00:00The partnership of CHED and COMELEC to strengthen the credibility and IT manpower for the 2025 elections.
00:08We will discuss this with Dr. Prospero De Vera III, Chairperson of the Commission on Higher Education or CHED.

00:20Good afternoon to you and to your listeners and viewers.
00:27Chairman, COMELEC and the Commission on Higher Education have a partnership
00:33for the national and local elections next year.
00:37What is the goal and priority of this partnership?
00:43Okay, thank you.
00:44COMELEC and I have been talking about different things for a long time.
00:49The first thing we agreed upon and signed the agreement the other day
00:54was to help COMELEC and CHED to ensure that the 2025 elections will be efficient, transparent, and very open
01:08by harnessing the expertise of students and faculty
01:15in our areas that have information and technology education programs
01:21to help them run the elections in different parts of the Philippines.
01:26Let us remember that our election today is technology-based, our voting.
01:33And of course, there are glitches in the system, there are problems with the equipment used in our elections,
01:43and sometimes, due to a lack of manpower, it is delayed, the replacement of machines is waiting,
01:51and there are many technical problems at the ground level.
01:56So CHED and COMELEC thought of using the help and expertise of our government in different parts of the Philippines
02:08to help COMELEC run the elections so that it is credible and efficient.
02:15That is what we are talking about.
02:18So what CHED will do through our regional offices,
02:22it will identify schools in different regions that have manpower on information technology,
02:29and COMELEC will train them.
02:32For the time of the elections, they will help run the elections on the technology side.
02:38That is our agreement that was signed the other day.
02:42Chairman, what will be the particular role of personnel and students from higher education in the electoral process?
02:52To make the use of technology efficient in the election,
02:57because our election is now technology-based,
03:00it is no longer like a manual, where the vote is tied manually on the board.
03:07Now, from the voting of a voter, to the transmission of results,
03:13to the aggregation of data, to the presentation to the public,
03:18it's all done electronically.
03:20So we need technology experts and technology manpower all over the country
03:27to help COMELEC run it efficiently.
03:31So that is where the universities will enter,
03:34where there are faculties that know IT,
03:38where there are students who know IT.
03:41COMELEC will look at the additional manpower needs in different parts of the Philippines
03:48and will train and recruit technology experts, technology personnel in the universities
03:57so that they can support COMELEC in running the elections.
04:02From looking at the systems, for the integrity of the systems,
04:07to the machines, to the connectivity,
04:11all of these can help our schools to strengthen their IT programs.
04:19Can you share with us the qualifications and requirements
04:25for students and personnel who will be helping in the elections next year?
04:33First, COMELEC will decide the manpower needs
04:37because they need to assess what manpower they have in the ground
04:42that they need to supplement or they need help with.
04:45And what is this?
04:47That is what COMELEC is doing now.
04:50Once they identify that, the role of CHED and universities,
04:54our regional offices will identify the schools that have this expertise and have this manpower
05:03and will tie up the schools with COMELEC in the region
05:06to discuss the personnel and expertise needed
05:11and then they will be trained in the electoral system,
05:15the use of technology,
05:17so that when the day of the election comes,
05:20our running of the elections will be efficient and credible.
05:25Because remember, we have horror stories of the past elections.
05:30Something as simple as the machine bugged down.
05:33The machine will wait for people from other parts of the Philippines
05:37and the voters are waiting to vote but there is no machine to vote.
05:43Things like this can be addressed if at the ground level,
05:48there is technology support in our electoral system.
05:53Because we have a lot of voting precincts.
05:58With the help at the ground level,
06:02with our election machines,
06:06a lot of things can be changed there.
06:09Second, that is also ensuring the integrity of the transmission of results.
06:15Of course, if the machines bug down at the local level,
06:19the results will not be transmitted.
06:22There will be problems.
06:24All of these require a technology solution.
06:28The answer is to use the experts in technology
06:32to help them.
06:34This will be coordinated by the Comelec.
06:40We are responding by identifying the schools that have IT expertise,
06:46connecting them with Comelec so that the individuals can be trained
06:50and they can help on election day.
06:53Even before election day, in setting up the system.
06:56Sir, how big of a help is this in upskilling and reskilling of students
07:02to become faculties in information technology education programs?
07:07Of course, the voters want this first
07:11because they want to help in the election.
07:13You know, the Filipinos during the election,
07:17they are civic-minded.
07:19They want to help in whatever way they can.
07:22There are many who volunteer in our election watchdog.
07:27Some of them help in voter's education.
07:34Others help in analyzing the results.
07:40I think Filipinos during the times of election really want to help.
07:44They are serious about their civic duty.
07:48So first of all, our voters and students are interested.
07:53And second, of course, it's exciting.
07:55If you say, help me so that the election can be efficient and credible,
08:00that's a big one.
08:02That's a big fulfillment and that's a big thing for a student
08:09or for a faculty that helped make the election credible.
08:15I think what CHED will do after this,
08:19we will make an award system to recognize
08:23the people who helped in the election.
08:26Maybe CHED and COMELEC can do an award system later on
08:32to identify the higher ed personnel,
08:37the students who really made the difference.
08:40But we will see that in the needs on the ground
08:44because COMELEC has different needs on the ground.
08:47There are areas where their manpower is sufficient.
08:50There are areas that are thin.
08:52So we will match the need there.
08:56So how long will this partnership between CHED and COMELEC last?
09:03Until the election is over and the winners are declared,
09:09we will be there to help COMELEC.
09:13Because once the winners are declared
09:15and the technology is used in the election,
09:18then of course, our responsibility to help is over.
09:25But I would like to add,
09:28this is just the first part of our agreement with COMELEC
09:32because we will also launch a voter's education campaign
09:36in universities and colleges.
09:39We are already preparing the parameters of our agreement.
09:43And one of these days, we will launch it again
09:47and invite the media
09:49so that we can use the network of universities
09:52to educate their students,
09:54to educate the public about the importance of elections,
09:59the importance of voting,
10:01give them the necessary information
10:03so that they can make an informed choice.
10:06When I was still in UP,
10:09when I was Vice President for Public Affairs of UP,
10:12UP did the election of 2013 and 2016.
10:17You and I were still together in ABS-CBN then.
10:21We did an election project of UP for two cycles of the election
10:27and it was very successful.
10:29Now, we want to do this using the network of interested universities
10:35In public universities,
10:38there are more than 200 state universities and colleges
10:42and local universities and colleges.
10:45We can use that network for voter's education.
10:49Now, if you want to extend it to private schools,
10:52there are almost 2,000 private and public schools in the Philippines.
10:56It is a nationwide network that can help in voter's education.
11:02We are still planning what we will do,
11:06but in the next couple of weeks,
11:08or maybe in a month or so,
11:10we are ready to launch our voter's education campaign.
11:14Sir, a message or a reminder to our countrymen
11:18from the Commission on Higher Education.
11:22In behalf of the Commission on Higher Education,
11:25we welcome and we fully support the Commission on Elections
11:31in ensuring that there is free, credible, and efficient elections in 2025.
11:39We are ready to help the Commission on Elections to ensure this.
11:44Second, we are also ready to help guide every Filipino
11:50on why it is important to vote,
11:53what they should know about the election,
11:57and the information they need for the election.
12:02Their exercise in voting is based on an informed choice.
12:11We are ready to go to that in cooperation with our universities
12:16and in cooperation with COMELEC.
