00:00Clarification regarding the statistical information previously displayed on the Comelec Public Results website.
00:08The inaccuracy was due to the misunderstanding on the basis of the number of valid ballots cast.
00:15There are two definitions. The first definition is total number of valid ballots.
00:22As defined, it is the valid ballots that are actually cast into the ballot box.
00:27The second definition is total number of scanned ballots, which is the total sum of the valid, rejected, and returned ballots.
00:39Instead of going to number one, which is defined as valid ballots, the pointer in their program was set to number two.
00:50Hence, the number of valid ballots included the rejected, returned, and valid ballots, which sum up to more than the number of voters actually voted.
01:00Do you want me to explain that a bit more?
01:02Well, she's saying here that there are two kinds of ballots that are cast.
01:06That's the final correct ballot that is actually cast. That's the valid ballot.
01:13And then the second one are scanned ballots.
01:16Sometimes, in fact, it came out a lot in the media, sometimes the machine will reject the ballot, right?
01:22So it was already scanned once.
01:24And then you put it in again, it's scanned again.
01:27So it's actually scanned twice for just one voter.
01:30So that's what she means by the difference between scanned and actual ballots cast.
01:36Actual ballots cast will be one per voter.
01:40And scanned ballot means one voter could actually scan it more than one time.
01:45For example, if it's rejected, they will attempt to put it more times than just one.
01:50So you're not scanned.
01:52So the error was the data that they showed, they mislabeled it.
01:57They showed the data that was scanned when they should have shown the data that was the actual valid number of ballots.
02:10That has since been adjusted.
02:13Was that clear?
02:14Any questions?
02:16Ma'am, is that the formal response already?
02:18Yes, this is the formal response already from ChromeLEC.
02:20And I have to note that it was very quickly given.
02:23Because as soon as we called them, I said, wait a minute, we're so busy in the command center.
02:29Can we talk at 5.30?
02:30And immediately, we had a discussion.
02:32It was explained to me.
02:34And on top of that, this written response was given very, very quickly after.
02:38So I'm just wondering if that is clear to all of you?
02:41Sa scanned ba, ma'am?
02:42Hanggang ilang beses pwede ipasahong isang botante pag na-reject na yung unang beses na...
02:47I think you have three attempts.
02:48I think you have three attempts.
02:50Yes.
02:52So that is why, if you're looking at scanned, it can scan ballots.
02:56It can really be more than the number of voters.
03:00Because some voters scan twice.
03:02In fact, I think the president himself, it came out in the news that he had to feed his ballot in twice.
03:10Right?
03:10BBM himself.
03:11So President BBM.
03:13So union.
03:14That's the difference between scanned and valid ballot.
03:17Valid ballot will be the one that is finally counted.
03:20And itong correction, ma'am, ito yung parehong sagot dun sa...
03:25Napakita na tayo example, Zamboanga City.
03:27Yes.
03:27Yes.
03:27That answers the issue for both Zamboanga and Dumaguete.
03:31May other places ka ba from your volunteers na nakapansin ng same scenario mo?
03:37It was just the coordinators from Dumaguete and Zamboanga who told us.
03:43We don't know if there are more.
03:44But the point is, if it was mislabeled, they already fixed it to point it towards the right definition of valid ballots.
03:53Kasi yun una, nalagay nila yung scan in the valid ballots when it should have been valid ballot data.
04:00Clarification.
04:01Si scanned ballots, dapat hindi siya nag-appear to begin with, di ba?
04:05Hindi siya dapat nag-appear to begin with.
04:07Nagkamali.
04:07Yun ang nalagay na information.
04:09It should have been valid ballots from the start.
04:13So, mag-clarification po na, some is labeled, scanned yung nalagay instead of data.
04:19Nalabel nila na valid ballots, pero yung nalagay na data was the scanned ballot.
04:25Kaya nagka-confusion.
04:28How many percent, ma'am, are we talking about?
04:30Kung nabilang lang po natin.
04:33There were several.
04:34We didn't count, but it came in from our Zamboanga and Dumaguete coordinators.
04:38So, we don't know in total how many they are.
04:41But there were quite a few, especially, there were so many pictures coming from Zamboanga City.
04:46So, I guess what we showed you were representatives so you could see the issue.
04:50Pero mukhang it's a mislabeling logistical issue more than anything else.
04:56So, we're considering this as case closed.
05:08We're considering this as case closed.
05:20We're considering this as case closed.
05:22So, we see the issue.
05:24We see the issue.
05:26We see the issue.
05:27We see the issue.
05:28We see the issue.
