00:00Heads of states and government will gather in Tegucigalpa for an historic summit of the
00:16community of Latin American and Caribbean states to strengthen ties of integration.
00:19And the Dominican Republic has declared three days of national mourning after the collapse
00:26of a nightclub roof in the nation's capital claimed the life of at least 113 people.
00:35And the new tariffs of the US, Donald Trump, come into force on Wednesday with a predicted
00:40strong impact on the global economy.
00:55Hello, welcome to From the South, I'm Luis Alberto Matos from Terceau Studios in Caracas,
01:00Venezuela.
01:01We begin with the news, stay with us.
01:04Heads of states and government will gather on Wednesday for an historic summit of the community
01:21of Latin American and Caribbean states to strengthen ties of integration, cooperation and dialogue
01:26in the midst of an unprecedented attack by the United States against their peoples.
01:31Several heads of states and government will join those already in Tegucigalpa with an important
01:35agenda to consolidate regional integration and build a blocked response to the brutal attack
01:41of the United States against the peoples overall and especially the peoples of Latin American
01:45and Caribbean.
01:46The President of Colombia, Gustavo Petro, who would receive the temporary presidency of the
01:50community from his counterpart, Xiomara Castro, assured that he would propose a blocked response
01:55to the tariff with which Washington intends to punish, in particular, the free peoples of
02:00the world.
02:05The 9th Summit of the Latin American and Caribbean Communities of States, 2025, began this Tuesday
02:11in Honduras.
02:12On the first day, the foreign ministers of several countries met to prepare a document that will
02:16be presented on Wednesday by the heads of states attending the meeting.
02:20Our Special Envoy Roberto Bopresa with all the details.
02:24The foreign ministers of the countries that make up the community of Latin American and Caribbean
02:31states, CELAC, arrived in Tegucigalpa in the last few hours.
02:36Among them, the ministers of Guatemala, Cuba, Costa Rica, Bolivia, Brazil, Colombia and Venezuela,
02:42among others, stand out.
02:43The spirit of unity and integration is evident at this meeting.
02:50The most important thing is to keep CELAC strong, as a regional mechanism for coordination
02:55and joint support.
02:56I think that is the most important thing, a CELAC that remains united to face the challenges
03:01of the future regardless of the governments it has and the ideological sign.
03:05I think that is the great achievement, to be able to sit down, dialogue and reach common
03:09positions on the issues we consider a priority.
03:15The group of foreign ministers met on Tuesday to define the themes of a consensus document
03:23called the Tegucigalpa Declaration, which will be presented on Wednesday by the presidents
03:27attending the conclave.
03:29Some presidents arrived today in Tegucigalpa.
03:32The president of Uruguay, the interim president of Haiti, for example, have already arrived here.
03:40Other presidents are arriving today, such as President Lula, president of Cuba.
03:45And tomorrow other presidents will arrive, such as Mexico, today also St. Vincent, President
03:50Petro.
03:51The ninth summit of the community of Latin American and Caribbean states has been called
04:01United for the Great Fatherland.
04:03One of the main objectives is to define a new direction for the regional integration policy,
04:08in order to face new challenges, such as the interference of the United States.
04:12The slogan of the summit is United for the Great Fatherland.
04:18And this is a reflection of the fact that today, more than ever, this criterion of a
04:21united Great Fatherland is what can make us face the standoffs of foreign powers.
04:30All issues fall into it, but with priority the exercise in favor of the proclamation of
04:34Latin America and the Caribbean as a zone of peace, the right to development of our peoples,
04:44the exercise of sovereignty and self-determination of our peoples and the cooperation and integration
04:48among Latin American and Caribbean countries.
04:59At the end of this ninth summit, the pro-temporary president of CELAC, Xiomara Castro, will give
05:04a report on her performance, and will hand over to the president of Colombia, Gustavo Petro,
05:09who will assume the leadership of this regional organization.
05:12Roberto Hugo Presa, Telesur, Tegucigalpa, Honduras.
