00:00And in news overseas, China's foreign ministry says that China is committed to the Panama

00:05Canal's neutrality and has never interfered in its operation.

00:08VOA's Leonid Martynyuky explains why this is misleading.

00:15On March 5th, China foreign ministry spokesperson Lin Jin affirmed Beijing's commitment to keeping

00:21the Panama Canal a neutral international waterway and that it has never interfered in its management.

00:29China stays committed to maintaining the status of the canal as a permanently neutral

00:35international waterway.

00:37China has never engaged in the management and operation of the canal.

00:41That claim is misleading.

00:43China has been using its Belt and Road Initiative, or BRI, to strategically expand its presence

00:50in seaports worldwide.

00:52Analysts say that by securing key ports, Beijing is aiming to strengthen its geopolitical influence

00:59to dominate global trade and maritime logistics.

01:04Hong Kong-based Hutchison Ports Holdings, HPH, have owned terminals on both ends of

01:10the Panama Canal since 1997.

01:13In 2017, the South China Morning Post described its founder Li Ka-shing as the biggest beneficiary

01:21of BRI funding, operating 22 ports in 18 countries along the BRI route.

01:28TK Hutchison Holdings, of which HPH is subsidiary, has faced standing allegations of collusion

01:36with the Chinese Communist Party, with whose leadership Li has long had established ties.

01:42Li's son and successor Victor Li is a longtime member of the Chinese People's Political

01:47Consultative Conference, one of Beijing's top political advisory bodies.

01:53On January 20, Panama initiated a financial audit of Panama Sports Company, yet another

01:59TK Hutchison subsidiary.

02:01Panama's Comptroller General Arnold Bola Flores said the Chinese had turned the canal into

02:07a colonial enclave, replacing Americans.

02:11In 2021, Panama revoked a canal port concession bid following an audit that unveiled security

02:18and labor issues by the Shandong-based Landbridge Group, a massive Chinese port infrastructure

02:25conglomerate that also has holdings in oil, gas, trade, and tourism.

02:31Australia and Israel similarly rejected TK Hutchison's bids for infrastructure projects

02:38citing national security risks.
