24:22should sit together
24:24and decide whether
24:26they want to build a dam
24:28or not.
24:30Mr. Shah is absolutely right
24:32that Kala Bagh is not a single dam.
24:34If someone has an opinion
24:36that it is not suitable,
24:38then other dams will be built.
24:40And they are being built.
24:42The language is being made.
24:44Allocations are being made.
24:46It was the government of Sindh
24:48when it was approved in the CCI.
24:50It is not that Sindh is opposing everything.
24:52When these dams are built,
24:54the regulatory function of water
24:56will come under control

25:12You have asked two questions.
25:14First,
25:16the water record,
25:18the only thing
25:20that the loyal government

25:24is whether the water is
25:26getting according to
25:28the part of the province.
25:30And what you call a shortage,
25:32it is not a shortage of water.
25:34When it is time to grow crops,
25:36the shortage of water
25:38is less than
25:40what is needed at that time.
25:42If the overall flow of water
25:44is not needed at that time,
25:46then the water will flow
25:48because you cannot stop it
25:50because you do not have a dam.

25:58is not only the loyalty of the government,

26:26how much water is flowing
26:28and how much water is flowing.
26:30So the responsibility
26:32at this time is that
26:34the data that comes,

26:38how much water is coming
26:40in Sindh,
26:42the irrigation department
26:44of Sindh gives that data.
26:46The loyalty of the government
26:48does not collect it.

26:54of Punjab says that
26:56the responsibility of the irrigation department

27:52even after the 18th amendment
27:54and even after this accord,
27:56that responsibility is given to the province.
27:58But there is a question in that.

28:02Like you said earlier,
28:04that at the time
28:06when the crops should get water,
28:08if there is no water at that time,
28:10then it will be considered as a shortage.
28:12If any province,
28:14especially the upper riparian,
28:16water has to pass from there,
28:18if it makes schemes
28:20and canals,
28:22that water is there,
28:24it will also make a difference
28:26when that water will reach Sindh.
28:28If I make my four canals
28:30and first irrigate my area
28:32and change the course of the waterways,
28:34then the water that should pass
28:36from my land on 5th April
28:38in Sindh and it reaches
28:40on 30th April,
28:42then Sindh will be in trouble.
28:44Like India is doing with us,
28:46it has not stopped our water,
28:48it has distorted it.
28:50So it is not so simple
28:52that a province can do
28:54whatever it wants.
28:56No, it is not like that.
28:58The first thing is that
29:00the rivers,
29:02the Bain-ul-Subai rivers,
29:04they are under the control
29:06of all the loyal governments.