05:17Venezuelan President Nicolas Maduro signed a Decree of Economic Emergency Tuesday, empowering
05:22the state to adopt different measures to face a trade war began by the United States.
05:27During the activation of the so-called telecommunications and new technologies engine at the Polyhedron
05:32Arena in Caracas, Maduro sealed the constitutional action that allows the adoption for two months
05:39of urgent and extraordinary measures to protect all the country's productive sectors and defend
05:43the national economy.
05:45The action is promoted by the Venezuelan government to face the global threat posed by the large-scale
05:49tariff imposition by the U.S. government.
05:51At the same time, the president praised the solid stock market index registered in the country
05:56in the midst of the tariff war being waged by Washington.
06:05Based on the national dialogue, based on the national effort, I am going to proceed, as
06:11I announced yesterday, to sign the decree by which, in view of the international circumstances
06:22and the impact of the economic trade war against the world and against Venezuela, against our
06:28entire continent, I appeal to the constitutional powers granted to me by the Decree of Economic
06:39Emergency to protect, integrally, all the productive sectors and guarantee balance, harmony, capacity
06:47of resistance and recovery in the face of the circumstances that arise in the world.
07:00I proceed, today, April 8, to sign the Decree of Economic Emergency that empowers me for two
07:07months to act, to act and to implement different modalities of public policies to defend the
07:18national economy, to protect it and to move forward.
07:25The Dominican Republic has declared three days of national mourning after the collapse of a
07:29nightclub roof in the nation's capital, claimed the lives of at least 113 people and injured
07:35around 155.
07:37Most recent briefing by the Director of the Emergency Operations Center, Juan Manuel Mendez,
07:42confirmed their rising death toll, as well as the passing of merengue singer Ruby Perez,
07:46whose body was taken out early Wednesday morning.
07:49While delivering the news, Mendez indicated he does not rule out the possibility of finding
07:52survivors on the rubble, as all emergency resources and institutions have been mobilized to assist
07:58in the search. The incident, which also caused the death of Montecristi Governor, Nelson Milagro
08:03Cruz Martinez, has led to the suspension of many official legislative and political activities
08:08in solidarity with victims and their families.

08:22We're going to be right back, stay with us.
08:24Welcome back. The new tariffs of the President of the United States, Donald Trump, came into force
08:48on Wednesday with a predicted strong impact on the global economy. The new tariffs were misnamed
08:53reciprocal tariffs, are being seen as a punishment for the countries of the world with which
08:58Washington has a trade deficit. At dawn on Wednesday, more than 60 countries are impacted
09:03by this measure from the White House, as China is charged 104%, the European Union 20%, plus
09:10additional levies of up to 50% for more than 50 countries, which have led to the fall of low markets.
09:17And on the pretext of encouraging domestic production, U.S. President Donald Trump has announced new
09:25tariffs on pharmaceutical imports. As part of a series of tariffs he has imposed on various industries,
09:31the U.S. President is seeking to encourage foreign pharmaceutical companies to move their operations
09:36to the United States. Since taking office, the President has taken a reciprocal approach to tariffs against more than
09:42one hundred and five countries, arguing that the United States has been disadvantaged in trade.
09:51Also in the United States on Tuesday evening, three people were killed and three others were injured
09:56in a shooting. At about 5.30 p.m., law enforcement received 911 calls about a shooting at a townhouse
10:02complex in Spotsylvania County, about 97 km southwest of Washington, D.C. Mayor Elizabeth Scott, spokesperson for
10:09the Spotsylvanian Sheriff's Office, reported the information. No arrests have been made. Three
10:15dozens upon dozens of officers out actively looking for suspects are preserving the crime scene. The people
10:22injured in the shooting have been taken to hospital. Their condition is unknown. No additional information
10:27about the victims was immediately available.
10:43At the 19th Hibarra International Poor Film Festival will be held in Cuba from April 15th to the 19th with
10:50the participation of more than 500 works from 30 countries with a representation covering all continents.
