00:00On my annual tour of Iowa's 99 counties, I visited recently the Boys and Girls Clubs
00:11of Cedar Valley in Waterloo, Iowa.
00:16This was during our last congressional state work period.
00:20I held a Q&A with the young Iowans who will participate in that after-school program.
00:30We talked about the importance of those programs, advice on how to be a good citizen, and to
00:38celebrate African American History Month.
00:42I was impressed by the students and appreciated the opportunity to hear directly from them.
00:49So I encourage Iowans to volunteer with this organization or any civic organization in
00:58need of such volunteers.
01:01Giving your time to others helps keep our community strong.
01:06If there's anything you can do to benefit the next generation, you should do it.
01:12Besides this example of the Boys and Girls Clubs, I make a practice of going to about
01:20ten or twelve high schools a year, and there's always a couple lessons that I'm asked about
01:28how to be a good citizen or what advice you would give to us.
01:33So I try to explain to these young people that the reason I go around to meet young
01:38people at high schools is because they never come to my open town meetings.
01:43You never get anybody under 18 years of age to do that.
01:48So I like to tell them that I consider representative government a two-way street.
01:53Those of us elected are one half of it, our constituents are the other half of it, and
01:59if you're going to have representative government, you've got to know what's on the constituents'
02:03minds, and the best way to do that is to have dialogue face-to-face with your constituents.
02:09Obviously, it's not the only way you get opinion, but it's the best way to get that opinion.
02:15And then they say, do you have any advice for us?
02:18I say, in America, you've got a chance to either govern or be governed.
02:24You have a chance to rule or be ruled, and I hope as young people, you choose the course
02:30of helping govern.
02:31I yield the floor.
