Syria has to create a legal system, allow freedom of the press and set up armed forces that answer to the government and avoid the presence of militia exercising control, former UK envoy to Iraq Sir William Patey says.

00:27is a good sign. Appointing ministers not based on sectarianism or factionalism,
00:35it's also a good sign. What they need to do is to create a legal system,
00:40allow freedom of the press, build up an armed forces that is answerable to the government,