10:56Our colleague Jordanis Rodriguez with the information.
11:04According to history, Admiral Christopher Columbus, in his transit through these lands of America,
11:09after observing the enigmatic landscape of the waters of this bay, wrote in his logbook on October 29th,
11:151492, about the natural beauty of the area and the fact that the site has something mystical.
11:20It is said that even Isadora Duncan the great dancer was there, and even other personalities who have
11:28visited the place. But everyone talks about the magic of the town, of its people, and it is something that
11:33is much appreciated, turning the city not only during those days in the capital of cinema in Cuba,
11:38but in the capital of the arts.
11:46The film event, which begins on April 15th, was conceived along two main lines by filmmaker
11:51and founder Umberto Salas. The first from a dimension that is rare in the culture of the country,
11:56as a community proposal, and the other from the informality and relaxation that generates,
12:00although it sounds contradictory, a very rigorous event, a very complex staging, rich in multiculturalism.
12:10We are very happy with the festival, which in addition to Luciano Castillo will give an honorary
12:15Lucia Award to Veronica Lynn, that great Cuban actress who is going to come to Jabara. And also,
12:21because it is a festival that takes the original name again, it is something that we have designed
12:25little by little, at a time when we have been growing for two years in cinema under construction and
12:30obviously the idea of awards with production support. In this case, cinema under construction
12:35has Cherubasco Studios and Horizonte, an Italian entity, and Cherubasco Studios that are Mexican,
12:42they are really important. We have a project that started last year, which is the Poor Cinema Factory,
12:47which was already a way of insinuating the name. The factory is a support to national cinema,
12:52but in the eastern region.
12:54The festival will present the Lucia de Honor 2025 award to the Gypsy House project. Film critic
13:05Luciano Castillo and National Theatre Award winner Veronica Lynn.
13:08The Lucia of Honor is a recognition that I am very grateful for, which is a kind of crowning achievement
13:16of my work on the preservation of the national film heritage and its safeguarding, that is, to look for
13:21alliances and alternatives to restore this heritage that is so important because it is the memory of
13:26the country, and we must fight all the time to ensure it for present and future generations.
13:37The Root of the Olive, by Bolivian director Sergio Aguino Vieira, is one of the works in competition.
13:43This is a co-production of the Chosky Audiovisual Laboratory and resuming Latino American
13:47the Tercer Mundo, with the collaboration of Al Mayadeen in Spanish, which tells the story of
13:53five Palestinians in Cuba. For us it is an honor to be in the official selection competing as a
14:01documentary at the International Festival of Poor Cinema in Jabara. Because the spaces for this type
14:11of cinema are increasingly limited, just remember that Netflix has removed all Palestinian films from its
14:16schedule. When we talk about censorship we have to look at those big hegemonic media.
14:25We have to look at social networks and we must realize that the message that can elevate the
14:29Palestinian spirit is increasingly limited. Founded by the renowned Cuban filmmaker Humberto Salas,
14:42the Jabara International Poor Film Festival arrives in its 19th edition with a wide and innovative
14:48program that includes film sections to new theoretical events.

15:10Final break, I'm going to be right back.
15:36Welcome back. In Yemen, a new wave of US air strikes on several residential areas left at least six
15:50dead and dozens injured. US aircraft have intensified their military campaign in Yemen with a series of
15:55bombing raids on residential areas and civilian targets in several provinces of the country.
16:00The attacks, which took place between Tuesday evening and early Wednesday morning, have left at least six
16:05dead and 16 wounded, including three minors and two women.
16:09The explosions also caused significant material damage to homes and infrastructure.
16:14Despite these attacks, the Germany Armed Forces continued their operations in support of the
16:18resistance and the Palestinian people in the blockaded Gaza Strip, carrying out single strikes
16:23that have reached the heart of the occupied territories, ships linked to the Sinus regime,
16:27and even US warships.
