00:03Now, ladies and gentlemen, of course, this is, to me, an exciting venture.
00:12It is critical for this nation.
00:15We have to ensure that the public, society at large, benefit from the best facilities.
00:22I can recall that some of us, if you are ill, will be given the best treatment.
00:30In the best centres.
00:32But many of us, those in the remote areas, either in Kelantan, or remote Sarawak, or Pahang, will not have such opportunity.
00:42The challenge for us, with this passion, is to ensure that the vast majority benefit from the facilities.
00:54So, to me, I see CRM's role as not just a centre for research.
01:00In isolation.
01:03It is part and parcel of the whole Madani framework.
01:06A research that must collaborate with all research centres in the country, and within ASEAN.
01:13And a capable, competitive research ecosystem.
01:17Now, of course, the challenge, of course, to reduce new findings, reduce substantially the cost.
01:30Because, as you know, if you look at macroeconomic policies, I always alert Dr. Zul.
01:37Please alert your staff, not only to know about diseases, but also to understand economic disease, macroeconomic policies.
01:48Every ministry, every department, every research centre would want, of course, and rightfully so, more allocation.
01:55So is the nation.
01:58But we have to look at the schools, rural infrastructure, clinics and hospitals.
02:05And these challenges must be met fairly, equally, after understanding the limitations.
02:16We can disperse more funds, but we have to tax more.
02:20Once we tax more, it becomes a burden, not only to the general public, but also to the doctors.
02:28And the doctors are a very sensitive group of professionals.
02:35I think from the experience of Azizah, I would know that.
02:40So, that's why the understanding of the macroeconomic policies, limitations, must be there.
02:54Every single province, every single town, every single village would demand what they consider as fair.
03:01But no country, particularly in this state, is able to disperse.
03:08So, the research, the policy makers in the ministry has to be fully able to grasp what we can, what we can't,
03:19within the limited resources to do, to implement or affect change in the most efficient, economically efficient manner.
