11:40He said it's against the Constitution, so it's possible for him to question the Supreme Court.
11:45I would like to advise the DepEd to rescind Order No. 31.
11:52We uphold our Constitution, we promote morality, we preserve moral values, and we protect our youth.

12:03And Order No. 31 is highly unconstitutional.
12:10DepEd's answer is that they will rescind Order No. 31,
12:13but they insist that it's based on Reproductive Health Law, which they call Sexuality Education.
12:19Under Section 14 of Reproductive Health Law,
12:23it states that the state shall provide age and development appropriate reproductive health education to adolescents.
12:32There is no such thing as sexuality or sex education.
12:38Why do we need to teach this?
12:40Why is it so early?
12:42Why don't parents consult?
12:45Who introduced the term CSE?
12:48Well, there is no CSE Act.
12:51There is no such thing.
12:53Who in DepEd thought to introduce this term?

15:14But there is no need for a new law to address it because the R.H. Law is enough.
15:20Senator Arisa Honteveros, who opposed the Anti-Teen Pregnancy Bill, said that the R.H. Law is being strengthened by her bill.
15:28It is only right to pass a law that commands the government to focus attention and resources on teen pregnancy.
15:35There are young people who are sexually active and are currently facing the consequences of this.
15:41They need to be provided with information and services that should not affect their health.
