01:05It's a good idea to show a ceremony, but some anti-tobacco advocates think it's wrong.
01:14It's very ironic and actually even deceptive that the tobacco industry is doing this because we know that the tobacco companies cause a lot of diseases and deaths because of their tobacco products.
01:28And yet they will donate supposedly to help public health when the number one thing that they can do is to stop making cigarettes, which of course they will refuse to do.
01:40In August 2024, Philip Morris was the first to donate a mobile clinic.
01:45It became an issue as a violation of the Joint Policy of the Civil Service Commission and DOH, which prohibits government agencies from accepting donations from companies with a clear conflict of interest.
01:59But according to the legal opinion of the DOJ, officials are prohibited from accepting donations.
02:06But if the agency accepts it, it's allowed.
02:09That's why the DSWD continued as an agency in accepting donations.
02:15Once we have the deed of donation, we have perfected the process and we have identified where to allocate the mobile clinics to the field office.
02:28Of course, we are using it for the provision of social protection services.
02:35We tried to get the statement of Health Secretary Ted Herbosa, but it's not available.
02:41Philip Morris will not give a statement and will just let the discourse to accept their donation.
