00:52It has been more than a decade since the anti-bullying act was passed.
00:56But until now, many young people are still being bullied, not just physically and verbally.
01:01In the study of the Program for International Student Assessment, or PISA,
01:05one in every three students experiences an incident of bullying once a week.
01:11Based on the data, from grade 5 to grade 10, the prevalence of bullying is the lowest in the Philippines.
01:17But why is it still dangerous despite the laws and the police?
01:21The lack of school staff is the main problem of the 2nd Congressional Commission on Education, or EDCOM 2.
01:28The anti-bullying committee of the school head or principal should be in charge.
01:32But in many schools, there is no principal.
01:35The guidance counselor should be of help, but there is no guidance counselor.
01:38It is worse in schools that are severely congested.
01:42It means that there are not enough adults there to accompany,
01:46to help the students and resolve the conflict.
01:49The number of cases that have not yet been resolved is already high.
01:53According to EDCOM 2 report, only 11 percent of reported cases were resolved from November 2022 to July 2024.
