
05:24So, what are the changes that the countrymen can expect,
05:29especially in the projects and programs laid out for the coming years?
05:37Well, just like our big-ticket projects,
05:40of course, a lot of people go through that.
05:44Like for example, our big-ticket projects,
05:48when we enter NEDA,
05:50there is a clearinghouse that goes through that,
05:53here in the Department of Agriculture.
05:55Now, it will be redirected.
05:57So, we will be able to save a few,
05:59usually, we will be able to save about two to three months.
06:02And of course, again,
06:04when it comes to acquiring permits,
06:08in NCIP, in DENR,
06:10it's the same.
06:13We will be able to do it faster.
06:15In our projects,
06:16because our leaders saw it,
06:18especially in our contract farming,
06:20we have a formula in the National Irrigation Administration
06:25that when you give us a fund,
06:28we will support it.
06:29We have three things that we want to support.
06:33This is the essence of our convergence with the DA.
06:37This is the need of the NFA.
06:41This is the Php 29 that we sold to Katiwa Centers
06:45and the Php 45 for Rice For All.
06:48We will earn there in our program.
06:51When you give that,
06:52it will roll the money.
06:54The money will not be lost,
06:57but we will revolve.
06:59We will have extra income
07:02for our Irrigators Association.
07:05So, they liked it.
07:07Even our economic managers,
07:09when they saw this,
07:10they said this is new.
07:12This will really help our farmers.
07:15This is the key for a sustainable
07:19and inclusive rural development.
07:22These are the projects
07:24that we want to bring to our residents
07:28during the term of our President.
07:30Especially now,
07:33another thing that we want to emphasize
07:36is that our President wants to focus
07:40on the increase of our production
07:42through the transfer of our cropping calendar.
07:46We will start this October.
07:48So, our transfer to the Office of the President
07:51is really timely.
07:54We hope that by next year,
07:56we will feel the increase of our production,
07:59not only in rice, but also in corn.
08:01So, Admin, is it true that
08:04under the new EO,
08:07NIA's priorities,
08:09like what you mentioned,
08:11food security, water management,
08:13flood control,
08:15will be given priority
08:18and your projects will be completed
08:21faster because of this change?
08:24That's right.
08:26We will go straight to the Office of the President.
08:30Before, there were a lot of processes.
08:33Now, it will be faster.
08:37We are positive about our new programs.
08:42In fact, in other programs,
08:46I will show you our PowerPoint presentation
08:49so that our countrymen can see
08:52the mathematics behind our proposals.
08:56I can assure you,
08:58as the head of the National Education,
09:01and as an engineer,
09:04in the coming years,
09:07especially now that we are in the OPE,
09:09our farmers and our Irrigators Association
09:13will feel that our government's programs
09:16will be faster and more efficient.
09:19Can you send a message to our countrymen
09:22who are watching us now?
09:25Well, again, as I mentioned earlier,
09:29the transfer of NIA to the Office of the President
09:33is a positive way
09:37to ensure that first,
09:41the assistance to our farmers
09:44will be delivered on time
09:47and with the right assistance.
09:49We can ensure that our food security
09:54and the price of goods will be lowered
09:57while our farmers are still earning.
10:00The President's desire
10:02to help our farmers,
10:05as he said, to capture our farmers,
10:08the whole value chain of food production,
10:13can be achieved more easily.
10:17This is for our future
10:21and for the prosperity of the new Philippines.
10:24Thank you very much for the opportunity.
10:27Thank you very much, Engineer Eduardo Guillen,
10:31Administrator from the National Irrigation Administration.
