00:20It constitutes the most refined framework for modernizing the Dominican legal framework inherited from outdated regulations such as Law 6132 of 1962 which governs the exercise of the press and the free expression of ideas.
00:37This bill consolidates fundamental rights and also introduces new elements tailored to the digital ecosystem in order to preserve the very essence of these freedoms.
00:49For the media, print and digital of the Dominican Society of Newspapers, this initiative represents a step forward in rights.
00:58The law recognizes essential principles for a democratic society such as the prohibition of prior censorship and the protection of independent journalism including professional secrecy, the conscience clause and access to the Internet as a human right, key in the digital age.
01:17It also promotes transparency on digital platforms with due process guarantees for users affected by content removal.
01:27Similarly, it ratifies the protection of vulnerable groups such as children and people with disabilities against abuse in the media and advertising.
01:37These advances align the country with international standards and respond to long-standing demands from communicators and civil society.
