00:06According to the report of the Commission on Audit, more than a million license plates are in the backlog of the LTO.

00:22But eight years have passed and his motorcycle is old.

00:26But until now, he still doesn't have a license plate.

00:28That's why he installed an improvised license plate first.

00:34And it's also a hassle if he decides to sell it.

00:37The motorcycle will be disposed of without a license plate.

00:41It's hard, ma'am, because you have to look for the original plate.

00:50But three years have passed and the license plate is still not waiting.

01:41The LTO said that if it's true,

01:43there will be a huge reduction in the backlog

01:45that used to be P13 million when Assistant Secretary Vigor Mendoza sat as the LTO chief.

01:52When this problem and backlog occurred,

01:55in 2014, there was a problem in the bidding of the LTO,

01:59there was a case, and there was a TRO.

02:02It was fixed sometime in 2018-2019.

02:05And then another problem came.

02:07There was a TRO in Manila.

02:12So our backlog was stacked.

02:15The LTO assured that it will not catch those who haven't issued a license plate

02:20as long as it can show the sales invoice and ORCR.

02:24In August 2023, the LTO issued a memorandum on what to do with those who don't have a license plate.

02:31It will not be caught.

02:32The LTO promised President Bombom Marcos

02:35that they will end the problem with the backlog of motorcycle plates in June 2025.

02:39So they will triple their efforts to achieve this target.

02:44The LTO and DOTR procured a finished plate

02:48so that while our plant is producing,

02:52the winning bidder is also producing.

02:55The LTO recommended that the Department of Budget and Management

03:00issue a fund for the production of motor vehicle replacement plates and motorcycle backlogs.

03:07The procurement process should be carried out on time

03:09and the regional directors should release and distribute replacement plates quickly.
