00:00The 2025 National Budget is now included in the Bicameral Conference Committee where the fund for the ACAP Program is being retained.

00:08Meanwhile, the 733 million pesos budget of the Office of the Vice President is also being retained.

00:20The budget for the assistance for the Acapos Angkita Program or ACAP

00:24and the budget of the Office of the Vice President are just a few of the hot topics discussed by legislators for the 2025 National Budget.

00:32But in the Bicameral Conference Committee, two remaining groups agreed on the 733 million pesos budget of the OVP.

00:41But according to the Senate Committee on Finance Chairperson Senator Grace Poe, the OVP will still be able to do some of their programs.

00:49We all have a wish list that we want to give.

00:55But in the end, the majority will also be affected.

00:58I explained to them that there is a chance for the Office of the Vice President to still help.

01:07They have a social services allotment of 600 million that they can use for that.

01:17In the budget of the ACAP, congressmen agreed to retain the funds for this.

01:23But Poe said that there is already a deficit.

01:25And now, even the Senators...

01:27Before, this was just a House initiative.

01:30But as a co-equal body, and for transparency, the Senate also has a chance to help through the ACAP.

01:45So the initial amount that the House is asking for, 39 billion if I'm not mistaken,

01:52we were able to lower it to about 26 billion or 20 plus billion.

01:59So it's not like what they're asking for, but we were able to give it.

02:07Because this ACAP, we were able to clarify what it is for.

02:15Senator Sherwin Gatchal has clarified about the ACAP.

02:18Because at the end of the day, this is an executive budget, not a legislative budget.

02:23We can only do so much in terms of referrals.

02:26But it's the execution of the executive side that matters.

02:29The BICAM also agreed to a budget for the subsistence allowance for the soldiers.

02:34Just like what we did, we added an increase of the AFP for our soldiers,

02:44then subsistence allowance, we increased it from 150 to 350.

02:49That is going to be maintained and fully supported for our soldiers.

02:54The youths' pulse is different when it comes to the PhilHealth budget.

02:59Poe said that the agency also has reserve funds.

03:02PhilHealth was not given a budget because they need to use their reserve funds.

03:11Why is it that the legality is being questioned? Because it's in the law.

03:16That's the issue now. They're not spending their money.

03:20Senator Juan Miguel Zubiri is dismayed with what happened to the DOST budget.

03:39When the leaders of the two branches of Congress discuss the 2025 budget,

04:04Our countrymen were given a big mandate by the President

04:08to fulfill his promises, plans, and visions for our country.

04:13Now that the process of the two branches of Congress is over,

04:17the budget will be submitted to the President.
