00:00The ICC Registry submitted documents in the pretrial chamber 1 that contain the results of their consultation with the victims of extrajudicial killings.
00:11That is part of the process of the case that is being faced by the former President Rodrigo Duterte in the International Criminal Court.
00:18Live from The Hague, Netherlands, here is the latest news with us, Maris Umali. Maris.
00:25Susan, it is now 12.30 am here in The Hague, the International Criminal Court assures that they have a system in place to ensure the safety or protection of the victims or witnesses of the crimes against humanity against the former President Rodrigo Duterte here in the ICC.
00:50The ICC Registry submitted 16 pages of documents in the pretrial chamber 1.
00:59They said that they already had three consultations with the victims of extrajudicial killings during the drug war of the former President Rodrigo Duterte.
01:08More than 200 bodies were included in the consultations facing more than 2,000 victims and more than 1,500 families of EJK in 2021, 2022 and 2023. According to the ICC, the consultation is not yet about the case.
01:25Part of the consultation with the victims was about how can they identify themselves. Are there ID cards, are there official documentation, are there any unofficial documentation that can be provided to kind of prove their identity and so on.
01:42The Registry asked the pretrial chamber to accept the various official IDs issued in the Philippines because the national ID system has not yet been implemented here. According to Dr. Abdala, not all victims are possible witnesses.
01:55In the confirmation of charges on September 23, it is not expected that many witnesses will appear.
02:00A witness is a person who is called by the parties, by the prosecution or by the defense or by the judges for that matter, to testify, to provide a valuable information that can be useful for the judges to decide on a certain case.
02:15A witness may or may not be a victim. An expert is a witness. An insider is a witness. There are different types of witnesses, but not necessarily a victim.
02:27One of those who is preparing to apply for participation in the case is Mira. Her real name is not known. She is currently in Dahig.
02:34Two of her siblings were mistakenly involved in drugs and were targeted. She was sentenced to life imprisonment in May 2017 for the war on drugs committed by the Duterte administration.
02:45To show that there are victims, we are here. There are many and many are afraid. Even though they know that they are victims, they are still afraid.
02:57The International Criminal Court firmly believes that the identification of the victims will remain confidential, especially those who can testify to ensure their safety in the hearing.
