00:00Unconditional Cash Assistance and Home Materials Distribution to the Affected by the Following Floods.
00:07We will discuss this with Undersecretary Randy Escolango.
00:12Disaster Response, Administrative and Finance Services of the Department of Human Settlements and Urban Development, or DSUD.
00:20Usec, Randy, good afternoon to you.
00:23Good afternoon, Ma'am Nina, and good afternoon to all of our listeners.
00:28Alright, Usec, please explain your distribution of Unconditional Cash Assistance to the affected by the following floods.
00:37Yes.
00:38DSUD, led by Secretary Jose Rizalino Acusar, is committed to its role
00:46in what President Marcos calls the Conveyor Belt of Aid,
00:51where DSUD is the shelter cluster head of NDRMC.
00:59We are really focused on the shelter assistance
01:03to our countrymen who were affected by the calamity and lost their homes.
01:08We are also coordinating with our international partners,
01:12the International Organization for Migration,
01:16for the distribution of shelter grade tarpaulin and shelter kits.
01:20In the program launched by the Marcos Administration,
01:25which is now being implemented by Secretary Jose Rizalino Acusar,
01:29we will provide the Integrated Disaster Shelter Assistance Program.
01:34And now, we have added what we call the Housing Materials and Essentials, or HOMES.
01:41In IDSAP, the Integrated Disaster Shelter Assistance Program,
01:45if your house is partially damaged because of the calamity,
01:50we will give you P10,000.
01:53And if it is totally damaged, we will give you P30,000.
01:59Okay. So, these are the requirements for us to be available in that IDSAP.
02:06How is it? Is this process fast, easy, or difficult?
02:13You know, Ma'am Nina, it is fast.
02:16Because the requirements that we are giving to them are easy.
02:22In the part of potential beneficiary, they will only submit,
02:27number one, their President or their Head of Household should be listed
02:32in the so-called Master List of Beneficiaries.
02:35They will go to their local government unit.
02:38They will look for their local housing board or local housing office
02:43or like that office.
02:45They will include their name and where they will submit their ID
02:50and they will fill out a form.
02:53The form is simple. It is easy to fill out.
02:56And in the part of LGU, local government unit in their municipality,
03:02that is the only requirement we are asking for.
03:05The Master List of Beneficiaries is where all the names of our victims are listed,
03:10the Certificate of Eligibility, and the Disaster Report.
03:15So, aside from IDSAP, where you are giving cash assistance
03:21for partially damaged and totally damaged.
03:24I already memorized it, Usec.
03:26Yes.
03:27You are also giving construction materials.
03:31Yes.
03:32Yes, we are also giving housing materials and essentials.
03:37We call it HOMES.
03:40This is in accordance with our law,
03:44the so-called Balanced Housing Development Program.
03:48And in the initial department order of Secretary Jose Rizalino-Acusar in 2022,
03:54where our developers, our private sector,
04:01they have the so-called Balanced Housing Requirements.
04:06If it is subdivision, 15% of their subdivision area
04:12or 15% of their total project cost will go to socialized housing.
04:19And if it is condominium, 5% of their area
04:24or 5% of their total project cost will go to socialized housing.
04:29Our developers have an option where they call it Incentivized Compliance.
04:36They may still comply, but they will give housing materials.
04:43That is what we call Incentivized Compliance.
04:47They will be included in the emergency response,
04:49just like the repair and reconstruction materials of damaged houses.
04:53Is this also unconditional?
04:55Yes.
04:56If you are given HOMES, you will not receive HSAP.
