00:00An advocacy group expressed opposition to a measure as they believe it may be counterproductive to the aim of the law,

00:06which is to discourage smoking.

00:08Bien Manalo tells us more.

00:13Some advocacy groups oppose the House Bill 11279 or the Singson-Meehan Bill

00:18because it proposes to reduce the sin taxes or tax on tobacco and vape.

00:23Because of this, the revenue of tobacco industries will increase

00:27while the price of cigarettes in the country will cost a little less.

00:31The group called such measure a sin tax sabotage bill

00:34because the number of Filipino who smoke could still rise if it becomes a full-fledged law.

00:40Government revenue will also take a dip or slide.

00:43Its approval would drastically harm public health.

00:46It will burden the economy.

00:48It will undermine our progress towards a healthier, more resilient nation.

00:52This health sabotage bill threatens about P27 billion in government revenue over the next five years.

00:59These funds are essential for universal health care.

01:02Based on a group study, if the Singson-Meehan Bill passes in the next five years,

01:07there are more than 40,000 individuals who smoke in the country

01:11and can be documented even though most of them are young people.

01:15Half of them will possibly die from smoking.

01:19According to the group, one Filipino every six minutes dies due to smoking-related illnesses.

01:25The government has spent or allocated more than P400 billion to treat these diseases.

01:31In 2023, the reported tobacco-related deaths in the Philippines reached 89,000.

01:49to eliminate illicit trade.

01:51Because even if you don't increase it for many years, like Malaysia did,

01:56the percentage of illicit cigarettes is still high if the enforcement is not good.

02:02Meanwhile, Department of Finance Secretary Recto stated not so long ago

02:07that his office is open to hearing all sides for and against the proposal.
