16:21we have to find consensus.
16:22When I decided to go to Bangkok

16:25military junta,
16:27and the opposition prime minister,
16:29the two prime ministers,

16:32I consulted all leaders of ASEAN.

16:58I immediately call them
16:59to tell them about
17:00the level of success,
17:02and engagement that we have.
17:04So, I'm not saying that
17:06this is due to one country,
17:08or Malaysia, no.
17:09But, because of this trust,
17:10and comradeship,
17:12and engagement
17:14between the leaders of ASEAN.
17:16And, I'm very fortunate
17:18to be given that trust
17:20to coordinate the efforts.
17:23So,

19:57arbitrary imposition on tariffs,
20:00unilateral sanctions,
20:04and economic decoupling,
20:08that threatens the entire system
20:11that the world has somewhat agreed upon.
20:14So, for a trading nation like Malaysia
20:20and my colleagues in ASEAN,
20:23this is nothing short from existential threat.
20:29We are trading nation.
20:32We have become one of the hub
20:34for semiconductor production chips
20:36in the region.
20:38And, of course, there is a production,
20:40both at the, initially the back end,
20:43now, advanced design,
20:46advanced packaging.
20:48And, suddenly,
20:50we are threatened with this.
20:53So, that's why we must continue to promote
20:55this sort of understanding,
20:58for what?
21:00For world order,
21:02for understanding, for peace,
21:04for collaboration,
21:05for open trade.
21:07This is essentially why you have
21:08an international institution like this.
21:10Why Rector Tuganaf,
21:12I think this morning alone,
21:14told me about at least six times
21:16about the need to enhance cooperation
21:19and collaboration.
21:21After this speech,
21:22he is saying something which is appropriate
21:27and pertinent,
21:29that the days of protectionism
21:32must be over.
21:35So, it must be rule-based world order.
21:39So, I represent my colleagues in ASEAN
21:44fostering this issue.
21:47That's why we support CPTPP,
21:50RCEP,
21:52and now,
21:54with Russian support,
21:56mind you,
21:58the country that proposed Malaysia's entry
22:00as a partner in BRICS,
22:02was Russian Federation.
22:04It was President Putin
22:06that proposed
22:08in last year's meeting,
22:10and, of course, supported by
22:12China, India, Ethiopia.
22:14We are very fortunate.
22:16So, that's where BRICS stand for,
22:19and I think, which,
22:21we in Malaysia,
22:23look forward to opening up trade and market
22:27from traditional partners.
22:29Now, notwithstanding what I've said,
22:32please remember that the United States
22:34is the largest investor into Malaysia,
22:37and our largest trading partner.
22:40But it doesn't stop us from stating
22:43what we believe is right and honorable.
22:50Now, Alexander Solzhenitsyn
22:53reminds us,
22:55the line dividing good and evil
22:59cuts through the heart of every human being.
23:04This reflects the universal truth.
23:08The struggle between our better and worst angels
23:14is not between nations,
23:16but within each of us.
23:18It is the humility that allows us to pursue its interests.
23:23So, I must reiterate that personal sense of feeling of satisfaction
23:33when meeting hours, hours long,
23:39hours yesterday with President Putin,
23:41the leader of this large, great country,
23:48would engage with a relatively much smaller country and economy
23:57with the same human recognition, equality, and collaboration.
24:03This, to my mind, is a remarkable feat,
24:08and I wish these two countries, together with ASEAN, well.
24:15But we must not be tempted by despair.
24:20History, many of you students learn history, economic history, political history.
24:26They are not moved by perfection.
24:33It is shaped by perseverance and resilience.
24:39Leadership is the work of patient conviction,
24:47to struggle forward when the path is uncertain,
24:51to act with courage when clarity is elusive,
24:57and to hold fast to hope when it feels most fragile.
25:03That is the task before us.
