00:00Yeah what we get a lot in our ward and our rural ward will be very much around
00:04house clearances, garden clearances, coming out here unloading a van and just
00:09shoving it all out. We need to have a look at the whole system from start to
00:13finish, especially punishment. We need to get much tougher punishments and
00:18prosecutions for people who are finally caught doing this. To get them caught in
00:22the first place is going to be tricky, we could do with CCTV and ANPR and things
00:26like that, but people use false plates and all this sort of thing, so there's not
00:30going to be a silver bullet to this, but I do think we have to be much harsher
00:34with the punishments. Certainly fly tipping is different in different parts of the
00:38city. In these rural wards, which along with Mark Gormson and Councillor Ray, I am a
00:44Councillor for, we find that fly tipping is more industrial scale in as much that
00:49people are paying someone to get rid of their stuff, hence the cannabis farm that's
00:54been dumped, maybe from the guy who ran the cannabis farm or maybe for someone who's
00:58given a sort of no questions asked fee to someone to dispose of it. And what I
01:03would urge anyone who has to dispose of anything, do not use an unlicensed carrier.
01:11Make sure you get sight of the carrier's card because then you hopefully will
01:16understand or get to understand that the the person taking it from you is
01:20legitimate. What's happened here is clearly it's not a legitimate carrier who just
01:25dumped it on this land here.
