01:16In the off-line cutoff, there are two strict rules that the police must follow.
01:22First, they are not allowed to enter the house.
01:25Second, the off-line cutoff can only be done from 8 a.m. to 5 p.m.
01:32But during the election period, Comedex lined up with the PNP as its deputized agency
01:37to suspend the off-line cutoff because it might be used as a threat.
01:42This is to avoid any issue where the voters are afraid or use the off-line cutoff
01:49for the advantage of some politicians, some candidates, some incumbents.
01:54If there's a need, we will be forced to even set aside the judgment of a deputized agency.
02:01The PNP is adamant that they will not suspend the off-line cutoff,
02:04but they are ready to have a dialogue with the Comedex.
02:07More than 600,000 notices are required to the owners of the gun registration.
02:14Of course, this is our job.
02:17It's not prohibited by the election.
02:19It's our job as police to locate the firearms and to account all our firearms.
02:26On Tuesday of next week, the PNP and Comedex officials will meet
02:31to resolve the issue of the off-line cutoff.
02:34We are open to dialogue with the Comedex to again explain to them
02:39the nature and even extent and limitation of the off-line cutoff.
