00:00Let's ask for an update from the Department of Justice.

00:04There is a new ruling on the Good Conduct Time Allowance or GCTA.

00:10What is the detail of this, Usec March?

00:13The Department of Justice has taken a historic step to improve the system of regulations in the country.

00:21Justice Secretary Jesus Crispin Boying C. Remulia

00:25formally approved the changes to the Implementing Rules and Regulations of the Good Conduct Time Allowance or GCTA Law on December 13, 2024.

00:37The GCTA Law provides an opportunity for persons deprived of liberty or PDLs

00:44to give consideration to the proper behavior of inmates while in prison.

00:50In a ceremony, the DOJ and the Department of the Interior and Local Government signed an agreement

00:57to implement new regulations to ensure the proper audit and implementation of the law.

01:04Under the new IRR, there are additional regulations on the GCTA

01:09including the reduction of the length of imprisonment of a PDL.

01:15For example, in the first two years of imprisonment, there is a 20-day reduction in the sentence of an inmate

01:22and it will be increased in the following years.

01:26According to Secretary Remulia, the new regulations aim to improve the condition of PDLs

01:32and to ensure the proper distribution of benefits.

01:36Usec Marjan DOJ also spoke to the United Nations Office on Drugs and Crime.

01:47The DOJ was invited to an important meeting of the United Nations Office on Drugs and Crime

01:53that will further promote equal access to justice in the whole world.

01:58Experts from 26 countries gathered, including judges and prosecutors

02:05to discuss the challenges of the legal system and the steps that can be taken

02:10to ensure equal access to justice.

02:15The programs discussed include legal assistance for PDLs and steps to improve legal services for the poor.

02:25Assistant State Prosecutor Joanne Carla V. Guevara led the DOJ delegation to help.

02:32According to Guevara, their goal is to continue to expand their programs

02:37on access to justice, such as Katarungang Karaban and the Justice in Action Lecture Series,

02:43as well as their partnerships with private sectors.
