00:13The U.S. Secretary of Defense, Lloyd Austin III, visited the country for the last time a few days before the U.S. administration was replaced by the U.S.
00:21In his courtesy call to President Ferdinand R. Marcos, Jr., the two leaders of the Philippines and the United States strengthened their ties.
00:29According to the U.S. official, this is the time in the midst of the challenges that the Philippines is facing after the destruction of the next typhoon.
00:38The U.S. reached a prayer and reconciliation with the victims and the survivors of the next calamity.
00:47At the same time, the U.S. promised President Marcos that it will provide additional forces and $1 million in aid to the victims of the typhoon.
00:55Mr. President, I've authorized U.S. troops to help Philippine forces provide life-saving aid to the Filipino people.
01:02The U.S. has also secured another $1 million in urgent humanitarian aid, and that will enhance the work of USAID and the World Food Program.
01:14The U.S. Executive Office was most grateful for the visit of the important U.S. official.
01:19At the same time, President Marcos met with the Enhanced Defense Cooperation, or EDCAS sites, which helped the government respond quickly to the disaster.
01:29This paved the way for those in the most remote areas to enter.
01:34They serve as staging areas, actually, for when we know that the storm is coming.
01:43We pre-position as many assets, material, as we can, as close as possible, so as not to damage the actual resources that we have.
01:56And the EDCAS sites become the staging area, because right after the storm, many areas can only be reached by helicopter, and many roads close because of landslides.
02:11And therefore, even the main capital provinces can only be reached by aircraft.
02:21So we have used to a great extent the EDCAS sites.
02:26The General Security of Military Information Agreement, or GSOMIA, was also passed earlier.
02:31Under the historic agreement, the inter-sharing, or sharing of comprehensive intelligence information of the Philippines and the U.S. military will be strengthened and strengthened.
02:43This will help strengthen the cooperation of the two countries against any possible threat to security.
02:50The Philippines does not force the U.S. to provide all its information.
02:55But because of the agreement, there is a faster mechanism for inter-sharing.
03:00It is also included in the agreement that the U.S. can easily share its classified technology with the Philippines.
03:08Because of this, the process of buying modern military equipment from the United States will be faster.
03:16There is no expiration of the agreement, but it can be amended or suspended.
03:21Austin and Secretary Gilberto Chedoro Jr. also initiated the groundbreaking ceremony of the Combined Coordination Center, or CCC.
03:31According to the Armed Forces of the Philippines, this is a big thing to strengthen the capabilities of the two countries to respond to any situation,
03:40in the midst of various challenges that the region is facing.
03:45President Marcos has repeated it several times, that the United States' presence in the Indo-Pacific region is essential for maintaining peace and stability in this region.
04:02He has said it, no ifs nor buts.
04:06And, bilaterally, we have been allies for a very long time.
04:12We continue to engage in valuable partnerships with like-minded nations.
04:20This center will enable real-time information sharing for a common operating vision.
04:27It will help boost interoperability for many, many years to come.
04:31And it will be a place where our forces can work side-by-side to respond to regional challenges.
