00:00Before we proceed to the resolution of the National Prize Coordinating Council, which is appealing to the Department of Agriculture

00:07to declare a food security emergency on rice and other issues, let's talk to the Department of Agriculture Assistant Secretary Arnel De Mesa.

00:16Good morning and welcome to Balitang Hali, sir.

00:20Hi Connie, good afternoon to all the listeners.

00:24What was the basis, first of all, of this resolution to declare a food security emergency on rice, the DA?

00:34According to the initial assistance of the National Prize Coordinating Council,

00:39the extraordinary increase in the price of goods was based on this.

00:46Alright. But what is the state of supply and price of our rice in the whole country?

00:53In terms of supply Connie, we have a lot of supply.

00:57In fact, we have more than or almost 90 days of inventory of rice after December 2024.

01:07In terms of price, we know that even though we have actions, the price of rice in some families is still high.

01:16Even though when we went around earlier with the DTI, with the leadership of Secretary Kiko Tsulaurang Jr.,

01:23the prices were still high.

01:27Nevertheless, one of our priorities, why we are supporting this possible declaration of food security emergency,

01:40is for the NFA to issue their huge inventory because they were able to buy 300,000 metric tons of rice,

01:49equivalent to six million bags.

01:51Since the rice will start again in the next few weeks, it needs to be disposed so we can buy again.

02:00Earlier, we helped Metro Manila Council to ask for support from local governments in the National Capital Region

02:10that they will be the first to sell rice to the NFA for three pesos, so they can sell it for 38 pesos.

02:20Okay. So the LGUs will buy rice for their constituents.

02:27That's right Connie.

02:28All right. If the NFA allows the release of buffer stock price to stabilize the local price,

02:35how much is the lowest price of rice that we can buy later?

02:42As I mentioned earlier Connie, the initial offer of NFA to local governments is 36 pesos this January.

02:53By the end of February and March, it can be lowered to 33 pesos.

02:59Local governments can sell it for 35 pesos.

03:03How will the 58 pesos, which is the initial limit, be included?

03:11Connie I want to clarify, the maximum suggested retail price, it only applies to imported rice.

03:18The 5 percent is broken. Eventually, we will issue MSRP for the 25 percent broken.

03:29We are prioritizing this along with the adjustment of our label so that when we talk to the buyers,

03:39our buyers will be advised on what is imported, what is local, what is 5 percent, 25 percent,

03:46and our sales will be better. We expect that by the end of February or early March,

03:53everything will be in place, including the MSRP for other classifications of rice.

03:58Okay. Is it possible to affect the price of rice?

04:06As far as we know, the sold rice is subsidized and cheap. Will it be cheaper?

04:12Connie, I would like to announce that starting tomorrow, we will sell our 40 pesos rice for all for 38 pesos.

04:21The factors here are the continuous price drop in the international market and of course, our inventory is also good.

04:56Singson went to the office of the Commission on Elections to submit his Certificate of Withdrawal of Candidacy.

05:09According to the former governor, he had pneumonia twice in 2024 and he is also having a hard time sleeping.

07:16Under the 2025 General Appropriations Act, more than Php 4 billion was allocated for Phase 3 of the construction of the new Senate building.

07:27Almost Php 210 million was allocated for the last installment of the lot where the house will be built.

07:34More than Php 33 million was allocated for maintenance and other expenses.

07:39In the latest report of the Department of Public Works and Highways, the building cost of the Senate is now Php 31.6 billion.

07:49This results in more than Php 240,000 in expenses per square meter.

07:54The cost of land and furniture is not included here.

07:59It is expected that the house will be completed by 2027.
