00:00President Ferdinand R. Marcos Jr. gave a D.A. that the implementation of the Food Security Emergency is a way for the market to run smoothly and to lower the price of goods.

00:12Meanwhile, the President said that this is not the right time to file an impeachment complaint against the Vice President.

00:24President Ferdinand R. Marcos Jr. supports the implementation of the Food Security Emergency so that the price of rice can reach a stable level.

00:36In an ambush interview, the President said that in the face of the government's efforts to lower the price of goods, especially rice, the price of these goods will continue to rise in the market.

00:49So, in order to lower this price, the Food Security Emergency will be declared.

00:53The President said that this is also a way for the market to run smoothly and not to increase the price of goods.

01:02Next week, the Agriculture Department may accept the recommendation of the National Price Coordinating Council.

01:10The D.A. said that this declaration will give way to the National Food Authority to sell rice to local governments and other government agencies at a lower price.

01:21It will give space to the NFA warehouses and will help local farmers by buying rice for the upcoming harvest season.

01:31The reason that we are doing this is that we have done everything to lower the price of rice, but the market is not being allowed to work properly.

01:43The demand and supply curve is not being followed because until now, even if you lower all the inputs, the sales are still high.

01:53And so, we have to force that price down and we have to make sure that the market works properly.

01:59That there is no friction cost because different things are happening to each other.

02:07The executive board also insisted that the government's services will not be affected in the face of a major change in the country's budget.

02:15Although the President described the 2025 National Budget as sub-optimal due to the lowering of the funds of some government agencies,

02:24he said that the government is working hard to address this and to find a way.

02:29This includes looking for funds from the savings to fill the budget gaps in some government agencies.

02:36In the past few days, the President held a series of meetings with some government agencies

02:41to make sure that their budget will meet the programs that the Filipinos are looking forward to.

02:59And we are returning the most, well, let me put it simply.

03:04What we are doing is, we are looking for savings from the funds that were not given to the National Expenditure Program.

03:18So that we can return those funds, such as education, such as health, such as housing.

03:27In terms of Comprehensive Sexuality Education, the President insisted that it should be taught in schools

03:33so that the number of teenage pregnancies will increase.

03:37Through this, it can be taught to the youth to be responsible

03:42and to plant in them the possible result of having a child at a young age.

03:47The teaching of this in our schools is very, very, very important.

03:52And to make young people especially knowledgeable about what are the options that are truly available to us

04:01and what the consequences are of having a child too soon.

04:07Again, the President insisted that this is not the right time to file an impeachment complaint against Vice President Sara Duterte.

04:15Following this, the President agreed to the opinion of Chief Presidential Legal Counsel Juan Ponce Enrile

04:22that it is possible for the Church Of Christ to have a negative implication

04:27in making this a Peaceful Rally.

04:30According to the INC, this is the second highest official in the country.

04:35I don't think that now is the time to go through that.

04:39So, we will let it be for now.

04:42As a practical matter, we are about to enter the campaign period.

04:46The Congressmen and Senators are no longer there because they are campaigning.

04:50We will not be able to form a quorum.

04:53And so, as a practical matter, the timing is very poor.
