00:00PhilHealth's fund for the next year has been approved by the PhilHealth Board.

00:06We will discuss this with Dr. Israel Francis Pargas,

00:11Senior Vice President of the Health Finance Policy Sector of PhilHealth.

00:16Good afternoon to you, Doc Ish.

00:19Good afternoon to you and good afternoon to all our viewers.

00:23Doc, what are the contents of the approved PhilHealth fund

00:29for the next year?

00:32Well, that includes our corporate operating budget.

00:36That includes our expenses for our benefit payments.

00:42It's the same for our so-called MOOE,

00:46or our mandatory operating and expenditures.

00:52And those are CAPEX, or capital expenditures.

00:57And of course, it also includes our PS, or our salary for our employees.

01:06Okay, Doc Ish, what is the reason for the higher approved PhilHealth fund?

01:13What is that? Sorry, please repeat that.

01:16What is the reason for the higher approved PhilHealth fund?

01:23Because of the increase and expansion of our benefits,

01:28one of the major part of our COP is the benefit payments.

01:34So for 2020-2025, we expect that we will pay more and higher benefits to our members,

01:44if our corporate operating budget increases.

01:49Okay. How much is the higher approved PhilHealth fund?

01:55This is more than... I'm sorry, I don't have the exact figure,

02:00but this is more than Php 200 plus billion.

02:04Because our benefit payments are more than Php 200 billion that are being projected for 2025.

02:13So let's just be clear.

02:14If the budget is not given or increased,

02:17will this be taken from the more than Php 500 billion that is reserved by PhilHealth?

02:26Our budget comes from our current fund.

02:33So that will also be taken because that will also be part of those benefit payments that we will do.

02:40So it will be taken from your current budget?

02:43Yes.

02:44Okay. So what do PhilHealth members expect as benefits from this?

02:50What are the benefits and case rates that are expected?

02:57Yes. So like what we mentioned before,

03:01since 2023, we are aggressively expanding our benefits.

03:06But now, on November 28, there are new benefits approved by our board.

03:13That is the first one, we will have dental or oral health care.

03:19Our oral medicine and rehabilitation package will also include assistive mobility devices,

03:28wheelchairs, crutches, canes, and walkers.

03:34Our board also approved the expansion of our benefits for peritoneal dialysis,

03:42which is now available for children who are undergoing peritoneal dialysis.

03:50We are also expanding our package for kidney transplantation.

03:55Now, we are covering disease donors and post-kidney transplant medicines.

04:05Yesterday, the board also held a meeting and approved the expanded benefits for our heart surgeries.

04:16That includes bypass grafts and those that require surgery for those who have defects in the heart of children.

04:28After that, the board also approved our benefits for emergency care.

04:35These are the benefits that are not confined but can be brought to the emergency room for urgent and emergency cases.

04:44Again, the board also approved another round of increase of case rates across the board,

04:52around 9,000 case rates will be increased again.

04:56Maybe before the end of the year or at the beginning of the year, we will be able to implement this.

05:03Sir, just to clarify, when will the newly increased benefit packages of PhilHealth be effective?

05:10And what efforts will PhilHealth make to make this service better for the patients?

05:18Well, those that I mentioned,

05:21hopefully, we will be able to release some of these before the end of the year.

05:26Maybe the others, especially those which were approved just yesterday,

05:33we will be able to implement them in the first months of 2025.

05:38But again, as I mentioned, this is approved by our PhilHealth board.

05:44To make sure that our funds are sustainable, of course, we will improve more on our collection.

05:52We will make our collection also more convenient for our public or for our members to pay,

06:01just like now, we have an accredited GCash.

06:06It can be used as a method of payment and of course, making sure that everyone can pay.

06:13Also, to make our funds more sustainable, we will be continuously monitoring our benefits

06:21and the utilization and of course, improving on our fraud detection.
