00:00The Bicameral Conference Committee for the 2025 Proposed National Budget was started by two members of the Congress.

00:08This is Daniel Manalastas' report.

00:12In the beginning of the Bicameral Conference Committee for the 2025 Proposed National Budget,

00:17the Senate Committee on Finance, Chairperson Senator Grace Poe had an immediate meeting with her fellow lawmakers.

00:24My only plea is for us, conferees, not to take ourselves too seriously.

00:30If the discussion is too heated, we may need to take a coffee break to settle our differences.

00:37But let our differences become our strength.

00:40Let's use them to create a budget that's balanced, equitable, and pro-people.

00:46Some of the lawmakers are expecting the budget for the Office of the Vice President and the assistance for the Kaposangkita Program or ACAP.

00:55House Speaker Martin Romaldes is confident that the budget they are discussing is a budget for all sectors.

01:03Let's keep things practical and straightforward.

01:06We don't need to overcomplicate this.

01:09Let's focus on what will make the biggest difference for the Filipino people.

01:15The programs that matter, the services that they rely on, and the investments that will move this country forward.

01:23Those should be non-negotiable.

01:26We may have different approaches, but the outcome must be the same.

01:32A budget that works for everyone.

01:34According to Senate President Francis Escudero, they want to enter the deadline for their budget,

01:41even though he admitted that the discussion will be complicated.

01:45I expect that in the near future, before we adjourn for the Christmas break,

01:52this will be completed.

01:53The conference panel will be strengthened and will be given to the President before Christmas.

02:00So that he can review and strengthen this before the coming year.

02:06House Appropriations Committee Chairperson Elizalde Co. gave the importance of the budget

02:11to meet the needs of the Filipinos, especially in the problem of inflation.

02:16As we move forward, let us find ways to reconcile our differences

02:22and ensure that our efforts align with the programs and priorities of the present administration.

02:29Let us seize this opportunity to shape the legacy of our collective work,

02:35one that reflects our shared commitment to build a stronger, more equitable, more resilient Philippines.

02:43A technical working group was formed to discuss the differences between the two versions of the Congress.
