02:27namely the audit and operationalization of the attributions of territorial collectivities,
02:34in particular regional councils, the strengthening of participatory democracy at the regional and local level,
02:42in accordance with the provisions of the Moroccan constitution.
02:46It is also a challenge that has come to the application of the principle of correlation of responsibility to the redemption of accounts,
02:54to the improvement of the attractiveness of territorial spaces to attract productive investments,
03:00to the ability of the regions to design unprecedented financing mechanisms,
03:05to face certain crises and to adapt to the transformations of today and to the impacts of tomorrow.
03:12Thus, as regards the challenge of the effective application of the national administrative deconcentration chart,
03:18His Majesty the King underlined the delay recorded by most of the ministerial departments,
03:24however, in spite of the importance of this project, its implementation remains full of gaps,
03:30notably in the field of priority skills related to investment.
03:35As regards the challenge of the audit and operationalization of the attributions of territorial collectivities,
03:42in particular regional councils, the Sovereign stated that it is one of the essential conditions
03:48to implement the work of advanced regionalization and boost the dynamic of economic and social development in Morocco.
03:56As regards the challenge of strengthening participatory democracy at the regional and local level,
04:02in accordance with the provisions of the constitution,
04:05His Majesty the King insisted on the importance of the involvement of citizens,
04:10as well as associations of civil society in the process of elaboration,
04:15preparation, application, monitoring and assessment of public policies taken with the elected councils to achieve the set objectives.
04:25As regards the fourth challenge, linked to the principle of correlation of responsibility to the redistribution of accounts in the field of the management of territorial affairs,
04:33the Sovereign underlined that the regions and other territorial collectivities have been able to win the bet of development
04:41and operate a break with the conventional modes of management,
04:45by adopting mechanisms of governance, democracy, legitimacy and efficiency.
04:52As regards the challenge of improving the attractiveness of territorial spaces to attract productive investments,
04:59the Sovereign considers that the regions must now seize the favorable opportunities and highlight their own assets.
05:07As regards the challenge linked to the capacity of the regions to design new financing mechanisms,
05:13His Majesty the King indicated that the experience and practice have shown that the traditional forms of financing,
05:19strategies and measures put in place no longer allow to meet the current challenges.
05:25The seventh and last challenge raised by the Sovereign is that of the capacity of the regions to face certain crises
05:33and to adapt to the transformations of today and to the impacts of tomorrow.
05:38For two days, Tangier will vibrate at the pace of the second edition of the National Assemblies of Advanced Regionalization.
05:44The participants in these works, in accordance with the Sovereign's guidelines,
05:47will attempt to explore the tracks allowing to enhance the needs of development,
05:51the efficiency of territorial planning and the performance in the exercise of the competences of the regions.

06:07It was at the Palace of Arts and Culture of Tangier that the second edition of the National Assemblies of Advanced Regionalization was launched.
06:16This meeting, which will take place over two days, is an opportunity to highlight the implementation of this project.
06:22The opening session was marked by the reading of the royal message addressed to the participants by the Minister of the Interior,
06:30Mr. Abdel-Wafi El Ftid.
06:32In his message, His Majesty the King Mohammed VI underlined the eminent interest he attaches to this strategic project.
06:40His Majesty also stated that the current stage requires an assessment of the progress made by our country
06:47regarding the advanced regionalization and the strengthening of administrative deconcentration.
06:55His Majesty the King ended his message by wishing that these National Assemblies were an opportunity to formulate relevant and constructive recommendations and conclusions.
07:07This event, organized by the Ministry of the Interior with the Moroccan Regional Association,
07:12welcomes more than 1,500 participants, 160 international guests and more than 45,000 participants from afar.
07:23This Friday, the General Directorate of National Security launched the e-Police digital portal.

07:36e-Police, the digital portal of the General Directorate of National Security, was launched this Friday, December 20.
07:43This portal brings together several police administrative services
07:48in an interactive space accessible to all Moroccan citizens.
07:53It is a portal designed by the teams of JASSEN, which includes several existing services
08:00and the new service of dematerialization of the anthropometric file.
08:06From now on, the citizen no longer needs to move to make his request.
08:10He can also choose where he would like to retrieve his file,
08:16even if it is in a city other than the one where he resides.
08:20He will be notified of the availability of the file at the center he has chosen by SMS and by email.
08:28The design of the e-Police portal is based on a technological approach
08:33aimed at bringing together all the services provided by the DGSN.
08:37The first service available is the online request of the anthropometric file.
08:42This will allow citizens to carry out this process via their electronic national identity card
08:48and receive a notification to withdraw the document in a limited time.
