00:00The hearing of the Congress was called yesterday, but most of the invited officials of the Office of the Vice President did not attend the so-called hearing.

00:09It depends on what could be the implication of this snub to the hearing of the Congress.

00:16Let's find out from Professor Antonio Contreras in Punto de Vista, Professor.

00:21Thank you very much, and good morning.

00:30The so-called reason why the officials of the Office of the Vice President did not attend the hearing of the House Committee

00:39is because it is not in accordance with the intention of a hearing, which is an aid of legislation.

00:46It seems that the officials of the Office of the Vice President forgot to mention

00:53that the hearing of the House or the Senate,

00:57even though we know that it is an aid of legislation,

01:00where it helps to study the problems,

01:04to have a chance to craft laws,

01:07or to review the current laws,

01:09and to improve them.

01:12So, even though it is small, we have what we call an aid to perform,

01:17the oversight functions of Congress.

01:20What is an oversight function?

01:21This is the review or study of how laws are implemented

01:27and how the money of the people is spent.

01:32It is clear that when it comes to personal issues,

01:34such as boyfriends or love life,

01:37that is not relevant to the hearing.

01:40But when it comes to how the Office of the Vice President spent their confidential funds,

01:47or whatever money was given to them by the Congress,

01:50the money of the people,

01:52this is part of the oversight function.

01:54This is not in accordance with the intention of a hearing.

01:59And it is clear that that is what the committee is looking at right now,

02:03how the Office of the Vice President and even the Department of Education

02:09spend their confidential funds.

02:13So, it is wrong to say that this is not in accordance with the intention of a hearing.

02:19If it is in aid of legislation,

02:21that can be said.

02:22But that is not the only purpose of a hearing.

02:27Another purpose, we repeat,

02:30is to enable Congress to perform its constitutional duty for oversight.

02:37To look at how the money of the people is spent.
