00:00Following the signing of a joint circular between the Department of Education, or DEPEDD,

00:04and the Department of Budget and Management, or DBM, President Ferdinand R. Marcus Jr.

00:09has reaffirmed his administration's commitment to early childhood education through the establishment

00:15of the Child Development Centers, or CDCs.

00:18The chief executive emphasized that the government's priorities extend beyond the economy, food

00:23security and infrastructure, and stressed that initiatives like the CDCs demonstrate

00:28the administration's dedication to ensuring accessible early education for Filipino children.

00:33Under the initiative, 328 CDCs are set for construction, with priority given to low-income

00:39barangays.

00:41Under the joint circular guidelines, local government units, or LGUs, must submit their

00:45budget requests through the DBM's APPS portal.

00:49DEPEDD will then review the proposals and recommend qualified projects for funding.

00:53Once approved, funds will be released to LGUs, which are required to allocate at least

00:58150 square meters of land for the CDCs, and shoulder operational expenses, including teachers'

01:05salaries and utilities.

01:08These CDCs are venues for the implementation of early childhood care and development center

01:13programs and services, especially the early learning programs and family support program.

01:20It can also be used as a resource center for developmentally appropriate learning

01:33materials and a laboratory for conducting research, data gathering, and innovations

01:39about early childhood.

01:40For this year, we have identified 328 low-income barangays that will now be provided with funding

01:48for them to access early childhood development initiatives.

01:53Of this number, 89 will be in Luzon, 106 will be in the Visayas, 133 in Mindanao, including

02:01BARN.

02:03My fellow Filipinos, we recognize that education goes beyond what happens just inside the classroom.

02:10The government continues to find ways to support our children so they can grow, they can thrive,

02:16and reach full potential.
