00:00President Ferdinand R. Marcos Jr. gave an order to implement the Food Security Emergency

00:05because it is a way to lower the price of rice and for the market to grow

00:10when the voters can't afford to pay more than the price of what they bought.

00:14Here is the report.

00:18President Ferdinand R. Marcos Jr. supports the implementation of the Food Security Emergency

00:24so that he can ensure that the price of rice can be reached.

00:27In an ambush interview, the President said that because of the government's efforts

00:32to lower the price of goods, especially rice,

00:36the price of these goods will continue to rise in the elections.

00:40So, in order for him to lower it, the Food Security Emergency will be declared.

00:45The President's goal is also a way for the market to grow

00:49when the voters can't afford to pay more than the price of what they bought.

00:54Next week, it is possible for the Agriculture Department

00:57to accept the recommendation of the National Price Coordinating Council.

01:01The DA said that this declaration will give way to the National Food Authority

01:06to sell rice to local governments and other government agencies at a lower price,

01:12to expand the space in the NFA warehouses,

01:15and to help local farmers by buying rice for the upcoming harvest season.

01:22The reason that we are doing this is that we did everything to lower the price of rice,

01:29but the market is not being allowed to work properly.

01:34The demand and supply curve is not being followed

01:38because until now, even if you lower all the inputs,

01:42the sales are still high.

01:44And so, we have to force that price down

01:47and we have to make sure that the market works properly,

01:50that there are no friction costs because of different things.

01:59The Executive Board also promised that the government's services will not be affected

02:03in the face of a major change in the country's budget.

02:06Although the President described the 2025 National Budget as sub-optimal

02:11due to the lowering of the funds of some government agencies,

02:15he said that the government is working hard to improve it and to find a way.

02:20Funds from savings are also being sought to fill the budget of some government agencies.

02:27In the past few days, the President held a series of meetings with some government agencies

02:32to ensure that their budget will be met with programs that will benefit the Filipinos.

02:38Well, perhaps the budget as was passed,

02:45you could describe it as sub-optimal.

02:48But we are remedying that situation and we are returning the most...

02:53Well, let me put it simply.

02:55What we are doing is,

02:58the funds that were lost in the National Expenditure Program

03:04that were not given by the funds,

03:07we are looking for savings to return those funds,

03:12like education, like health, like housing.

03:18In terms of Comprehensive Sexuality Education,

03:21the President emphasized that it is important to teach it in schools

03:25to address the growing number of teenage pregnancies.

03:28Through this, it can be taught to the youth to be responsible

03:33and to plant in them the possible result of having a child at a young age.

03:39The teaching of this in our schools is very, very, very important.

03:43And to make young people especially knowledgeable

03:49about what are the options that are truly available to us

03:53and what the consequences are of having a child too soon.

03:58The President again emphasized that this is not the right time

04:02to file an impeachment complaint against Vice President Sara Duterte.

04:07Following the President's agreement with the opinion

04:10of Chief Presidential Legal Counsel Juan Ponce Enrile

04:13that it is possible for the Church Of Christ to have a negative implication

04:18in making this a Peaceful Rally.

04:21The INC agreed to the steps taken by the second highest official of the country.

04:27I don't think that now is the time to go through that.

04:31So, we will let it go first.

04:34As a practical matter, we are about to enter the campaign period.

04:38The Congressmen are not there anymore because they are already campaigning.

04:42We cannot form a quorum.

04:44And so, as a practical matter, the timing is very poor.
