00:00We will add more medicines that are exempted from VAT.

00:15Ms. Tina Corpuz and to all of our listeners, good afternoon.
00:20So, Atty., what is the reason and purpose of adding VAT exemptions to the medicines?
00:27Yes, Atty.
00:29The VAT exempt medicines that is in line with our National Internal Revenue Board,
00:36or what we call the tax code,
00:38which was amended by our TRAIN law and eventually was amended by our CREATE law
00:43or the Corporate Recovery Tax Incentives for Enterprises Act.
00:48So, with the CREATE law, the Department of Health and the Food and Drug Administration
00:55to continually update the VAT exempt medicines.
00:59These are so-called the VAT exempt transactions.
01:03But these medicines are not for everyone.
01:06We only have specific illnesses covered by the VAT exemption.
01:11So, Atty., what kind of medicines were added to the list of VAT-free medicines?
01:17With respect to the additional list given by the Food and Drug Administration through an advisory,
01:23we added five medicines to our list and that's in accordance with illnesses for diabetes,
01:34high cholesterol, mental illness, cancer, tuberculosis, and kidney illnesses.
01:42Since I cannot mention the specific brands due to privacy reasons,
01:50these brands will be checked on our website and even on our social media pages
01:56for the benefit of our countrymen.
01:59How can we avail of the medicines they are using to see that these medicines are VAT-exempt?
02:05That's a good news.
02:07These medicines are really expensive.
02:11And the other medicines you use in your lifetime are for these illnesses.
02:15Is that one of the reasons why you chose these medicines to be VAT-exempt?
02:24In order for a medicine to be VAT-exempt,
02:27the Food and Drug Administration and the Department of Health,
02:31as well as the Department of Finance, as well as our Bureau of Internal Revenue, are examining it.
02:37Because of the CREATE Act, the main goal of the company is to help enterprises or businesses
02:45to recover from the effects of the COVID-19 pandemic
02:48or any other breakout of communicable disease in the future.
02:52So our companies are helping businesses that were really affected by the pandemic.
02:59With that, those businesses or enterprises are applying to the Food and Drug Administration
03:06and we are examining if they are compliant with the Certificate of Product Registration

03:26When is the effectiveness of this new VAT-exemption?
03:32Immediately, once our advisory is posted, it is immediately effective.
03:38So if you're using the kinds of brands that we added to the list,
03:42you may also check with the drugstores that they should also be compliant with VAT-exempt transactions
03:48before we buy it.
03:50And you will see that because before you buy the medicine, the price should be low
03:56because the effect of VAT-exemption is in favor or beneficial to our enterprises
04:02or the businesses that manufacture the medicines.
04:06So it means that if we buy it, the price will be low
04:10and if we notice that the price is still high, you can always report it to us
04:16so we can check if the VAT-exempt medicine is still on the list.
04:20Ma'am Nina, we said in the previous advisory that a medicine is VAT-exempt
04:27or a brand of medicine is VAT-exempt until now
04:31because according to the law, there is a Joint Administrative Order
04:35that was issued by the Department of Health, Food and Drug Administration,
04:38Department of Finance, and Bureau of Internal Revenue
04:41that continues to be updated.
04:44So we have a delisting that is being done.
04:47If we see that a medicine is no longer compliant to be a VAT-exempt medicine,
04:52it should be removed from the list.
04:55So if our public wants to know the updated list of VAT-exempt medicines
05:02that they use for their diseases,
05:05they can visit our Facebook page or our website
05:10in order to check the regularly updated list of VAT-exempt medicines.
05:14So now, how many VAT-free medicines are there?
05:19If I'm not mistaken, there are already around hundreds of VAT-exempt transactions.
05:28So that is regularly updated.
05:31So that doesn't mean that what we used before is still VAT-exempt.
05:36It is still important for us to check if they are still listed or delisted in our list.
05:43So we are very hopeful.
05:45We update it every quarter.
05:48We can see that the list is getting bigger and bigger.
05:51The list is not getting smaller.
05:53So if something is removed, something will be added.
05:56And our updates are still continuous every quarter.
06:00That is why we are giving this kind of advice to the public
06:03because we are getting a lot of reports
06:06why certain medicines are not listed as VAT-exempt
06:10when the losses should be VAT-exempt.
06:13So in the knowledge of each one,

06:19and with the Department of Health
06:21in order to categorize it as VAT-exempt transaction or medicine.
06:25So in your advisory, you have clarified in the list
06:29what are these medicines, whether it is branded or generic
06:33and there are maintenance medicines.

06:38According to the law, what we put in the list should only be prescription medicines
06:44or specific medicines for people with diabetes,
06:48high cholesterol, mental illness, tuberculosis, kidney illness.

08:09What can the FDA do to make sure that our countrymen have access
08:15to these VAT-exempt medicines?
08:19First of all, the list of VAT-exempt transactions or medicines
08:23is available on our website.
08:25So if you have a need for these medicines,
08:31you can check our website to make sure
08:35that before you buy a medicine,
08:37we are sure that it is VAT-exempt.
08:39It is cheaper for us to buy them
08:43and it is cheaper for our countrymen.
08:46That is the reason why we always update our list
08:49because these medicines are usually prescription medicines
08:53that have high prices.
08:55So with the CREATE Act,
08:57it is good that it is being updated
08:59and that we will distribute it to the public
