00:00As the 2025 General Appropriations Bill the Becameral Conference Committee handed to the President for approval
00:06contained a lot of unexpected cuts in key government agencies.
00:11PTV's Mela Lismoras on the President putting on hold the 2025 budget ratification for a line item review
00:21along with surrogates from the cabinet and ultimately making the necessary tweaks or adjustments.
00:30President Ferdinand R. Marquez, Jr. has convened with Executive Secretary Lucas Bersamin,
00:34Finance Secretary Ralph Recto, Budget Secretary Amina Pangandaman,
00:38VPWH Secretary Manuel Bonoan, and NEDA Secretary Arsenio Balisacan
00:42to review the proposed 2025 national budget ensuring alignment with the government's key development priorities.
00:49According to ES Bersamin, the scheduled signing of the proposed General Appropriations Act on December 20
00:55will not push through to allow more time for this rigorous and exhaustive review
00:59of the proposed measures that will determine the course of the nation for the next year.
01:04While they cannot yet announce the date of signing, they confirmed that certain items
01:08and provisions of the national budget bill will be vetoed in the interest of public welfare.
01:13At the House of Representatives, several lawmakers expressed support and respect for Malacanang's decision.
01:19It is not unusual for the Executive to give time for the review of the report of the form of the budget.
01:30It's only an indication that the President is dutiful about exercising his role in the budget-making process.
01:39This is a sign that we are in a healthy and prosperous democracy.
01:45We look forward to a better future.

01:55We just have to listen to one another.
01:57According to Senate President Frances Escudero, it is part of the legislative process
02:01and the Executive is well within its rights and prerogatives to review, study, and make line-item vetoes.
02:07While for Senate Committee on Finance Chair Grace Poe, she also said this is a sign of a healthy democracy
02:13and she supports the President's decision.
