00:00Let's know the updates on the current preparations of the Commission on Elections

00:04against vote-buying and vote-selling in the upcoming 2025 midterm elections

00:09with Comilec Commissioner Ernesto Ferdinand Maceda.

00:12Commissioner Maceda, good afternoon.

00:14Good afternoon, Asic Dale. Good afternoon, Usec March.

00:19Commissioner, at the moment, how many people have received

00:23a report of vote-buying investigated by Comilec?

00:27Well, as of this morning, we have received 34 complaints here in the main office.

00:32Twenty-three are on vote-buying and vote-selling.

00:34There are around 11 that reference abuse of state resources.

00:40Before the election period even started, there were people who complained about this.

00:44If you remember, the raffling of vehicles became viral.

00:48And there was also, before the election and campaign period of this local,

00:52they claim that they are giving money when it comes to the Meeting de Avance.

00:57To give you context, in the 2022 national and local elections,

01:01the total number of reports that we received is 1,226.

01:06In the 2023 barangay and SK elections, the total report that we received is 375.

01:13As of now, we are only receiving 34.

01:19Sir, Commissioner, in some places,

01:22do you focus on where vote-buying always takes place?

01:26Historically, or let's just use the BSKE,

01:29the NCR is always the center of vote-buying.

01:32I don't know if that's because there are more vote-buying incidents happening here

01:36or that the citizens are just more aware of their rights.

01:43But after NCR, there is Region 4A, which is really mega Manila.

01:50But from the province, let's just do top five.

01:52Palawan, Abra, Camarines Sur.

01:55Maybe, as of now, out of the 2025 current reports,

01:59the majority are still here in NCR.

02:03Usec, you have a committee that is led by the Contra Bigay Committee.

02:09Can you explain how this helps in stopping vote-buying?

02:13Okay, that committee started in 2019 as a mere task force.

02:18And it's a task force under the larger committee on firearms,

02:22the one you're asking for an exemption.

02:24So, the problem with a task force is its impermanence.

02:28So, when the election is over,

02:30when its work is done, functus officio,

02:33when you have an election offense as serious as vote-buying,

02:38you need a serious election watchdog.

02:40That's why your commission on elections

02:43established this committee on Contra Bigay

03:42to strengthen their efforts against fraud

03:44when it comes to onboarding,

03:46when it comes to the security of their procedures.

03:54So, sinisiguro ko nila na hindi nagagamit ang kanila mga facilities

03:58sa bagong pamamaraan na ito.

04:00Commissioner, kung sakaling halimbawa

04:04mahulihan o makitaan yung banko na ginagamit for vote-buying,

04:09ano po ba yung pwedeng pananagutan ng mga banko?

04:13Well, unang-una, may liability lang pagdating sa vote-buying

04:17is really the one who makes the offer,

04:19the one who accepts,

04:20and the one who votes as an inducement.

04:23Ang mga banko nagpapasalamat kami na sila yung nakikiisa.

04:26Meron ko silang duty to their depositors,

04:30extraordinary diligence,

04:31pero wala ko silang pananagutan diyan.

04:35Nalo na ngayon na sila po'y nakikiisa.

04:38They are a very strong pillar of our campaign effort.

04:42Sir, you mentioned na cap na.

04:46Do you have an idea na how much po yung cap?

04:49Kasi currently ang transfers is what?

04:51Php 25,000 to Php 50,000 max?

04:53I think during the BSKE, they capped it at either Php 5,000 or Php 10,000.

05:00And this is a cap, I don't know when they're going to impose this.

05:03They haven't released the details.

05:05But it's likely habang palapit na ang araw ng halalan.

05:09Dahil diyan nangyayari yung kadalasan.

05:12Yung gapangan na yan, it's on the eve, sa bisperas.

05:15So it's probably, if it's my guess, it's going to be 2-3 days prior.

05:28Because that's very difficult to determine.

05:33Based on our focus group discussions,

05:35nalalaman mo yan eh.

05:36Dahil kung biglang from one, for example, Gcash.

05:40From one particular number, several transactions go out, pare-pareyong amount.

05:47Kunyari, puro Php 5,000 or puro Php 1,000.

05:49Wala yung Php 980.75, yung ganyan.

05:52Walang butal.

05:54So you can expect, pwede na yang may turing na parang suspicious.

06:00And it would put these e-wallet companies on guard.

06:05Pero Commissioner, kasi diba Filipinos tend to be creative.

06:11May mga na-figure out po ba kayo o na-discover na ibang ways ng pag-vote buying?

06:18Well, maliban dyan sa online or cash transfers through e-wallets,

06:23ang mga bagong pamamaraan,

06:24this is one of the reasons kung bakit ang aming committee ay nag-expand ng focus,

06:30ang abuse of state resources.

06:31Yan, malala yan.

06:32Kasi talamak na talamak ngayon yan dahil sa napakaraming social welfare assistance programs

06:38ng pamahalaan.

06:39So ang nire-reklamo ng ating mga mamamayan ay parang,

06:43bakit parang tila nakakalamang yung mga taong nasa likod nito.

06:49Alam naman po natin na yan ay tulong na naayon po sa atin dahil sa pulisian ng gobyerno.

06:55So sinama po natin yan sa ating focus ng committee.

06:59Ang types of abuse of state resources,

07:01there's financial abuse, there's institutional abuse,

07:04coercive or regulatory abuse,

07:08administrative or regulatory manipulation,

07:11and misuse of state resources.

07:30Well, voting actualizes your contribution to something greater than yourself.

07:35It is democracy's highest privilege and our most important duty as citizens.

07:39The essence of decision-making is the notion of one man, one vote.

07:43Ito lang ang pagkakataon where everyone is equal.

07:46So kung meron mga practice tulad ng vote-buying,

07:49it tips the electoral scales in favor of the strong over the weak,

07:53the rich over the poor, the bad and the ugly over the good.

07:57So kami sa commission ng halalan,

07:59sinisiguro namin na ang resulta ng inyong halalan ay nagsasalamin

08:04ng kung anong tunay ninyong pasya, kung anong tunay ninyong napupusuan.
