00:00This was requested by some youths by the Department of Education regarding Comprehensive Sexuality Education or CSE.
00:07This question is still pending in the Supreme Court.
00:10This is Jonathan Andar.
00:16It was up to some congressmen to show the lessons of the Education Department in their CSE or Comprehensive Sexuality Education.
00:24Even in Kinder up to Grade 3, they are taught Intimacy and Reproduction.
00:30You can also get this from their website.
00:32It's not just that they don't teach body parts because there's Intimacy here.
00:38This is Clustering K to Grade 3 Core Skills.
00:43There's also Intimacy and Reproduction, including Sexual Body.
00:47But the word sexuality itself has such a big connotation and definition under UNESCO.
00:53And you keep on insisting on using that term.
00:55And your basis always, you're telling us, is RH Law 2012.
01:00Which is Reproductive Health, not Sexuality.
01:04It's just foundational in K to Grade.
01:05What does foundational mean?
01:07Foundational, we don't really talk about sexuality at that point.
01:10What we're doing is we're making them aware of certain things that they need to know.
01:16There are certain areas where, certain subjects within grade levels,
01:20our learning competences are mapped with a Comprehensive Sexuality Education.
01:26Manila Rep. Benny Abante is stopping DepEd Order No. 31, which teaches CSE to children.
01:33He said it's against the Constitution.
01:35That's why it's possible for him to question the Supreme Court.
01:39I would like to advise the DepEd to rescind Order No. 31.
01:46We uphold our Constitution, we promote morality, we preserve moral values, and we protect our youth.
01:54That is in the Constitution.
01:56That's correct, Your Honor.
01:57And Order No. 31 is highly unconstitutional.
02:04DepEd responded that they would rescind Order No. 31.
02:07But they agreed that it's in accordance with Reproductive Health Law,
02:10what they're teaching is Sexuality Education.
02:12In Section 14 of Reproductive Health Law,
02:17it's stated that the state shall provide age and development appropriate reproductive health education to adolescents.
02:27There is no sexuality or sex education.
02:32Why is it necessary to teach this?
02:34Why is it so early?
02:36Why are the parents not consulting?
02:39Who introduced the term CSE?
02:42There is no CSE?
02:45There is no such thing.
02:47Who in DepEd thought to introduce this term?
02:51And you even made a base.
02:53I'll be honest with you, Your Honor, I do not know who introduced the concept,
02:57the term Comprehensive Sexuality Education in DepEd, Your Honors.
03:02But I'll quickly check, Your Honors.
03:04DepEd questioned why the definition of CSE is based on UNESCO.
03:10We are not applying the standards of UNESCO.
03:13I think the confusion, Your Honors, would be from the fact that the definition of UNESCO was used in Department Order No. 31
03:21and was in fact cited, but it ends there, Your Honors.
03:24We are not implementing the UNESCO approach in itself, in its entirety.
03:28Why do we need to follow the Western ideology about this?
03:35Why are we not making important Filipino culture and Filipino tradition?
03:42I don't think that the Department of Education did it overboard
03:48since part of its function as an executive is to organize curriculum.
03:54Again, it should be age-appropriate.
03:56It is not right to teach those who are not of the same age as the child.
04:02What is being taught should be culturally sensitive.
04:05We don't want to copy-paste from outside, that's right.
04:09And what is being taught should be scientific.
04:12The Council for the Welfare of Children was alarmed
04:15that there are senior citizens who are pregnant with female minors.
04:20According to the PSA data, 7 out of every 10 who are pregnant with children are older than them.
04:27While only 10% of the parents are talking to their children about the importance of sexuality.
04:33Romulo said that they know that there is a problem with teenage pregnancy,
04:37but that sexuality education is not the answer to this.
04:40There are people who equate CSE or Comprehensive Sexuality Education
04:48to be the answer to teenage pregnancies.
04:53Let me be clear, it is not.
04:55We should prevent teenage promiscuity, not teenage pregnancy.
05:02Yesterday, DOH Secretary Ted Herbosa said that there is a crisis in teenage pregnancy,
05:07but there is no need for a new law to address it, because the R.H. Law is enough.
05:13Senator Arisa Hontiveros, who opposed the Anti-Teen Pregnancy Bill,
05:18said that the R.H. Law is being strengthened by her bill.
05:21It is only right to pass a law that governs the government
05:25that provides attention and resources to teen pregnancies.
05:28There are young people who are sexually active,
05:31and they are currently facing the consequences of this.
05:34They need comprehensive information and services,
05:37and their health should be protected.
