00:00The Philippines is one of the fastest-growing economies in Southeast Asia,

00:04but a large part of our population is poor.

00:10In 2021, after the pandemic, the country's economic growth rate increased by 5.7%,

00:17but in the same year, our poverty rate in the country was estimated at 18.1%,

00:24or 19.99 million poor Filipinos.

00:29Because of this, a law was passed in Congress.

00:32This is called the Poverty Reduction through Social Entrepreneurship or Present Bill.

00:39How can this help lower the poverty rate in the country?

00:44Let's find out together with Dr. Norby Roque Salonga,

00:49the founding director of the Lasallian Social Enterprise for Economic Development Center.

00:54Good morning and welcome to Rise and Shine Philippines.

00:57Good morning, sir, and good morning to our viewers.

01:00Alright, when we talk about entrepreneurship,

01:04this is something that can help our country move forward.

01:11For the sake of our fellow countrymen,

01:16what do you call social entrepreneurship?

01:20Okay, when we talk about the concept of social entrepreneurship,

01:23we always emphasize that this is a business with a heart.

01:27In most businesses, their primary goal is to earn money.

01:31But when we talk about social entrepreneurship,

01:33our goal is not only to earn money,

01:36but also to address societal and environmental issues.

01:40The Philippines is one of the most problematic in these two aspects.

01:44That's why it's very important that the concept of social entrepreneurship

01:48can be promoted not only here in Metro Manila, but in the whole country.

01:55What are the contents of the present bill?

02:00The poverty reduction through social entrepreneurship bill

02:03is supported by the coalition, the present coalition,

02:06an organization of social enterprises, resource institutions,

02:10educational institutions where I come from, like in Pamantasan ng Delasal.

02:14The primary goal of the bill is

02:16to ensure that the social enterprises in the Philippines have the right support,

02:22to give them a chance to expand their market

02:25so that they can grow as a social enterprise,

02:29and also to give them benefits

02:32that are not only offered to ordinary enterprises.

02:37Because social enterprises are not just there to earn money.

02:40As I said earlier, they have an environmental and social bottom line.

02:46So if we look at it, it's very difficult for social enterprises to survive

02:51if there is no support.

02:52That's why it's important that we pass the present bill

02:56so that the benefits related to tax,

02:59funding, market linkage,

03:03and other benefits that the government can provide

03:06can be accessed by social enterprises so that they can grow.

03:09What is the difference between the present bill

03:13and our existing laws that provide support to small businesses?

03:18Okay. We recognize that the laws related to MSMEs,

03:24microfinance, and cooperatives have good goals.

03:28But the present bill, one of the most important things that the bill highlights

03:33is that we can ensure that the benefits are really for social enterprises.

03:39Because most social enterprises are community-based.

03:45Most of them are owned by communities.

03:50Social enterprises' primary goal is to help marginalized communities.

03:57If we pay attention to this present bill,

04:01social enterprises will have tax benefits

04:05that are not provided to the enterprises.

04:10Secondly, there is funding or grants

04:13where they will have additional funds

04:17not only to expand their operations,

04:19but also to help them develop products and services

04:23that they offer in the market

04:25that the customers and the general public will benefit from.

04:29There are also insurances

04:33where most of the MSMEs or social enterprises

04:36have been closed due to the pandemic

04:38because they don't have that much funding or financial support

04:44to continue their operations.

04:45So, the present bill also highlights that we have what we call business continuity.

04:50Whatever happens, social enterprises will have the capacity

04:54to continue their business,

04:56especially the primary sector that they pay attention to

05:00are those that are under the control of the society.

05:03Let's talk about this.

05:05The effect of this on the economy

05:06and our countrymen who will join social enterprises.

05:10What will be the effect of this?

05:1210 years from now, if this present bill succeeds.

05:16If it succeeds, the British Council did a study before,

05:20in 2017,

05:22that the number of social enterprises at that time

05:25reached 164,473.

05:29The present coalition, as a coalition of institutions and social enterprises,

05:33will release an updated study that we will release next year.

05:38We will see here how much has changed,

05:41not only the number,

05:42but also the contribution of social enterprises

05:45to the social, economic, and environmental issues of the country.

05:49So, if there is an opportunity to pass the present bill,

05:52number one, social enterprises will be promoted

05:55and more people will benefit

05:57because the primary sector that will be counted

06:00are the marginalized communities.

06:02Second, there will be an opportunity for the government

06:06to work hand in hand with the social enterprise sector.

06:10Usually, when we talk about procurement,

06:13the government procurement projects are usually

06:18those of large corporations.

06:20But if we can give an opportunity to pass this bill,

06:23the social enterprises will somehow support this bill

06:27to provide a solution or to provide a service to the general public.

06:32And third,

06:34the market of social enterprises will also improve

06:38and we can ensure that the products that are available in the market

06:41are environmentally friendly and socially relevant.

06:44Well, I hope that this will be a success through the present bill

06:47so that the livelihood of our countrymen will also increase,

06:50not only your choice to go abroad to get a license.
