00:00Yesterday, the printing of ballots for the 2025 midterm elections was started.
00:06We will discuss this with Director John Rex Laudianco,
00:10the spokesperson of the Commission on Elections.
00:13Director Laudianco, good afternoon.
00:17Good afternoon, Usec Marge, Asa Creng, and to all the viewers of Bagong Pilipinas Ngayon.
00:23Sir, how was the first day of printing the ballots for the upcoming elections?
00:28Did anything change in the appearance of the ballots?
00:32A big change in the appearance of the ballots we will use for the 2025 national and local elections, Usec Marge.
00:40First of all, the request of our citizens is that the names of the candidates and party list groups should be higher
00:47so that it is easier to see, we followed that.
00:49Also, the circle where we shade, that red circle is more visible now
00:55so that we won't have a hard time, including our countrymen, especially the senior citizens,
01:00who have difficulties in seeing, won't have a hard time in shading.
01:04But the biggest change in our ballots is the thin paper.
01:08If you can remember, in the last election, our paper was a bit thick,
01:12but there was a chance that the ink was leaking from the back.
01:16Now, this is only 100 gsm, more thin than the previous 160 gsm.
01:22But in the hundreds of times we tried, it really didn't leak from the back.
01:26There are two main effects of this thinner paper.
01:30First of all, it is cheaper, our government saved a lot.
01:34Second, we were able to support the local paper industry because according to the industry,
01:40if the paper is 100 gsm and below, here in the Philippines, they can do it.
01:45So our paper is locally sourced.
01:48If it exceeds 100 gsm, we will automatically import it to other countries.
01:53So these are the two big things that have changed in our ballots.
01:57Sir, how many ballots is the target to be completed?
02:00And until when do you expect this to be complete?
02:04Including our buffer time, the contingency,
02:07we expect that within 70 days, 77 days,
02:13our printing, which started yesterday, we will finish it by April 3.
02:17If there are no plans or challenges,
02:20we will see that we will finish it earlier than April 3.
02:24The total number of ballots we will print will reach more or less 73 million.
02:3171 million will be used in our automated counting machine
02:37from Luzon, Visayas, Pindanao.
02:40And more than 1 million will be used for what we are doing before the election,
02:45the final testing and sealing so that the machine has no contents.
02:49We will also print more or less 100,000 local absentee ballots
02:54where you, the government, our brothers in the media,
02:57the soldiers and other officials of the government who have duties
03:01whenever there is an election that is not voted in their precincts,
03:04can avail local absentee voting.
03:07We will also print more or less 11,000 ballots
03:11that will be used by our overseas voters
03:14if they are in a country where internet voting is not allowed.
03:19So, the machine will bring the ballots there.
03:22All in all, around 73 million ballots.
03:26In printing, just to be clear, Director,
03:29if the printing of ballots has already started,
03:32what will happen to the cases of disqualified candidates?
03:38We are spreading the message that
03:41in the first case, the Nuisance Candidates,
03:43they were 117 in the national positions that were removed
03:47and more or less 60 plus in the local positions of the Nuisance Candidates.
03:51All the cases were resolved
03:53and most of them, even if they went to the Supreme Court,
03:56the Supreme Court did not issue a temporary restraining order
04:01and after 5 days, they were not able to serve their notice,
04:04there was no TRO.
04:05It was a final and executory decision of COMELEC
04:08that we implemented and we removed them from the ballot.
04:11As for the other cases that were still pending,
04:14there was still no TRO issue,
04:16they were temporarily retained in the ballot.
04:19But if we will repeat,
04:21the decision of COMELEC was a final and executory
04:24because the part of COMELEC was already finished,
04:26they were already in the Supreme Court
04:28and within 5 days, there was no TRO issue.
04:31That was the time that COMELEC implemented our decision.
04:36Director, the lines of COMELEC when it comes to defective and spoiled ballots,
04:43what are the guidelines when it comes to that?
04:47The inspection of our printing is tight,
04:49that's why we delayed the period
04:52because this is not a simple printing.
04:55All printed ballots must be of the correct size and color
04:58as well as the security markings, visible and invisible.
05:02Because after printing,
05:04we will run it through verification
05:06using the ACMs that are really for those ballots.
05:10If not read, the ballot will be rejected.
05:12That's how tight it is.
05:14There are small smudges, the size is not correct,
05:17there are covered security features that our ACM is looking for,
05:21it will be rejected.
05:22All rejected ballots,
05:24mis-cut, mis-feed, wrong colorations,
05:27even the scraps of paper used in printing the ballots,
05:32you can expect that before our election starts,
05:36COMELEC will destroy all of this in front of the GOA,
05:39our political parties and stakeholders.
05:42We will also livestream this,
05:43to show you that there are no excessive ballots,
05:46no extra ballots coming out,
05:49but only one ballot per registered voter.
05:54Director, I have another question.
05:56What is the update on our countrymen
06:00who re-activated their status in voting?
06:05If your re-activation application,
06:08there are no qualified voters,
06:11it's just a coincidence that you were not able to vote
06:14for the next two regular elections,
06:16you were really re-activated,
06:18but through the easy process of re-activation,
06:21you will be able to vote again.

06:27those who are really qualified,

06:31moved, changed their name because they were married,
06:34or have a court order,
06:35all of those were granted.

06:41that your application was rejected or denied,
06:44expect that your name will be counted.

06:47anytime you can go to the Comelec office now
06:51where you were re-activated,
06:52you can check your status.
06:54Expect that in April,
06:55we will reopen the so-called precinct finder
06:59where we will check our precinct,
07:02the status of being a registered voter,

07:08Sir, will the gun ban continue this week?

07:16Starting January 12 and will last until June 11, 2025,

07:40if you do not have a Certificate of Authority from the Commission on Elections,
07:45you are violating our laws regarding the gun ban,
07:49the Omnibus Election Code,
07:51and also the Republic Act 7166.
07:54So this is an election offense.
07:56There is imprisonment for one to six years,
07:59removal of the right to vote,
08:01and most of all,
08:02there is perpetual disqualification to hold public office.
08:05That is why we are asking you,
08:07has the Comelec Resolution been issued since last year?

08:17about the regulations,
08:18and about who can apply for Certificate of Authority is already posted.
08:24If you are qualified to apply,
08:26you should apply before the gun ban comes

08:35even if you have a permit to carry firearms outside of residence,
08:38but you do not have a Certificate of Authority from the Comelec,
08:42you are violating the law.
08:44But sir, the challenge here is,
08:46usually, the ones who follow are the responsible gun owners,
08:50the riding in tandem,
08:52the criminals who want to commit crimes,
08:54they will not really follow that.
08:56And of course, those who carry guns,
08:58those who are not licensed,

09:01And what message do you want to send to our fellow countrymen?
09:05That is a very good question.
09:07First of all,
09:08because of the election period,
09:11because of the gun ban,
09:12you will see the nationwide implementation
09:17of what we call Comelec Checkpoints.
09:20That is where the attention of the Comelec,
09:23of our deputies,
09:24law enforcement,
09:25and security agencies,
09:26where we will check if there are vehicles passing by or not.
09:31But we will make sure that our rights,
09:35the rights of our countrymen,
09:36in the law, the Plainview Doctrine will be violated.
09:38But we also know that our law enforcement agencies have power
09:42if there are grounds in their suspicions
09:45that they need to further investigate.
09:48But you can expect that all of this will be implemented
09:51in accordance with the conduct of the Comelec gun ban,

09:56because our goal,
09:58aside from the proper implementation of the law,
