00:00government to secure the elections. We are just subsidiary. We have 179 ambulances and about 20
00:07emergency response vehicles. So we are ready to respond just in case you're called.
00:17The trick here is dial 143 because we cannot possibly go to all the 109 or 150,000 electoral
00:26precincts there are. So the important thing is the public realizes that we have chapters in every
00:33province and that the number to call is 143 so that the central operations office which is here
00:41can direct the chapters to send the ambulances in the area. In some areas, for example, we will
00:47anticipate that by experience, Arimbawa, one province, and I don't want to say it because I don't want to
00:55destroy the reputation of any province who made previous incidents done related to election violence
01:05or for that matter MPA or other situations that we think might invite terrorist behavior. We will prepare
01:19for that. But again, principal responsibility for security elections belongs to the Convalet and that
01:26the government has the armed forces and the police to do that. We are here to augment by way of acting
01:32as an auxiliary. We are preparing first aiders so that we can pick them up and we only use the rule of
01:39thumb of the history of elections, the history of political violence, the history of terrorist violence
01:45violence that will, you know, allow us to be able to respond. Now in this operation center, we know all
01:53the hospitals. We know where all the hospitals are so any Red Cross ambulance will know or be directed
02:00to the nearest ambulance, especially those specializing in mortal wounds. But the nice thing about the ambulance
02:10of the Red Cross is we have ventilators, we have defibrillators, life extenders, if you will, with nurses
02:18and we would have a doctor assigned here. Or if he's not here, we would know how to call him so that they
02:23would be able to advise what kind of reaction there will be on the part of the ambulance. So I guess
02:30that's what we have to say. It's really cut and dried. We're not taking it for granted. The Red Cross never
02:36takes anything for granted. The Red Cross overprepares. Better to, you know, be alert, prepare for the worst,
02:45and hope for the best.
03:15...
