00:06We will be talking with Col. Francel Margareth Padilla,

00:11the spokesperson of the Armed Forces of the Philippines.

00:14Col. Padilla, good afternoon to you.

00:18Good afternoon to you, good afternoon to our viewers.

00:23What is the Humanitarian Assistance and Disaster Response of the AFP

00:28related to the effects of the Christine typhoon?

00:30What are the specific things they are doing?

00:33These are the assets of the AFP that you have deployed.

00:39Yes, when the news came out that the Christine typhoon was coming,

00:45we already had standby units on a red alert status.

00:50The Armed Forces of the Philippines has been fully mobilizing

00:54since day one of our Tropical Storm Christine.

00:57We were utilizing our available assets, all of it,

01:01including rubber boats and our available trucks,

01:05we have accumulated all of it.

01:07And those that are in areas that are not affected by the Typhoon Christine,

01:14we have pooled our resources to the most affected.

01:18Over and above that, our assets,

01:20there are also our soldiers, marines, and our navy and air force personnel,

01:27all working together in this.

01:29We also have allocated our facilities to conduct rescue and relief

01:34and rehabilitation operations,

01:36where we can pool our relief operations,

01:41we are also using our facilities.

01:44So we are working in close coordination with other uniformed services,

01:50including the Philippine National Police,

01:53our Bureau of Fire Protection,

01:55and of course the Philippine Coast Guard

01:57so that we can ensure a swift and comprehensive response for this.

02:02So at the moment,

02:04the Armed Forces of the Philippines is still assisting

02:07our affected regions of the Typhoon Christine

02:10in deploying our personnel for HADR operations.

02:14Colonel Padilla, how many AFP personnel were deployed

02:18for rescue and relief operations,

02:20and what areas are you targeting now?

02:24Yes, ma'am, it varies.

02:26But for search and rescue and retrieval efforts,

02:28we have been extensive in providing for our personnel and equipment.

02:33At the onset, we have deployed 28 squads,

02:38around 1,419 teams,

02:40and 3,176 assets from the Armed Forces of the Philippines.

02:46And in the Bureau of Fire Protection,

02:47we are also included in their deployment.

02:50Currently, ma'am, we have 2,695 search and rescue and retrieval teams

02:57and around 4,914 SRR assets that are on standby

03:03with 195 individuals who have been successfully rescuing

03:08here in our Calabarzon and Region 5 areas.

03:12So around, ma'am, we counted around 2,000 AFP personnel

03:19who were in the main areas affected by the typhoon,

03:24particularly here in the Bicol Region,

03:27in Eastern Visayas, and in Southern Luzon.

03:30So for now, these people are involved in the rescue operations

03:35and in providing medical aid

03:38in the distribution of relief supplies.

03:41We are also included in that.

03:43So the President announced the use of EDCA sites

03:47for relief operations.

03:49What is the update here?

03:51What is happening with these EDCA sites for now?

03:57Ma'am Nina, we, the Armed Forces of the Philippines,

03:59have deployed multiple units nationwide.

04:02Because of this, we have been providing

04:04humanitarian assistance and disaster response

04:07in the wake of this Tropical Storm Christine.

04:10So with this, our EDCA sites are multi-role facilities.

04:17So with that, when we have exercises,

04:21the U.S. troops will come and use it as a logistics hub.

04:26For instances where they are not using it,

04:30especially for HADR operations for now,

04:33it can be used as a logistic hub.

04:36So here, ma'am, we used EDCA sites

04:40to organize our relief goods.

04:47Over and above that, EDCA sites may also serve

04:50as a command and control point for multiple nations.

04:54Like now, Malaysia and Singapore are already helping.

04:59So we will be using EDCA sites as a command and control hub.

05:05So Colonel Padilla, how big is the assistance

05:09of the U.S. forces in the HADR efforts of the AFP?

05:12And what can the AFP say about the military assistance

05:15from various countries?

05:17How important is this for us?

05:21The assistance provided by the various forces is important.

05:26As of now, we are conducting exercises in-country.

05:33And with this, when the Christine earthquake happened,

05:36the forces, the troops of Australia,

05:40readily helped in our HADR efforts.

05:45And the latest, last Saturday,

05:48the assistance came from Malaysia and Singapore.

05:53What is the role of the AFP in the rehabilitation efforts

05:58in places affected by the quake?

06:02Ma'am Nina, the AFP is working together

06:05in the rehabilitation projects

06:08through our engineering units.

06:12We have a 525th Engineering Battalion

06:18that is already helping.

06:24But after this, we help in rehabilitation

06:29in the construction of temporary housing.

06:32We can help in the construction of roads and bridges

06:36that were damaged.

06:38And other critical infrastructures in the community

06:41that was hit by the quake.

06:42So this includes, ma'am,

06:44giving security to places that need help

06:47so that we can maintain order and peace

06:51during the rehabilitation.

06:53So ma'am, this is the last question.

07:16on what really transpired in this incident.

07:27How was the condition of one of the injured soldiers?

07:35our personnel that are affected,

07:39we immediately give them first aid

07:42and evacuate them to a near-rest facility

07:45so that their medical needs can be addressed.
