00:00In other news, Quinice Chuan is in the camera if the teaching of Comprehensive Sexuality Education should be continued
00:07to young students following the teaching of some particular studies in the curriculum.
00:13The Department of Education said that according to the Reproductive Health Law,
00:17it should be taught in schools.
00:20Breaking news, Ian Cruz.
00:22Should the teaching of Comprehensive Sexuality Education, or CSE, be continued to young students?
00:31That is what the House Committee on Basic Education and Culture wants to review in the Department of Education.
00:38Are you not going to suspend? Does the DepEd just want to proceed with this or you will have an answer to us by next week if this will be suspended?
00:46The discussion started already a few weeks ago. We will be sending the message and then we will be updating the House.
00:55DepEd said that under the Reproductive Health Law, or RH Law, their Department Order 31 was amended in 2018 for the implementation of CSE.
01:05Despite the problems faced at that time, early pregnancy of children in adolescent age, as well as the increasing number of HIV cases in their family.
01:16Under the DepEd, under the IRR, or Implementing Rules and Regulations of the RH Law,
01:21which should give, according to the age, a responsible parenthood and reproductive health education to school-aged children.
01:29Under the RH Law, children between the ages of 10 and 19 should be given knowledge about CSE.
01:36But under the DepEd, which said it was only for Kinders, they are already being given a foundation for CSE to children.
01:45Do we need to go as early as 6-5 years old and teach them reproductive health and gender sensitivity?
01:54For the early education, it's not actually the actual sexuality education that is taught.
02:01But these are foundational knowledge, like for example, identifying their body parts and describing practical ways of caring and protecting their bodies.
02:16So that is in general. It's not really that specific.
02:19The committee included in its agenda the approval of the CSE,
02:23because of the comments received from parents,
02:28along with the video explainer of Project Alisay,
02:31about the bad things that CSE is doing to children.
02:35The group will be in charge of passing the Adolescent Pregnancy Prevention Bill in the House of Representatives last year,
02:42which is already in the second reading in the Senate.
02:44If passed, it will become a compulsory part of the CSE education,
02:49where Adolescent Sexuality and Reproductive Health will be discussed.
02:54Why are children going to be taught to touch their sexual parts in a classroom?
03:00Vengeated by a teacher who is a stranger to the child.
03:04Do parents believe that a child should have the right to sexual pleasure?
03:11Or should parents have the right to say,
03:14all the things that you are thinking about have a right time?
03:18Despite Senator Risa Ontiveros' approval of the Adolescent Pregnancy Prevention Bill in the Senate,
03:24Project Alisay released no truth.
03:28First, there is no provision about teaching or encouraging children aged 0 to 4 years old
03:40or to teach bodily pleasure to children 6 to 9 years old
03:48or to teach to children who have sexual rights.
03:53That's why Senator Sherwin Gatchalian,
03:56Chairman of the Senate Committee on Basic Education, will call for a hearing
03:59to clarify the issue.
04:02In a statement, Education Secretary Sunny Angara said
04:06that they acknowledge the concerns about the implementation of the CSE
04:10as well as the provision in the Senate Committee.
04:13DEPED will open the door for statements and remarks.
04:18Ian Cruz reporting for GMA Integrated News.
