00:04was distributed today by President Ferdinand R. Marcos, Jr.

00:07in Palayan City, Nueva Ecija,

00:09which was the first to be distributed in Central Luzon.

00:12This is the story of Bernard Ferrer.

00:17President Ferdinand R. Marcos, Jr. first distributed

00:20almost 10,000 Certificates of Condonation and Release of Mortgage

00:25to 6,000 agrarian reform beneficiaries, or ARBs,

00:29in Palayan City, Nueva Ecija today.

00:31It covers more than 10,000 hectares of agricultural land.

00:35The Certificate of Condonation is the fulfillment of

00:39R.A. 11953, the New Agrarian Emancipation Act

00:43passed by President Ferdinand R. Marcos, Jr. on July 7, 2023.

00:47I am truly happy

00:51because this is a very special day for me.

00:55That is why I am honored to be with you on this day.

01:01From now on, the lives of 6,000 farmers

01:06will change here in your area.

01:09This is 6,000 because this is small.

01:14Only 6,000 can fit here,

01:16but 10,000 of all can receive assistance

01:21from the Department of Agrarian Reform.

01:24The beneficiaries are now expected to pay

01:27a total of P277 million that was set by the law.

01:31This is also a time for the beneficiaries to become more productive

01:34in their farms, which will result in financial security

01:38and food supply chain security.

01:40The distribution of the Certificate of Condonation in Nueva Ecija

01:44is the first priority in Central Luzon.

01:46We believe that without a visa for this loan,

01:52the lives of our beneficiaries will be in danger.

01:56You will no longer be afraid of paying for amortization.

02:00You will no longer be afraid of losing the land

02:03that you have been working for every day.

02:07According to President Marcos, Jr.,

02:09it has been more than five decades

02:11since his father, former President Ferdinand E. Marcos, Sr.,

02:15passed Presidential Decree No. 27.

02:17That is why he decided to end

02:19all agrarian reform programs before his term ends.

02:23When this agrarian reform program started,

02:27my father's grandfather was the head of the Department of Agrarian Reform.

02:37He was Lolo Condring Estrella.

02:40We said, when I sat down,

02:44he was one of the first people I talked to.

02:46I said, we should be ashamed of our ancestors

02:49that we could not finish the program they started.

02:52That is why we decided to end all agrarian reform programs

02:58before I become President.

03:01President Marcos, Jr. also announced

03:03the 41 million pesos worth of agri-credit checks

03:07for more than 400 beneficiaries.

03:09The same goes for the Agri-Puhunan and Pantawid Program

03:12for farmers in Gimba, Nueva Ecija.

03:16Aside from this, the 1.3 billion pesos

03:18includes more than Php 200,000 and Php 60,000

03:22needed for the Kapos Angkita Program or AKAP.

03:25While the Php 300,000,000 Pondorin

03:29was used by the Office of the President

03:31to make free services

03:33for public treasury hospitals in the country.
