00:25The Department of Justice has dismissed the statement of Vice President Sara Duterte
00:32saying she will be charged for violation of the Anti-Terror Law
00:36so the government can freeze her assets and properties.
00:39According to USEC Jesse Andres, it is clear that DOJ is looking to file such a case
00:44because her words threatening President Ferdinand R. Marcos Jr. violates the Republic Act of 11479.
00:52We are not filing a case against the Vice President.
00:57However, the Anti-Terror Law also stipulates a proposal to commit terrorism,
01:07a conspiracy to commit terrorism.
01:11And the very act of committing terrorism is already a criminal act.
01:18The DOJ also insists, based on Section 4 of the Anti-Terror Law,
01:22any intent to harm a person is clearly an act of terror.
01:26But the Justice Department explained, even though the Vice President could be charged
01:30with articles or provisions in the Anti-Terror Law,
01:33she is not automatically a terrorist just yet.
01:36We are not branding the Vice President as a terrorist.
01:41But it is possible for her to be liable under the Anti-Terror Law simply by conspiring.
01:47Conspiracy consists of two people coming to an agreement to execute any of these acts,
01:53including causing death and bodily harm to another person.
01:57The DOJ once again insisted this process should be done to protect all Filipinos in the country
02:03and to show the strength of the justice system in the Philippines.
02:06This is a situation where we have to show that the rule of law applies to everyone
02:12and no one is above the law.
02:14Meanwhile, the DOJ also said it may issue a subpoena against former President Rodrigo Duterte
02:20for his remarks encouraging the military to rise up and remedy a fractured government,
02:25which so many believe is seditious in intent.
