00:00At the moment, in the vicinity of the house of Claveria in Cagayan is Mata.
00:04This is Typhoon Marse. It was here at 10 o'clock last night.
00:07And it still has a strong wind of 175 kilometers per hour.
00:10It's still close to its center.
00:12So, it's almost a super typhoon category for now.
00:15And there's a downpour of up to 290 kilometers per hour.
00:19It's still moving westward or to the left at a speed of 20 kilometers per hour.
00:24So, it's moving fast.
00:26Based on our latest satellite animation,
00:28it's still bringing harsh weather, strong rain and wind to a large part of Northern Luzon.
00:34And the large part of Central Luzon is also affected by the cold weather.
00:38In the rest of the country, we only have a few raindrops.
00:42Or when it rains and snows, it usually only lasts for 2 hours.
00:46We are also continuously monitoring the accumulation of clouds or cloud clusters
00:50outside the Philippine Area of Responsibility in the north of Luzon.
00:55Based on our analysis, there's still a low chance that this will be a typhoon.
00:58In the next 24 hours, it will slowly approach our land.
01:03We can see that it might enter a part, a low-pressure area within 2 days.
01:08And it will affect, it will bring rain early next week in our country.
01:12That's why we will continue to monitor it.
01:16Based on the latest forecast,
01:18within the next 24 hours, the typhoon will still move westward or to the left.
01:23We're talking of the center of Typhoon Marse.
01:26As of 3.40 p.m., it had a landfall for the first time in Santa Ana, Cagayan.
01:31And it had a second landfall after crossing Babuyan Channel
01:35here in the town of San Chasmira in western Cagayan at 9 p.m.
01:40Again, this is for reference.
01:42But the total area of the typhoon is around 900 to 1,000 kilometers.
01:47That's why it's still strongly affected by the wind.
01:49Not only the areas that we mentioned,
01:51but also a large part of Northern Luzon and even parts of Central Luzon.
01:56This large part of Northern Luzon,
01:58we expect that there will be heavy rains and strong winds.
02:03And then, tomorrow morning,
02:05the center of Typhoon Marse will eventually be in the west of the Philippines.
02:10And it will come out of our Philippine area of responsibility
02:13on Friday afternoon or night.
02:16It will still remain as a typhoon category
02:18after Typhoon Marse crosses our land.
02:21And then, eventually, tomorrow morning,
02:23where the cold and dry northeast wind flow will enter,
02:27the typhoon will gradually weaken
02:29and it may become a severe tropical storm
02:31on Saturday or Sunday.
02:35As of now, the Tropical Cyclone Wind Signal No. 4 is still high in many places,
02:39including the northern portion of Cagayan,
02:42including the part of Babuyan Islands,
02:44Signal No. 4 is also in the northern portion of Apayau,
02:47northernmost portion of Abra,
02:49particularly in the town of Tinig,
02:51in the large part of Ilocos Norte,
02:53Signal No. 4,
02:54and in the town of Sinait,
02:56in the northernmost portion of Ilocos Sur.
02:59Signal No. 3 is in the southern portion of Batanes,
03:02in the part of mainland Cagayan and Babuyan Islands,
03:05in the part of Apayau,
03:07northern portion of Calinga,
03:09as well as the northern portion of Abra
03:11and northern portion of Ilocos Sur.
03:15We also have the Tropical Cyclone Wind Signal No. 2
03:17in the remaining part of Batanes,
03:19as well as the northern and central portions of Isabela,
03:22rest of Abra, rest of Calinga,
03:25and the entire mountain province,
03:26Signal No. 2,
03:27as well as the northern portion of Ifugao,
03:29northern portion of Benguet,
03:31and the rest of Ilocos Sur
03:33and northern portion of Ilocos,
03:35or northern portion of La Union, rather,
03:37is Signal No. 2.
03:39If we have Signal No. 4,
03:40we can expect up to 175 km of wind
03:44in the next few hours.
03:46These orange colors are Signal No. 3,
03:48up to 120 km per hour.
03:51And if we have Signal No. 2,
03:53up to 85 km per hour.
03:55So try to imagine,
03:56when the vehicle is fast,
03:57around 80 km per hour.
03:59So the wind speed of a strong typhoon like Typhoon Mars
04:03will be faster.
