00:00A splendid and not-so-hot-and-humid Tuesday afternoon, everyone.
00:08Yours truly, Denise Osorio here for PTV News Now.
00:11And we kick off our afternoon stories with...
00:14The country's top public hospital located near the heart of the nation's capital
00:18will soon get a shot in the arm with increased staffing or manpower
00:23to the tune of 1,200 more positions to be filled out very soon.
00:27The impending confusion of medical personnel and staff support
00:30is the national government paying heed to the Hospital's Leadership Treaty
00:34on Treaty for Additional Bodies to help carry out its mission of providing health services
00:40or medical treatment at no cost or free of charge
00:45to the poor and indigent of the City of Manila and elsewhere.
00:49The decision to grant and greenlight the PGH's request for staff expansion
00:54was a no-brainer given an increasing volume of new patients from all over the megacity
00:59and nearby province who seek top-notch yet affordable healthcare and medical treatment.
01:05Capacity strengthening will be pursued gradually in four rounds or tranches
01:09beginning in the first and last quarters of this year in 2026 and in 2027.
01:18US President Donald Trump's Liberation Day announcement at the White House Rose Garden
01:22has rocked financial markets worldwide and sent heads of states, governments, business leaders
01:28and ordinary folks slash workers scrambling to address the adverse effects of Trump's latest tariff raids.
01:35One of the latest to weigh in?
01:37Singapore Prime Minister and Head of Government Lawrence Mong
01:41who said earlier today Trump's aggressive tariff scheme
01:44and imposition on Singapore is not what one does to a friend
01:49adding his government will likely downgrade this year's economic forecast.
01:53Prime Minister Mong likewise hinted at the likelihood of a global trade war erupting
01:58and urged his constituents, the utterly trade-dependent people of Singapore
02:03to brace themselves and prepare for the bumpy and rocky road ahead.
02:07And though Singapore was hit by a minimum and minuscule 10% tariff
02:12the higher rates of its trading partners will surely have adverse repercussions
02:16with a slump on global commerce and a disrupted even dismantled free trading system
02:21that has worked for so long for all nations to include the United States.
02:29Last week and a half ago US President Donald Trump vented his exasperation on Kremlin
02:34and Putin dragging their feet and coming to agreement on a peace pact with Ukraine.
02:39Days after Secretary of State Marco Rubio let out his frustration and said Russia cannot go on
02:45prolonging talks and will have to make a decision very soon.
02:49One of the key or thorny issues hampering agreement over a ceasefire
02:53is the who keeps whose lands between the two.
02:56VOA's Jeffrey Kuster was in Moscow recently and he filed this report.
03:03Moscow this week suffered the biggest Ukrainian drone attack since the start of the war
03:07leaving at least three dead and 17 injured.
03:10Many Muscovites are trying to ignore the war
03:12but many also hope that negotiations between the Kremlin and the new US administration
03:17will soon bring a peace that Russians consider a victory.
03:20Officials say the goal is international recognition of the new borders
03:23that the Russian army has obtained by force.
03:26It is clear that there will be a bilateral settlement between us and Kiev.
03:31It should be a peace treaty that will legalize the new borders of Russia
03:35and the post-Soviet borders of Ukraine.
03:38Many in Moscow are already celebrating the new geopolitical scenario before the conflict has ended.
03:44This is a real victory. You can open champagne.
03:47Also, it cannot be lost. Russia must continue the offensive
03:51because no one cancelled the ambitions of the United States.
03:54Yes, they are afraid of us, but it does not mean that they abandoned their idea of a world empire.
04:00After more than three years of war, independent media outlet MediaZona
04:05counts more than 95,000 Russian casualties.
04:08But these losses are not stopping the Kremlin from carrying on with the war.
04:12In a meeting with wives and mothers of deceased soldiers,
04:15Russian President Vladimir Putin said there would be no concessions.
04:18We are not going to do that.
04:21We must choose for ourselves a version of the world that would suit us
04:25and that would ensure peace for our country for a long historical perspective.
04:31Critics of Putin can only speak from exile.
04:33As they see it, the Kremlin could make concessions,
04:36but giving up its territorial ambitions is out of the question.
04:41Compromises can be presented on some other issues
04:44related to how the Ukrainian security architecture will be formed after the war.
04:49Moscow wants to be a participant in the formation of this new Ukrainian security architecture
04:55and, in fact, to describe what can be done and what cannot be done.
05:00Russian officials are looking forward to a meeting with U.S. officials
05:03following the talks between U.S. and Ukrainian negotiating teams in Saudi Arabia.
05:07So far, there is no such gathering in sight.
05:10Jeff Custer, VOA News.