16:34Russian local media reported Tuesday that the new round of Russia-US talks are scheduled to take
16:40place in Istanbul, Turkey, on April 10th. Russia's new ambassador to the United States, Alexander Darchev,
16:46will lead the Russian delegation and Deputy Assistant Secretary of State Sonata Koulter will head the US team,
16:52a Russian foreign ministry ministry reported. The substantive work would continue to remove numerous
16:58technical obstacles that hindered the work of diplomats from both countries, the ministry added.
17:04Russia and US officials previously met in Istanbul on February 27th, where two sides covered bilateral issues.
17:11Russia and the story of Vladimir Rosomaha, a Ukrainian soldier who had to experience first-hand
17:21the horrors of war, shows the harsh realities faced by Ukrainian soldiers on the battlefield,
17:26as they are sent unprepared and on missions from which they have no hope of coming out alive.
17:31Our colleague Oleg Jasinski has the report.
17:34Last week, the story of Ukrainian soldier Vladimir Rosomaha and his rescuer, Russian paratrooper Vitaly
17:43Popov, went viral. Vladimir, in his 40s, was literally hunted down and taken to the front against
17:50his will, like thousands of other ordinary Ukrainians. This is not an exception in today's Ukraine. But
17:56neither is it an exception that a Russian soldier, risking his life, provides help to his wounded enemy,
18:02as Vitaly did. In history there are many cases when Russian soldiers have taken pity on their enemy
18:10and help them. There are also cases when a wounded Ukrainian soldier is rescued. There are deep and
18:16special meanings in this. We are one people, Ukraine, Russia. The Ukrainian soldier did not expect a humane
18:27attitude towards him, because he was brought up in propaganda conditions, in which they say that
18:32Russians are not people and they hate Ukrainians, for example.
18:42Vladimir, together with five other soldiers, were sent to recover a ruined building in a small village,
18:48and being wounded in an explosion, decided to surrender. Vitaly received orders to transport
18:54Vladimir to the rear. Under constant Ukrainian drone attacks against the two of them, Vitaly carried
19:00him for several kilometers. He carried me in his arms, of course, we are brothers. I don't know where
19:08people like that come from. They tell us they are bad. But in the end you understand that it's the
19:13other way around. One of his people was wounded too, Russian. And yet, he carried me in his arms.
19:19Countless cases like these in the special military operation tell us that, despite all the pain of
19:31war and all the hatred that has been instilled between the sides, their values are stronger. And this will be the
19:37real triumph for these two peoples. We ran and took positions, there are two positions there. The Ukrainians
19:47fought until they ran out of bullets. As soon as they run out of ammunition, they surrender immediately.
19:53Yes, we caught three of them and took them out. One of them broke his leg on the way and we had to drag
19:58him out. The conditions we have here are very good. We have mattresses, blankets. They feed us well,
20:09they don't beat us or humiliate us. They feed us well, they don't beat us, they give us clothes.
20:19Nothing terrible happens here. It's better to surrender. I would not want to be exchanged. I am
20:25currently in captivity. I want to come back after the war, when there is peace.
20:35These acts of humanity are a great hope for many servicemen, as well as civilians, who are in the
20:41conflict zone. When the soldiers of one side show compassion and desire to save the enemy, even in
20:47such complicated situations, their spirit really becomes invincible. It is not a war against the
20:52Ukrainians. It is a struggle to liberate them from Nazism.
20:59And on Tuesday, thousands of protesters took to the streets for the fourth straight week in Hungary's
21:04capital in a show of enduring resistance to a recent law passed by the populist government
21:08on LGBTQ plus pride events. Demonstrators filled the Erzsabeth Bridge over the Danube in central Budapest,
21:17demanding the withdrawal of the law that was fast-tracked through parliament in march by the Nationalist
21:23party of Prime Minister Viktor Orban. The law makes it an offence to hold or attend events such as pride
21:30that depict homosexuality to minors under 18, something some legal experts and human rights groups
21:35say is Orban's latest crackdown on Hungary's LGBTQ plus community and an arbitrary restriction on the right
21:42to assembly.