04:06We also have Tropical Cyclone Wind,
04:08Signal No. 1,
04:09up to 55 km per hour.
04:11Here in the blue color,
04:12the remaining part of La Union,
04:13as well as a large part of Pangasinan,
04:15Signal No. 1,
04:16rest of Ifugao, rest of Benguet,
04:19rest of Isabela,
04:20as well as Querino, Nueva Vizcaya,
04:23northern and central portions of Aurora,
04:25northern portion of Nueva Iziha,
04:27and here in the cities of Candelaria and Santa Cruz,
04:30along with Northern Zambales.
04:32If we have Tropical Cyclone Wind signals,
04:35automatically suspended sea travel
04:37for all types of sea vessels.
04:39We also expect the strongest wind
04:41here in the areas of extreme northern Luzon.
04:43Possibly, trees and plants will still be damaged.
04:46And the weak structures,
04:47just like what happened to the trees and palm trees,
04:49can also be damaged.
04:51Roofs or so-called corrugated roofs can be opened,
04:54and power poles and lines can also be removed.
04:59For other places,
05:01by tomorrow, or for the next two days,
05:03where there will be no more wind signals,
05:05we still expect, by Friday,
05:07in Batanes, Cagayan, Isabela, and Ilocos Region,
05:10strong winds due to the outer part of the Tropical Cyclone Marse.
05:14And by Saturday,
05:15while the part of the Tropical Cyclone Marse
05:17is already out in the West Philippine Sea,
05:19there will still be strong winds in Batanes
05:21and the Babuyan group of islands.
05:24When it comes to rainfall,
05:25within the next 24 hours,
05:26rainfall will be crucial.
05:28We still expect more than 200 mm of rainfall
05:32here in Ilocos Norte, Apayau, and Cagayan,
05:35where the center of the Tropical Cyclone Marse will pass,
05:39also known as IWOL.
05:41We also have heavy to intense rains,
05:43or 100 to 200 mm of rainfall,
05:45within the next 24 hours,
05:47in Abra and Ilocos Sur.
05:49And we also have moderate to heavy rains,
05:51or up to 100 mm,
05:53here in Parting, La Union, Calinga,
05:56Mountain Province, Benguet, Ifugao,
05:59up to Isabela and the province of Batanes.
06:02These are the areas where heavy rainfall warnings
06:05are still possible in the next hours,
06:07and the chances of flooding are high,
06:09especially in low-lying areas,
06:11and the chances of landslides are high,
06:13especially in mountainous areas.
06:15So please refer to the leftmost or rightmost side
06:19the potential impacts of each level of our rainfall.
06:24For those who live in high-lying areas,
06:26in remote areas of the ocean,
06:28we have gale warnings in large towns
06:30in the northern and portions of Central Luzon.
06:334 to 12 meters in the ocean,
06:36or in almost 4 levels of high-lying houses,
06:40here in the towns of Batanes, Cagayan,
06:43Cabilang, Baboyan Islands, Ilocos Norte,
06:46and towns of Ilocos Sur,
06:48while 3 to 5 meters,
06:50or almost 2 levels of high-lying houses,
06:52here in the towns of Isabela, La Union, Pangasinan,
06:56and the northern part of Zambales.
06:58If we have gale warnings,
07:00it is possible to reduce the amount of gale warnings
07:02in small sea vessels,
07:03but if we have wind signals,
07:05sea travel is already suspended
07:07for all types of sea vessels.
07:09And for our coastal areas,
07:13there is a chance of storm surge,
07:15especially the areas that are
07:18the center and eyewall of the storm surge.
07:21There are more than 3 meters of possible gale warnings
07:24in the northern coast of Cagayan,
07:25Cabilang, Baboyan Islands,
07:27in the towns of Ilocos Norte,
07:29especially in the areas near Pagudpud
07:31and Sabtang in Batanes.
07:33We have 2.1 to 3 meters of possible gale warnings
07:37in the eastern coast of Cagayan,
07:39Ilocos Sur,
07:40and here in the northern coast of La Union.
07:43While there are up to 2 meters
07:45in the towns of Isabela,
07:47by tomorrow, it is possible to reduce
07:49the amount of gale warnings in those areas.
